Static conversion from SDR to HDR or HDR to SDR can be done via a 3D-LUT file. The 3D-LUT file maps the color space, and applies the appropriate EOTF transfer curve. This mapping is applied to all the frames of video regardless of the signal. The Cobalt 9904-UDX-4K is able to insert static LUTS with the +3DLUT-PRO and +3DLUT-4K options. Adding the +3DLUT-BBC option allows the card to come preconfigured with standard LUTs suggested by the BBC for professional broadcast.

Dynamic conversion takes a static LUT as a base, and allows the user to customize the look and feel of the content in real time. While an up-mapped HDR signal, or down-mapped SDR signal can be technically “legal”, conversion can be optimized for the type of content that is being produced. Cobalt digital products are compatible with both the WonderLook Pro and LiveGrade Pro software that provide full control over the transfer curve and color correction.

Dynamic intelligent conversion goes beyond dynamic conversion alone by allowing an algorithm to automatically adjust the color values based on the incoming video signal. Cobalt uses Technicolor’s suite of HDR conversion tools for this task. The toolset is informed by deep learning from Technicolor’s years of Hollywood colorimetry experience. Video is analyzed frame-by-frame in real time to make adjustments more quickly than a human operator could. As lighting conditions change over the course of a broadcast, the human operator has the ability to focus on other parts of the production.

The TechnicoPomfortlor HDR process was developed by major Hollywood colorists for real-time mapping between HDR and SDR formats, while maintaining the original creative intent of the content. This frame-by-frame analysis of the video allows for the ideal picture quality across a range of video content. This is especially important for content shifting between scenes with varying amounts of light.

Intelligent Tone Management (ITM) - SDR to HDR technology that can boost the dynamic range of legacy content by adjusting the image on a localized basis and adapting it to new display technologies. Fine tune adjustments can be made to the unit at the beginning of an event – but after that, the ITM process will make any adjustments due to changing lighting conditions during the event.

Bright spot analysis

Bright spot analysis and management: ability to ensure excessive bright spots are not created when converting from SDR to HDR that might detract from the creative intent of the video. The ITM algorithm also includes advanced bright spot detection, which will isolate smaller points of light from larger bright spots within the frame. This way, when the light intensity increases from an SDR image to the brighter HDR image, lighting speculars won’t be drowned out by larger areas of light.

HDR content can get noisy, especially content shot on film. Technicolor‘s noise reduction is superior to anything currently on the market used for grading.

A static 3D-LUT typically does not have active noise reduction, this is very problematic in low light conditions, upgrading content from older cameras or cameras with small sensors or in cases with camera movement.

A powerful de-noising engine is included, as legacy SDR content will often come with a fair bit of noise. The ability to adjust the noise within the shadows and highlights helps to keep image detail while protecting against banding artifacts.

Cobalt Digital +TTS is a complete 21CVAA text-to-speech generation / audio insertion solution for embedded or discrete audio systems. +TTS is a software option available for many Cobalt card models using the 20-slot openGear® frame architecture (and available for our BBG-1000 Series standalone desktop units). Platforms utilizing existing openGear® infrastructure can be 21CVAA-ready with only an easily incorporated option feature upload to the card. For platforms not utilizing an existing openGear® infrastructure, most of our BBG-1000 Series standalone units are available with option +TTS, offering a compact rack-mounted 1RU solution easily integrated into the broadcast workflow.

+TTS interfaces with industry standard Windows Share folder systems to receive non-proprietary text, XML, or similar plain text files, and converts and inserts realistic human-voice audio into user-configured audio channels (typically an SAP channel pair intended for this playout). +TTS allows for prioritization based on the organization's discretion (for example, severe weather alerts out-prioritizing school closings). Alert tones are ducked in on the main program channel to alert the visually impaired that emergency content is to occur on the SAP channel. Alerts can be played a configurable number of times, and alerts with higher priority can interrupt current lists for breaking news. Once the interrupt message is broadcast, +TTS automatically reverts to normal audio programming. Compatible Cobalt cards and modulars offer the synergy of also providing keyed text scrolls when used in conjunction with option +KEYER.

Can someone else use descript’s overdub tts to clone my voice.

No. When creating an Overdub Voice, Descript users must positively affirm their identity and give Descript their express consent to train and generate a synthesized version of their voice.

Voice-training data that does not include this Voice ID cannot be used to create an Overdub Voice. In other words, unless you specifically consent to Overdub Voice creation, Descript will not create your Overdub Voice.

We verify this consent by authenticating the audio file uploaded against our training script to ensure that the voice recorded belongs to the person submitting it.

Is Descript Text-to-Speech free?

Overdub text-to-speech is free on all Descript accounts. Pro accounts get an unlimited Overdub vocabulary.

Is there a difference between Overdub generated with the Pro subscription vs. a Creator or Free subscription?

Yes. While you can create a custom Voice on Overdub with any subscription,  Free and Creator plans are limited to a list of the 1,000 most common vocabulary words. Any words that are not on that list will be replaced with "jibber" or "jabber." To avoid this gibberish and gain access to the full vocabulary list, you can upgrade to the Pro subscription.

If at least SpeechSynthesis and SpeechSynthesisUtterance are defined you are good to go.

Preparing everything to work is not as clear as it should, especially when targeting cross-browser functionality. The asynchronous init function will help you with this situation:

💽 Loading voices

The init-routine will go through several stages to setup the environment:

  • detect and that SpeechSynthesis is basically supported, if not -> fail
  • load voices directly
  • if not loaded but onvoiceschanged is available: use onvoiceschanged
  • if onvoiceschanged is not available: fallback to timeout
  • if onvoiceschanged is fired but no voices available: fallback to timeout
  • timeout reloads voices in a given interval until a maxTimeout is reached
  • if voices are loaded until then -> complete
  • if no voices found -> fail

If your init routing has still not detected / loaded any voices, allthough speechSynth is supported please leave an issue!

Placing a fallback voice

If voices are found it will place a fallback voice by the following rules:

  • If there is a voice among all voices with the default property set to true use this as fallback voice
  • Otherwise find the first matching voice by current navigator.language
  • Otherwise use the first voice in the Array

Note: This fallback voice is not overridden by EasySpeech.defaults() , your default voice will be used in favor but the fallback voice will always be there in case no voice is found when calling EasySpeech.speak()

This is as easy as it gets:

The Promise will automatically resolve when the speaking ends or rejects when an error occurred. You can additionally attach these event listeners if you like or use EasySpeech.on to attach default listeners to every time you call EasySpeech.speak .

Read Aloud allows you to select from a variety of text-to-speech voices, including those provided natively by the browser, as well as by text-to-speech cloud service providers such as Google Wavenet, Amazon Polly, IBM Watson, and Microsoft. Some of the cloud-based voices may require additional in-app purchase to enable. Read Aloud can read PDF, Google Docs, Google Play books, Amazon Kindle, and EPUB (via the excellent EPUBReader extension from epubread.com). Read Aloud is intended for users who prefer to listen to content instead of reading, those with dyslexia or other learning disabilities, and children learning to read. To use Read Aloud, navigate to the web page you want to read, then click the Read Aloud icon on the Chrome menu. In addition, the shortcut keys ALT-P, ALT-O, ALT-Comma, and ALT-Period can be used to Play/Pause, Stop, Rewind, and Forward. You may also select the text you want to read before activating the extension. Right clicking on the selected text will provide you with yet another option to activate Read Aloud via the context menu. To change the voice, reading speed, pitch, or enable text highlighting, go to the Options page either by right clicking on the Read Aloud icon and choose Options, or by clicking the Gear button on the extension popup (you'll need to stop playback to see the Gear button). There are a couple of ways to use Balabolka's top free text-to-speech software. You can either copy and paste text into the program, or you can open a number of supported file formats (including DOC, PDF, and HTML) in the program directly. 

In terms of output, you can use SAPI 4 complete with eight different voices to choose from, SAPI 5 with two, or the Microsoft Speech Platform. Whichever route you choose, you can adjust the speech, pitch and volume of playback to create a custom voice.

In addition to reading words aloud, this free text-to-speech software can also save narrations as audio files in a range of formats including MP3 and WAV. For lengthy documents, you can create bookmarks to make it easy to jump back to a specific location and there are excellent tools on hand to help you to customize the pronunciation of words to your liking.

3. Panopreter Basic

Panopreter Basic is the best free text-to-speech software if you’re looking for something simple, streamlined, no-frills, and hassle-free. 

It accepts plain and rich text files, web pages and Microsoft Word documents as input, and exports the resulting sound in both WAV and MP3 format (the two files are saved in the same location, with the same name).

The default settings work well for quick tasks, but spend a little time exploring Panopreter Basic's Settings menu and you'll find options to change the language, destination of saved audio files, and set custom interface colors. The software can even play a piece of music once it's finished reading – a nice touch you won't find in other free text-to-speech software.

If you need something more advanced, a premium version of Panopreter is available. This edition offers several additional features including toolbars for Microsoft Word and Internet Explorer , the ability to highlight the section of text currently being read, and extra voices.

4. WordTalk

Developed by the University of Edinburgh, WordTalk is a toolbar add-on for Word that brings customizable text-to-speech to Microsoft Word. It works with all editions of Word and is accessible via the toolbar or ribbon, depending on which version you're using.

The toolbar itself is certainly not the most attractive you'll ever see, appearing to have been designed by a child. Nor are all of the buttons' functions very clear, but thankfully there's a help file on hand to help.

There's no getting away from the fact that WordTalk is fairly basic, but it does support SAPI 4 and SAPI 5 voices, and these can be tweaked to your liking. The ability to just read aloud individual words, sentences or paragraphs is a particularly nice touch. You also have the option of saving narrations, and there are a number of keyboard shortcuts that allow for quick and easy access to frequently used options.

5. Zabaware Text-to-Speech Reader

Despite its basic looks, Zabaware Text-to-Speech Reader has more to offer than you might first think. You can open numerous file formats directly in the program, or just copy and paste text.

Alternatively, as long as you have the program running and the relevant option enables, Zabaware Text-to-Speech Reader can read aloud any text you copy to the clipboard – great if you want to convert words from websites to speech – as well as dialog boxes that pop up. One of the best free text-to-speech software right now, this can also convert text files to WAV format.

Unfortunately the selection of voices is limited, and the only settings you can customize are volume and speed unless you burrow deep into settings to fiddle with pronunciations. Additional voices are available for an additional fee which seems rather steep, holding it back from a higher place in our list.

What are the limitations of free tts software.

As you might expect, some free versions of TTS software do come with certain limitations. These include the amount of choices you get for the different amount of voices in some case. For instance, Zabaware gives you two for free, but you have to pay if you want more. 

However, the best free software on this list come with all the bells and whistles that will be more than enough for the average user.

What is SAPI?

SAPI stands for Speech Application Programming Interface. It was developed by Microsoft to generate synthetic speech to allow computer programs to read aloud text. First used in its own applications such as Office, it is also employed by third party TTS software such as those featured in this list. 

In the context of TTS software, there are more SAPI 4 voices to choose from, whereas SAPI 5 voices are generally of a higher quality. 

Should I output files to MP3 or WAV?

Many free TTS programs give you the option to download an audio file of the speech to save and transfer to different devices.

MP3 is the most common audio format, and compatible with pretty much any modern device capable of playing back audio. The WAV format is also highly compatible too.

The main difference between the two is quality. WAV files are uncompressed, meaning fidelity is preserved as best as possible, at the cost of being considerably larger in size than MP3 files, which do compress.

Ultimately, however, MP3 files with a bit rate of 256 kbps and above should more than suffice, and you'll struggle to tell the difference when it comes to speech audio between them and WAV files.

Old Paul, properly known as Perfect Paul, was the first TTS voice to be used by the National Weather Service for EAS and NWR alerts starting in 1996. It was made by DECTalk Software. The oldest known source of Paul in an EAS/EBS alert was for a Flash Flood Warning for Phoenix, Arizona in 1996 . It was retired in 2016 and can no longer be heard on any new alerts.

Craig (2002–2003) [ ]

Craig was added in 2002 and was later replaced with Tom in 2003. This is the rarest of the old EAS TTS voices, as it was replaced by Tom early into the 2000s, making some NOAA Craig voice recordings very difficult to find nowadays. Some stations still use the Craig voice, mostly statewide networks. It was retired, likely due to being clunky . This voice is still being used today for some EM-Net alerts, but can be hard to find.

Donna (2002–2016) [ ]

Donna was added along with Craig in 2002, and was mainly used for weather warnings. It was enhanced in 2003 when Tom was introduced, and was retired in 2016 when VoiceText Paul was released. Donna can no longer be heard on any new alerts.

Tom (2003-2016) [ ]

Tom replaced Craig later in NWR's TTS life starting in early 2003. This voice is also one of the most common NWR and EAS voices. It was retired when VoiceText Paul was released in 2016, and can no longer be heard on any new alerts.

Paul was introduced in 2016 to update NWR's voices. It is now the main voice on all NWR programs and EAS alerts relayed through the network, and also has advanced TTS features. Alert Ready also uses this voice sometimes.

Non - NWR Standard Voices [ ]

Festivox kal (2012-present) [ ].

Festivox Kal is the default Text to Speech voice used on Digital Alert Systems DASDEC-II and OneNet SE Units. These voices are used by default when Alert Text from CAP is provided, but no pre-recorded audio is provided with the alert for the unit to use, or the operator of the station told the unit to use TTS. These alerts usually have text along the lines of:

"(Originator) has issued a(n) (EVENT) for the following counties or areas [counties/areas for older firmware]: (COUNTIES). At (TIME) (AM/PM) on (DATE). Effective until (TIME) (AM/PM)". Older firmware also has Kal reading "Message from (SENDRID)".

This text tends to be followed up with alert text from the CAP message, if available.

Comlabs EMNet Voice (2011-present) [ ]

The Comlabs EMNet System is a CAP alternative messaging system that uses satellites to send alert data to ENDECs. This system tends to be used to generate "Short and Sweet" EAS Messages, containing the basic information of the alert. The format of these alerts are along the lines of:

"A(N) EVENT HAS BEEN ISSUED FOR: (COUNTIES). EFFECTIVE UNTIL (TIME) (AM/PM)."

Loquendo Dave (2011-present) [ ]

Loquendo Dave is a Text to Speech voice used by Sage Digital ENDEC units. It tends to be a low, smooth sounding voice that is generated with extra CAP Text. The Dave voice would be used if a CAP Audio Message is not provided, or if the station tells the Digital to force-encode with TTS.

Microsoft David Desktop / Microsoft Zira Desktop (2016-present) [ ]

The Microsoft David and Zira voices are commonly used in CAP Origination, and alerts sent via the Gorman Reidlich CAPDEC-1, a CAP to EAS box that uses Microsoft Windows as its primary means of Alert Generation.

Sometimes, an EAS voice can be heard only a few times, or it can only be heard in a specific region.

Cepstral Series (Canada, Specific Use Northwestern US) [ ]

For example, the clip below uses Cepstral William to announce an AMBER Alert. William was used from 2009 to 2011, although it (and Cepstral David and Cepstral Allison) can be used as the voice for a DASDEC on IPAWS alerts (except those with live voices and other TTS voices like MS David/Zira).

Joey (Alberta, Canada) [ ]

The AMBER Alert below uses Joey, an Alberta Emergency Alert and Alert Ready (Canada) voice to announce the alert. This voice is not common within the US.

Within Canada, the Joey voice is less common outside of Alberta, as it is being replaced with Cepstral Allison/David in some provinces (or other voices are used, mainly for messages in French). The voice can change depending on the origin of the broadcast (municipal, provincial or TV channel) and there may be variations in voices for the same alert message.

Majel (Google Assistant) [ ]

For all alerts sent to an Android smartphone, the voice for Google Voice Assistant is used, code named as "Majel" in reference to Majel Barrett's role as the voice of the USS Enterprise 's computer voice in the original Star Trek series.

This voice replaces all voices except Paul. This voice has been activated twice: once at 8 AM HST in Hawaii during the infamous ballistic missile false alarm of January 2018, and at a local radio station in Texas.

Other voices [ ]

Live voices (1951-present) [ ].

Before the advent of the EAS, live voices were used for relaying information. CONELRAD radio alerts would be read live, with the main warnings being pre-recorded. For tests of the Emergency Broadcast System , these were pre-recorded by the station; in the late 60s-early 70s, some stations even elected to have the test scripts be put to song to take the edge off, but the FCC thought they were treating the tests as a joke and ordered them to stop. Actual emergencies, such as weather warnings and other events such as the 1992 Los Angeles Riots, would have the alerts read out live.

After the introduction of the EAS, most warnings utilize the above-mentioned TTS voices for ease of use. However, live voices are far from extinct. Required Monthly Tests still use pre-recorded live voices, most Child Abduction Emergencies are always read live or pre-recorded, certain weather warnings will be read live if the situation is urgent enough, Local Access Alerts , due to using landlines, always have a live voice, Tsunami Warnings are sometimes read live (as was the case on March 11, 2011 when alerts in the San Francisco Bay Area and Hawaii were read live) and during a genuine Emergency Action Notification , the President or one of his/her representatives would speak in real-time. Most EAS activations in Puerto Rico also use live voices in both English and Spanish.
