Stipendium Hungaricum, being the most prestigious higher education scholarship programme of the Hungarian Government, offers a wide range of courses for international students of excellent academic track record. The scholarship aims to support the internationalization of the Hungarian higher education and its constant development, to strengthen the international relations of the academic and research community, and to promote the good reputation and competitiveness of the Hungarian higher education throughout the world.

Stipendium Hungaricum scholarships are available for bachelor’s, master’s, one-tier master’s, doctoral, and non-degree programmes  (preparatory and specialisation courses).

The Hungarian Government announced the policy of “Global Opening”, as part of which the Stipendium Hungaricum Scholarship Programme was launched in 2013 for foreign students. The aim of the programme is to promote cultural understanding, economic and political relations between Hungary and other countries. Currently over 90 sending partners are engaged in the programme which is managed by Tempus Public Foundation (TPF) . Thousands of students from all around the world apply for higher educational studies in Hungary each year.

PROVISIONS covered by the scholarship (see also the new Operational Regulations)

  • Tuition-free education: exemption from the payment of tuition fee
  • Monthly stipend : non-degree, bachelor, master and one-tier master level : monthly HUF 43 700 (cca EUR 110) contribution to the living expenses, for 12 months a year, until the completion of studies; doctoral level : according to the current Hungarian legislation, for newcomers , it is monthly HUF 140 000 (cca EUR 350) for the first phase of education (first 4 semesters) and HUF 180 000 (cca EUR 450) for the second phase (second 4 semesters) for 12 months a year, until completion of studies;
  • Accommodation: student hostel room/bed depending on the capacity of the higher education institution or HUF 40,000/month accommodation allowance for 12 months a year during the whole period of full-time programmes or for the duration of the partial studies;
  • Medical insurance: health care services according to the relevant Hungarian legislation (Act No. 80 of 1997, national health insurance card) and supplementary medical insurance

Eligible Sending Partners The Stipendium Hungaricum Programme is based on effective bilateral educational cooperation agreements between the Hungarian Ministry of Foreign Affairs and Trade or its legal predecessor as regards the Stipendium Hungaricum Scholarship Programme, the Ministry of Human Capacities, and the partner’s Ministry responsible for higher education. Applications will be considered eligible only if the applicant is nominated by the responsible authority of the Sending Partner .

Applications will not be considered in the following cases: - Hungarian citizens (including those with dual citizenships) - former Stipendium Hungaricum scholarship holders, who are re-applying for studies in the same cycle of education (non-degree studies, bachelor, master, doctoral level) including both full time and partial study programmes

​​​​​​​ ► POSTPONEMENT ​​​​​​​Scholarship holders may only postpone the start of the scholarship status for health (proved by medical reports) or other unexpected reasons beyond their control. Postponement of of the scholarship may only take place before the establishment of the student status (before enrollment). A request (containing detailed reasoning, the number of semesters to be postponed) signed by the scholarship holder has to be submitted to Tempus Public Foundation ([email protected]) by 30 September .

The following documents have to be attached:

  • medical reports (if applicable)
  • declaration of approval of host university
  • support letter of the sending partner (authority)

► CHANGING STUDY PROGRAMME / LANGUAGE / INSTITUTION

In case you want to change your study programme and/or the language of instruction and/or the institution, you can perform it only within the first academic year. What you have to do is to submit a request written and signed by you to Tempus Public Foundation ( [email protected] ) attaching the following documents:

  • a declaration of approval signed by the head of your current institute/faculty
  • an approval of transfer from the new/requested institution (in case you want to change only the language of instruction, there is no need for this)

In order to receive an approval of transfer, please send this request form signed by you to the following email address: [email protected] as well as to your Registrar's Officer if you are a student of MATE. 

Deadline to submit the request for approval to MATE: 15 November in autumn semester, 30 April in spring semester

Also, please notify your sending partner (authority) in your home country, but you do not need to obtain and attach a support letter to your request.

Deadline for submitting your request to Tempus with the above attachments: 1st December in autumn semester; 15 May in spring semester

► EXTENSION

In case you want to extend your studies, according to the Operational Regulations , you have to submit your request for extension to the university (by filling in the following form:  https://limesurvey.szie.hu/index.php/283126?lang=en ) and, at the same time, to the sending partner (authority) in your home country , but you do not have to wait for their approval since they will be contacted by Tempus directly.

The following documents must be attached (uploaded) to your request:

  • support letter signed by the head of the institute
  • transcript of records (list of subjects you have completed)

Deadline within the university in autumn semester: 15 November , in spring semester: 30 April

Please, note: „ During the extension period, scholarship holders may not receive a scholarship or housing allowance. This shall first be applied to students starting their studies in the 2020/21 academic year in an ascending order.” (see Operational Regulations III.4.1.)

Hungarian universities

The Hungarian university system is comparatively small, with around 64 higher education providers , but highly diverse. Many institutions also possess extensive histories as centres of European teaching and research, stretching back into the early Renaissance.

University types

There are three broad categories of higher education institution in Hungary. They are organised according to the types (and level) of qualifications they award as well as their research capacity and expertise (the proportion of academic staff with a doctorate):

  • Universities ( Egyetem ) are fully-equipped research institutions at which at least 60% of academic staff hold a PhD. Most are comprehensive, with a range of faculties, but several specialise in particular fields. As well as awarding Bachelors and Masters degrees universities maintain dedicated doctoral schools offering PhD programmes in their areas of expertise.
  • Universities of Applied Science ( Alkalmazott tudományok egyeteme ) focus on teaching and training in practical and professional disciplines, rather than original research. They can award Bachelors and Masters degrees, but don’t usually offer doctoral programmes.
  • Colleges ( Főiskola ) are smaller institutions offering initial teaching and training, usually in specialist topics. They don’t award postgraduate-level qualifications.

Individual institutions may also be classed as state-funded (public universities established by the Hungarian Government) or non-state-funded (private universities established by religious organisations, businesses or other independent organisations).

Despite these labels, both categories actually receive government funding and their degree programmes are carefully accredited. The main distinction between state-funded and non-state-funded institutions is size: most large universities are state-funded, whereas the smaller colleges are non-state-funded.

Research universities

All Hungarian universities carry out original research (and can award PhDs) but some are additionally recognised by the Government for the exceptional quality of their academic work and their degree programmes. When this happens a university (or a faculty within it) is awarded ‘research rank’.

Research institutes

Hungary is also home to several independent research institutes, pursuing strategic R&D objectives set out by the Government. These don’t award degrees themselves, but they may collaborate with universities to increase the expertise and research opportunities available within their doctoral programmes.

Hungarian university rankings

Hungarian universities haven’t always been as visible in global rankings as their history might lead you to expect. However, the number of ranked institutions has been growing in recent years.

Hungarian university cities

The largest city in Hungary is the country’s capital, Budapest: home to around a fifth of the country’s population and, perhaps unsurprisingly, the majority of its universities and students.

Other important and historic university centres include Debrecen, Miskolc, and Pécs (the site of Hungary’s oldest university).

PhD structure

Hungary is a member of the European Higher Education Area (EHEA) and follows the three-cycle format set up by the Bologna Process . Hungarian doctorates are third-cycle qualifications , designed for students who have already completed existing degrees at undergraduate Bachelors and postgraduate Masters level.

Degree types

Universities in Hungary award two types of doctorate: the PhD (Doctor of Philosophy) and the DLA (Doctor of Liberal Arts) .

Aside from their names (and associated subjects) the two qualifications are functionally similar. Both are academic research qualifications awarded based on the completion of a substantial original thesis.

Doctoral schools and doctoral programmes

A PhD (or DLA) student in Hungary, you’ll normally study within a dedicated doctoral programme run by a doctoral school . This is a specialised centre within your university that provides the relevant training, expertise and facilities you’ll need to succeed on a PhD.

Programmes may also involve contributions from experts based outside your university, including other academics, research professionals or business leaders.

The Hungarian PhD process

Unlike some other PhD systems (which focus purely on independent research) Hungarian doctoral programmes are divided into two phases:

  • The first phase lasts for 1-2 years and includes a curriculum of taught units, laboratory sessions, seminars and other training worth 120 ECTS credits . This is designed to provide detailed academic subject knowledge as a foundation for your independent research.
  • The second phase lasts for 2-3 years, during which you will be recognised as a full doctoral candidate , researching an original project. Most programmes also allow an optional additional year to write up your thesis.

Taken together, these two sections mean that the length of a full-time Hungarian PhD is usually 3-6 years. This is longer than the standard doctorate awarded in some other countries.

However, the additional time you’ll spend on a Hungarian doctoral programme can add significant value to your degree. The initial phase of taught study will provide you with additional expertise – and make the transition to independent research easier than it might otherwise be.

Most programmes also offer the opportunity to undertake practical training during the first phase of your programme. This can include professional academic experience (such as teaching and demonstrating) or external work placements and internships.

If you’d prefer a shorter PhD experience – and think you’re suitably prepared – you may be able to ‘skip’ straight to the second phase of a Hungarian PhD. To do so you’ll need to demonstrate that you’re sufficiently qualified to begin independent research, ideally with a suitable Masters and some existing experience in the techniques and methodologies you plan to use.

Academic year

The Hungarian academic year runs from September to July and is divided into two teaching semesters interspersed with holidays and followed by examination periods. Universities specify their own timetable, but the following is a good general guide:

  • Autumn semester – September-December
  • Autumn examination period – December-February
  • Spring semester – February-May
  • Spring examination period – May-July

Remember that this academic calendar matters more to PhD students in Hungary than it might elsewhere; during the first part of your programme you’ll be completing taught units and undertaking exams according to the timetable set by your university.

Supervision

You’ll normally be assigned a single supervisor from within your doctoral school (or a relevant faculty at your university). This will be someone with relevant expertise in your field and the necessary professional experience to guide you through the PhD process.

Hungarian universities don’t normally formalise this arrangement: it will be up to you and your supervisor to establish a good working relationship .

Hungarian PhDs involve more frequent assessment than some other doctorates, with different examinations at each stage of your doctorate.

During the first phase you’ll complete examinations at the end of each semester, designed to test the subject knowledge you’ve acquired. These may be oral exams (during which you’ll answer questions about course content) or traditional written assessments.

At the end of this phase (usually after two years) you will complete a comprehensive examination . This is an oral exam, designed to test your general subject knowledge, your awareness of methodological principles and your familiarity with current scholarship in your field. It won’t relate directly to the contents of your intended research project.

Your performance will normally be graded as unsatisfactory, satisfactory or exceptional (some universities use a more detailed scale). The minimum requirement for progression to the next phase of your programme will be a satisfactory / pass mark. Higher attainment may improve the honours your doctorate is eventually awarded with.

Once you enter the second phase of your programme you will have demonstrated that you have the necessary academic skills and expertise to work as a full PhD candidate, carrying out independent research.

To qualify for submission your thesis must be approved by your supervisor and other members of your university’s doctoral council. If they are satisfied it can be presented for examination.

This involves a public defence of your thesis, during which you will be questioned on the content and value of your research. The process is similar to the viva voce used in the UK and other countries, but takes place before an audience.

Once you have completed both phases if your programme you can be awarded with your PhD (or DLA)!

Hungarian PhD grades

As well as earning your doctorate (and the title ‘Dr’) you will also be presented with honours reflecting the quality of your thesis (and the grades you earned during the first phase of your programme).

The standard honours for a Hungarian doctorate are:

  • Rite (‘pass’) – confirming that your degree has been conferred
  • Cum laude (‘with honours’) – affirming that your work has exceeded the minimum standard for a doctorate
  • Summa cum laude – (‘with highest honours’) – affirming that your work was of exceptional quality, originality and impact

These honours provide additional recognition for the demanding – but impressive – assessment process you’ll have gone through during a Hungarian PhD programme.

Submission requirements

Your university may ask you to achieve certain targets before you can submit your PhD. These might include publishing part of your research or presenting it at academic conferences.

Fees and funding

Hungarian universities are free to set their own PhD fees, but not all students pay them:

  • State-funded students do not pay PhD fees and receive a maintenance allowance from the Hungarian Government. EU, EEA and Swiss students are normally eligible for this support.
  • Fee-paying students are charged fees at the level set by their university and must also cover any living costs. They can do this using other PhD scholarships, earnings or savings.

Most universities have a limited number of state-funded places on their PhD programmes, allocated by their doctoral council. In practice, the majority of students are usually fee-paying students (this is particularly likely for non-EU / EEA and Swiss students who don’t normally qualify for state-funded support).

Still, it’s worth checking with your university to see if it may have a state-funded place available for you – and what its selection criteria are. Some universities will automatically select students for this support, but you may need to apply before a certain deadline in order to be considered.

Typical PhD fees

Assuming you do pay fees for your PhD, you’ll normally be charged between €5,000 and 12,000 per year (with actual payments made per semester). These prices are normally the same for all fee-paying students, regardless of nationality .

As you can see, this is a fairly wide range. The actual amount you pay will probably depend on your subject area, with programmes in Business and Management tending to the most expensive.

You may also find that the amount you pay varies during your PhD. Fees for the first phase of your PhD (when you are taking more taught classes and assessments) will sometimes be higher than those for the second phase (when you are working on independent research).

Fee currencies

The Hungarian currency is the Forint (Ft) but many universities will list their fees in Euro (€) or US Dollars (USD).

Hungarian PhD funding

Failing to receive a state-funded PhD place doesn’t necessarily mean you’ll pay the ‘full price’ for your PhD. In fact, a number of scholarships are available for international students in Hungary:

  • Stipendium Hungaricum – This is Hungary’s flagship international scholarship scheme, established in partnership with a range of countries . If you successfully apply you will receive full payment of your PhD fees, plus monthly stipend and a contribution towards the cost of your accommodation and health insurance costs.
  • Bilateral Scholarships – These are separate funding schemes established by partnerships between Hungary and selected other countries. They normally pay your PhD fees plus a monthly living allowance. Check with the ministry of education in your home country to see if you are eligible.
  • CEEPUS – The Central European Exchange Program for University Studies is an initiative designed to support student mobility across a range of countries, including Hungary. It works similarly to the EU’s Erasmus programme, with support for students to spend part of a degree programme in another country.

Applying for a PhD in Hungary

There is not centralised application service for Hungarian PhDs. Instead you should apply directly to a university (or its doctoral school) and seek admission to its doctoral programme.

Admissions criteria

All applicants to a Hungarian PhD or DLA must hold a Masters degree . Unlike in some other countries, this is a legal requirement. You won’t be able to apply without a postgraduate qualification, regardless of your previous experience or CV.

Universities will set their own additional criteria for evaluating your application. These may include assessing the relevance of your existing degrees and the quality of other documents you submit with your application.

Application process and materials

You may be asked to provide the following as part of a Hungarian PhD application:

  • A record of your Masters degree (including some information on the content of your course and the qualification gained)
  • A personal statement outlining your interest in PhD study
  • Academic and / or professional references
  • Evidence of suitable language skills for your programme

You won’t normally be expected to submit a full research proposal at this point. The shape and scope of your PhD project will normally be defined during the first phase of your doctorate.

Some universities may charge a small application fee . This is likely be between €50 and €100.

Language requirements

Hungarian ( Magyar ) is the official language of instruction at Hungarian universities. However, it is common for doctoral programmes to be delivered in English.

Whatever the requirements for your programme, you’ll need to demonstrate that you meet them by providing a relevant language test score or other evidence. If you have already studied in a language or a native speaker your existing degree certificates or passport should suffice.

Selection criteria

There is no limit on the number of students a Hungarian doctoral school can accept. However, most will only have a certain number of state-funded places available and will allocate these to the best students. Universities will also seek to ensure that they only admit candidates who are likely to successfully progress through their programme.

They may therefore use interviews and entrance tests (usually an oral exam) to appraise students and select applicants. These may take place remotely, or you may be required to travel to Hungary to complete the admissions process – check with your university to be sure.

Student visas

UK students will no longer be EU citizens from the 2021-22 academic year onwards. This means you may be considered as an international student when studying in Hungary. You may be subject to different visa requirements and fee rates, unless otherwise stated.

Hungary is an EU member, with slightly different visa requirements for citizens of other EU countries (as well as EEA and Swiss nationals).

EU, EEA and Swiss students

If you are a citizen of another EU country, an EEA country (Iceland, Lichtenstein and Norway) or Switzerland you can enter Hungary without a visa .

You will need to be studying for more than three months on an accredited course, but this won’t be a problem for doctoral students (any PhD that lasts less than three months probably isn’t a genuine qualification!).

You’ll need to register at an Office of Immigration and Nationality within 93 days of arrival, providing your university admissions documents, along with ID (such as your passport). You will then receive a resident’s card , confirming that you are able to live legally in Hungary during your PhD.

Other international students

Students from ‘third countries’ (outside the EU, EEA and Switzerland) will need a long-term type D visa to enter Hungary, though some exceptions may apply to citizens of certain countries. You can check your requirements and begin your application at a Hungarian Consulate in your home country.

You’ll normally need to provide the following:

  • A Confirmation of Acceptance letter from your university
  • Proof that you have paid the necessary tuition fees for your course
  • Evidence of language qualifications (as appropriate to your programme)
  • Valid travel documents (including any return journeys)
  • Evidence of health insurance
  • Evidence of sufficient financial resources to support yourself in Hungary (this should be a bank statement, funding agreement or other document confirming that you have access to at least €700 per month )

The fee for a visa application is normally €110 .

Your visa will allow you to enter Hungary for up to 180 days, during which time you must apply for a residence permit at your local Office of Immigration and Nationality. You’ll need to do this in person so that biometric information (your fingerprint and photograph) can be taken.

It may be possible to apply for your residence permit before you arrive in Hungary, as part of your visa application. If so, you should do so at a Hungarian Consulate.

Use your international office

By the time you apply for your visa you should already have been accepted by your university. Their international office will be able to help with specific details or questions relating to your application.

Health insurance

All students in Hungary require some form of health insurance. If you’re an EU citizen you may already be covered by your existing European Health Insurance Card (EHIC) . If not, you’ll need to purchase a policy before you can apply for a visa and / or residence permit.

Some funding packages (including state-funded positions) may already include health insurance. Check with your university if you aren’t sure.

Hungarian doctoral programmes are designed to create highly-skilled graduates. The training you’ll receive in the first part of your course will increase your academic expertise, but it will also provide opportunities to gain professional experience through work placements or internships.

The degree you receive will also be rigorously examined – and graded – making it easier to ‘stand out’ as a PhD-holder.

Can I work in Hungary after my PhD?

EU, EEA and Swiss students won’t normally need an additional permit to work in Hungary. International students from other countries can apply for an EU Blue Card , entitling them to seek highly-skilled employment in Hungary (and other participating EU member states).

Applicants who are applying for the scholarship program are subject to the following eligibility criteria:

  • Applicants cannot be citizens of Hungary
  • Applicants must be at least 18 years old on August 31, 2023
  • Applicants must be nominated by their sending partners
  • Applicants must have the same citizenship as their sending partners

Stipendium Hungaricum How to Apply

Required Documents

Each applicant must submit a set of required documents in order to be eligible to receiving the scholarship. Check the required documents below before applying for the scholarship:

MOTIVATION LETTER

Applicants are required to submit a motivation letter that is at least 1-page. The motivation letter must be written by yourself about why you are applying for this scholarship, what you would you like to study and why you chose Hungary for your study abroad journey.

* PhD applicants to submit 2 recommendation letters, research plan and a supervisor's letter.

EDUCATIONAL BACKGROUND DOCUMENTS

Applicants are required to submit school certificate: high school diploma for those applying for undergraduate degrees or bachelor/master degree certificate for those applying for graduate degrees. If your documents are not available at the time of filling out the scholarship application, applicants must submit a “Declaration about missing document” so that they can submit it no later than 30 August, 2023.

SCHOOL REPORTS / UNIVERSITY TRANSCRIPT

Applicants are required to submit a detailed official transcript of the degree they completed.

PROOF OF LANGUAGE PROFICIENCY

A proof of language proficiency is required with each application. Applicants must check the language requirements for their desired study program at the desired institution.

If your documents are not available at the time of filling out the scholarship application, applicants must submit a “Declaration about missing document” so that they can submit it no later than 30 August, 2023.

COPY OF PASSPORT

Submit a copy of your passport along with your documents.

MEDICAL CERTIFICATE

A scanned copy of a medical certificate of satisfactory health condition issued not earlier than 15 November 2019. This can be any certificate that a particular hospital uses or a particular physician issues. Certificates have to be issued and signed by a physician to prove that the applicant does not have the following illnesses: AIDS, Hepatitis A, B, C, or any other epidemic condition.

Steps to Start Your Application

Applicants are allowed to call for application from November 15, 2022 until January 15, 2023 . After January 15, 2023, applicants will not be able to submit their application to the scholarship program. To apply to the Stipendium Hungaricum Program, please follow the following steps:

2. COMPLETE YOUR REGISTRATION PROCESS

After filling out the form below, you will be redirected to complete your application process.

3. CHOOSE YOUR STUDY PROGRAM

Upon completing the registration process, applicants will be able to choose their desired study program. At this step, choose your desired study program at the University of Debrecen .

4. UPLOAD YOUR DOCUMENTS

After completing your registration process, you will be able to submit your required documents. Check the required documents mentioned above.

5. CHECK WITH SENDING PARTNER

Applicants are advised to check whether they need to connect with the sending partner from their home country regarding their scholarship application.

The Sending Partner is an organization in your home country (usually the Ministry of Higher Education) who is responsible for the pre-selection (nomination) of the applicants. Therefore it is of vital importance that you contact your Sending Partner after submitting your application to find out the conditions of nomination.

6. WAIT FOR RESULTS

There are two selection points for all applicants. Applicants will receive final notification about selection results in the middle/end of June 2022 after the two selection points are complete.

7. APPLY FOR VISA

At this point, accepted applicants will be able to start their visa process in July 2023. Applicants are advised to start their application process as soon as they receive the scholarship acceptance notification; the visa process may take some time.

8. ENROLL AT YOUR DESIRED UNIVERSITY

Accepted applicants will arrive in Hungary until September 30, 2023 after completing their visa process.

The Embassy of Hungary kindly informs all interested students that the Government of Hungary has launched the Stipendium Hungaricum scholarship programme for the academic year 2022/2023, in which 200 students from Azerbaijan can study in Hungary. The applicants can find detailed information on the website: https://stipendiumhungaricum.hu/

The scholarship will cover the following provisions: exemption from the payment of tuition fee, a monthly stipend according to the relevant Hungarian legislation, dormitory place or a monthly contribution of HUF 40.000 to accommodation costs for the whole duration of the scholarship period, and health care services according to the relevant Hungarian legislation and supplementary medical insurance. Application will not be considered if the applicant was born after 31 August 2004 (= applicants under 18 years old as of 31 August 2022) except applicants applying for Dance study programmes.

Applicants can submit applications only online, on the website: https://stipendiumhungaricum.hu/apply/ until 15th January 2022.

Please note, that only those students or applicants can take part in the programme whose applications are supported by the Ministry of Education of the Republic of Azerbaijan as the Eligible Sending Partner. Main changes in this year€™s Call for Applications are the following:

- Those scholarship holders who were awarded the Stipendium Hungaricum scholarship for the 2021/22 academic year, but after accepting their scholarship did not travel to Hungary, and did not start their studies, nor did they notify Tempus Public Foundation of this fact, will not be eligible to reapply within three years from being awarded and thus will automatically be rejected.

- Submitting a medical certificate will no longer be mandatory for those applying for study programmes where this is not a requirement. Nevertheless, scholarship holders will take part in medical examinations organized by universities upon their arrival. Please note that the Scholarship Holders undertake to participate in medical screenings in case their host institution or the scholarship programme imposes it upon them.

- Additional provisions will be applied during the technical check and so, applicants will be automatically rejected during the technical check if they:

  • have submitted multiple applications with more than two study programmes
  • have submitted multiple applications with more than one sending partner
  • provided any false information during the application process.

- Any possible changes in the entry and enrolment system due to the COVID-19 pandemic situation will be posted on the website: https://stipendiumhungaricum.hu/. We will inform the Sending Partners about all changes as soon as possible and we advise applicants to consult our website regularly for updates.

- In addition, we would like to confirm that the following provision that was first introduced in last year€™s call for application will still be applicable in this year€™s Call for Applications: In the first year of their studies, non-doctoral students are required to attend the course of €žHungarian as foreign language€ offered by the host university, and to pass an exam at the end of the second semester (except scholarship holders studying in Hungarian language). Scholarship holders who do not attend the course will not be able to receive the monthly stipend. The monthly stipend for students who take the course but fail to pass the exam will be reduced to 30,000 HUF/month.

Stipendium Hungaricum Scholarship Programme

Mission of the Programme 

The Stipendium Hungaricum Scholarship Programme was launched in 2013 by the Hungarian Government with the aim of providing opportunity for foreign students to pursue their higher education studies in Hungary. The core mission of the programme is to increase the number of international students in Hungary and to encourage Hungarian higher education institutions to attract top foreign students.

The scholarship programme is managed by the Ministry of Foreign Affairs and Trade, and co-ordinated by Tempus Public Foundation. The programme is based on bilateral educational cooperation agreements signed between the Ministries responsible for education in the sending countries/territories and Hungary. Currently more than 80 Sending Partners are engaged in the programme on 5 different continents, and the geographical scope of the programme is widening each year.

The scholarship program offers both full-degree and partial study opportunities in the three cycle degree structure (bachelor's, master's and doctoral programmes), mostly in English language, however, other foreign language study programmes are also available in the frame of the Stipendium Hungaricum Scholarship Programme. Students can also apply for a one-year Hungarian language preparatory training course, following which they can pursue their higher education studies in Hungarian language.

Stipendium Hungaricum scholarship holders are encouraged to focus on their academic advancement during their stay in Hungary, as all their tuition fees are covered, and their accommodation and living costs are supported as well. Upon finishing their studies, a European degree in hand provides graduates with a wide range of opportunities in the global job market. Since 2013, the number of Stipendium Hungaricum scholarship holders has grown significantly, at the same time increasing the ratio of self-paying international students in Hungarian universities. Between 2013 and 2019, the ratio of international students studying in Hungarian higher education institutions has doubled, and the ratio of Stipendium Hungaricum scholarship holders among them has quadrupled. As a result, the number of study programmes taught in foreign language(s) has tripled in Hungarian universities since 2015.

The number of both Stipendium Hungaricum applicants and awardees is continuously increasing, as well as the number of available scholarship places. In 2021, nearly 50 0000 applications were received and more than 4700 scholarships were awarded, showing that since its launch, the Stipendium Hungaricum scholarship has become a programme of excellence.              

Available Scholarship Types Study Levels 

Stipendium Hungaricum scholarships are available for bachelor’s, master’s, one-tier master’s, doctoral, non-degree programmes (preparatory courses) and postgraduate specialist training courses. Please note that this Call for Application is for bachelor’s, master’s, one-tier master’s, non- degree programmes and postgraduate specialist training courses only.  Please find the Call for Applications for doctoral level here.

Important note:  applications are only accepted for bachelor’s, master’s, one-tier master’s, non-degree programmes and postgraduate specialist training courses OR for doctoral programmes; therefore please consider carefully your selected programme(s).

1-2 years

Note about one-tier master’s programmes and postgraduate specialist training courses:  

In the Hungarian education system, one-tier master’s programmes cover both the bachelor and the master level of studies; therefore, it is an undivided master programme that results in a master degree. These one-tier programmes are offered in specific study fields such as general medicine, pharmacy, dentistry, architecture, law, veterinary surgery, forestry engineering, etc. Postgraduate specialist training courses provide the opportunity to obtain a specialized qualification after bachelor’s or master’s degree. Preparatory courses are not available for postgraduate specialist training courses.

Study Modes

Both full degree and partial (exchange) study modes are available, in accordance with the relevant bilateral educational cooperation agreement. Full degree programmes are programmes that lead to a bachelor’s, master’s or doctoral degree. One-year programmes do not lead to a degree but provide a preparatory course before a degree programme.

Partial (exchange) studies are one- or two-semester long exchange studies. If the partial (exchange) studies are part of the student’s degree studies in their sending higher education institutions, those who apply for partial (exchange) studies must be registered in and must have a student status at a higher education institution that operates outside of Hungary. In this case, applicants can only apply to those study levels they are attending in their sending, home institutions (i.e.: doctoral level). In case partial studies are not part of the student’s degree studies in their sending higher education institutions, a student status at a higher education institution that operates outside of Hungary is not needed.

Partial (exchange) studies are available for up to one academic year, must be completed by 30 June and cannot be extended.

Please be extra cautious when selecting your preferred study programmes in the online application  system as most of the study programmes are offered both as full degree and partial study  programmes; therefore, those programmes appear twice. Please make sure that you select the  programme marked with the study mode of your desire, because it is not possible to change the  study mode after submitting your application. 

Provisions Covered by the Scholarship

➢ Tuition-free education

- exemption from the payment of tuition fee

➢ Monthly stipend

- non-degree, bachelor’s, master’s and one-tier master’s level: monthly amount of HUF 43,700 (cca EUR 120) contribution to the living expenses in Hungary, for 12 months a year, until the completion of studies

➢ Accommodation contribution

- free dormitory place or a contribution of HUF 40,000/month to accommodation costs for the whole duration of the scholarship period (Please note that if the student does not live in the dormitory, the HUF 40,000/month is a contribution to that rental costs, and in bigger cities – especially in the capital city – this contribution would not cover the full amount of rental costs.)

➢ Medical insurance

- health care services according to the relevant Hungarian legislation (Act LXXX of 1997, national health insurance card) and supplementary medical insurance for up to HUF 65,000 (cca EUR 180) a year/person

Please bear in mind that these provisions are only a contribution to the living expenses of the Scholarship Holders. It means that it does not fully cover all the costs of living and the students need to add their own financial resources in order to cover all living expenses in Hungary. Eligibility Eligible Sending Partners

The Stipendium Hungaricum Programme is based on effective bilateral educational cooperation agreements between the Hungarian Ministry of Foreign Affairs and Trade or its legal predecessor as regards the Stipendium Hungaricum Scholarship Programme, the Ministry of Human Capacities, and the partner’s Ministry responsible for higher education. Applications will be considered eligible only if the applicant is nominated by the responsible authorities of the Sending Partner.

Please note that the programme is implemented through direct cooperation with the responsible authorities of the Sending Partner. The application does not have any additional costs, therefore we highly suggest you not to apply through any agencies.

Non-eligibility

Applications will not be considered in the following cases:

  • Hungarian citizens (including those with dual citizenships), persons granted a refugee status (“menekült”), persons enjoying temporary protection (“menedékes”), persons  admitted for subsidiary protection (“oltalmazott”) and persons granted humanitarian  protection (“befogadott”),

Please note that this requirement is not only for applicants but for Scholarship Holders as well; it means that, e.g., if you obtain Hungarian citizenship or refugee status during your studies in Hungary, you automatically lose your scholarship status.

- Applicants with a citizenship different from the sending country/territory. For example, only Brazilian citizens can apply through the Brazilian Sending Partner.

- Applicants born after 31 August 2004 (= applicants under 18 years old as of 31 August 2022 except applicants applying for Dance study programmes,

- Applicants applying for a doctoral programme within the SH programme in the same application round

- Those applicants who are registered self-financed / fee-paying students of a Hungarian higher education institution at the time of the application deadline AND who are applying for a study level below their self-finances studies. It means that:

+ self-financed master students of a Hungarian higher education institution cannot apply for bachelor studies, and

- Those former Stipendium Hungaricum Scholarship Holders who were  awarded scholarships  for full degree studies  and who

+ are now re-applying for full degree or partial (exchange) studies in the same cycle or   lower level of education (non-degree studies, bachelor, master, one-tire master level) 

– (therefore, those Stipendium Hungaricum Scholarship Holders can apply for the programme who apply to continue their studies at a higher level of education,   e.g. bachelor Scholarship Holders can apply for master studies!)

+ or who are now re-applying for the programme for any cycles of education while they still have a scholarship status at the time of application (unless they withdraw their former scholarship before the application deadline) and will not receive their degree until 31 August 2022

+ or who have postponed the start date of their scholarship studies and did not withdraw their scholarship before the current application deadline. 

- Those former Stipendium Hungaricum Scholarship Holders who were awarded scholarships   for partial (exchange) studies and who 

+ are now re-applying for partial (exchange) studies in the same cycle or lower level of education (non-degree studies, bachelor, master, one-tire master level) – (therefore, those Stipendium Hungaricum Scholarship Holders can apply for a higher level of education, e.g. former bachelor Scholarship Holders can apply for master partial (exchange) studies if they are now master students in their home countries!)

- Those former Stipendium Hungaricum Scholarship Holders who were awarded scholarships in the 2020/21 or in the 2021/22 application round, but after accepting their scholarship, did not travel to Hungary and did not start their studies, nor did they notify Tempus Public Foundation of this fact until 31 August. This clause also applies to those former Stipendium Hungaricum Scholarship Holders who have postponed their scholarship awarded in the 2020/21 application round, but did not travel to Hungary and did not start their studies next year, nor did they notify Tempus Public Foundation of this fact until 31 August.

Please note that it is only possible to re-apply for full degree scholarship studies in the same cycle of education if the former Stipendium Hungaricum Scholarship Holder was previously awarded partial (exchange) studies. Even in this case, the length of the full degree scholarship shall be reduced by the length of the previous partial (exchange) studies.

Important note for self-financed students already studying in Hungary:

Those applicants who are registered self-financed / fee-paying students of a Hungarian higher education institution at the time of the application deadline AND who are now applying for the same study level are only eligible to apply for the Stipendium Hungaricum programme if

- they are recommended by their Hungarian host universities where they are studying at the time of application, AND

- if their cumulative, corrected sum average (“összesített korrigált kreditindex”) is higher than the students’ average performance in the particular study programme (“szakátlag”).

For example, self-financed master students enrolled in Hungary can apply to continue their studies with the scholarship on the same master level only if they are recommended by their university and their cumulative, corrected sum average is above average. Please see further details about the optional application documents in Section 3.2.3. of the Call for Application.

Stipendium Hungaricum, the most prestigious higher education scholarship programme in Hungary, offers a wide range of courses for international students with excellent academic track records. The programme was founded by the Hungarian Government in 2013 and is managed by the Tempus Public Foundation.

The aim of the Stipendium Hungaricum Scholarship is to attract top foreign students from all around the world and to strengthen the international relations of the academic and research community. The scholarship gives a chance to gain international academic experience in the heart of Europe, with marketable skills and knowledge which will be useful when starting your professional carrier. In addition, during your studies, you will be able to establish both personal and professional attachment to Hungary while enjoying high-quality education in the center of Europe.

The Stipendium Hungaricum Scholarship has nearly 90 sending countries and territories on 5 continents. Currently, there are 28 Hungarian higher education institutions offering more than 600 full degree and non-degree programmes covering all higher education fields at all degree levels, including part-time and doctoral programmes as well.

Within Stipendium Hungaricum you can join a vibrant international community. Currently around 12.000 scholarship holders are studying in Hungary, thus it is a great chance to be inspired by many different cultures and learn more about the host country. Among the scholarship holders, 93% stated that they would choose Hungary again. Many of them decide to reapply for the scholarship and continue their studies at MA or PhD level.

Stipendium Hungaricum Scholarship 2024/25 (Fully Funded)

Stipendium Hungaricum is Hungary’s 🇭🇺 Government Scholarship program for international students. The Call for the Stipendium Hungaricum Scholarship 2024/25 has been published. The Deadline to apply for the Stipendium Hungaricum Program for the year 2024/25 is 15th January 2024 . You can apply for the Full-time Bachelors , Masters , Doctoral , and Part-time Degree programs. The Scholarship covers all the expenses.

You can choose from more than 800 full degree programs, covering all higher education fields at all degree levels. More than 57,000 applications were received in 2022 for the academic year 2023/24 and 4,500 applicants were awarded the Stipendium Hungaricum Scholarship. What is the Stipendium Hungaricum Scholarship?

It is a Hungary Government prestigious scholarship program for higher education to be taken in Hungarian Universities.

The program, founded by the Hungarian Government in 2013, is supervised by the Ministry of Foreign Affairs and Trade and managed by the Tempus Public Foundation.

Study Levels

  • Bachelor programs: 2-4 Years (BA, BSc)
  • Master programmes: 1.5-2 Years (MA, or MSc Degree)
  • One-tier master programs: 5-6 Years (MA, or MSc Degree)
  • Preparatory course in Hungarian language: 1 Year (Certificate)
  • Postgraduate specialist training courses: 1-2 Years (Certificate)

In the Hungarian Education system, One tier master’s degree program covers both Bachelor’s and master’s levels of studies.

The one-tier master’s program offers in specific fields general medicine, pharmacy, dentistry, architecture, law, veterinary surgery, forestry engineering.

Postgraduate specialist training courses provide the opportunity to obtain a specialized qualification after a bachelor’s or master’s degree.

When and how to Apply for the Stipendium Hungaricum Scholarship Programme?

Application starts in November, 2024.

  • Before submitting your application, please read the last year's Call for Application carefully ( stipendiumhungaricum.hu )
  • In case you are interested, contact the sending partner in your country
  • With the help of the application guide, submit all the necessary application documents to the online application system of Tempus Public Foundation (TPF). The application platform will be open from November 2023.
  • Select the University of Debrecen
  • You are entitled to apply to two programs

  • Free tuition for the entire duration of studies
  • Monthly grant for students of Bachelor, Master or PhD programs
  • Contribution to accommodation

The list of available programs vary per country.

Selection procedure:  

First step : nomination of Sending Partner: The Sending Partner pre-selects the submitted applications and sends a nomination and a reserve list to TPF.

Second step : the institutional evaluation:

  • Tempus forwards the nominated applications to the University of Debrecen
  • The University of Debrecen conducts the formal check of application documents and informs students with a formally correct application about the details (date and method) of the entrance exam/interview. 
  • The university forwards the final result of the entrance procedure to TPF.

Third step : decision about the scholarship:

The Board of Trustees of TPF awards the scholarship and informs the applicants about the result.
