FREEHOLD, NJ — Superior Court Judge Marc C. Lemieux will serve as assignment judge for the Monmouth Vicinage, effective Wednesday, June 28, New Jersey Chief Justice Stuart Rabner announced.
Lemieux succeeds Assignment Judge Lisa P. Thornton, who died May 26 after 15 years on the bench, the last nine as assignment judge.
“One month ago, the Monmouth Vicinage and the State Judiciary lost a true leader. We miss Judge Thornton’s indomitable spirit and know that her influence and vision will continue to guide the work of the vicinage for years to come,” Rabner said.

Lemieux said he was mindful of Thornton's legacy.
“I am humbled to take on this new role,” Lemieux said. “Judge Thornton was a dear friend and the consummate professional. We will work hard to honor her legacy.”
A large photo of the late judge had been placed in a spot of honor outside her courtroom after her death at age 59, a death that stunned the state's legal community .
“In selecting the next assignment judge, we cannot look to replace Judge Thornton," said Rabner.
"All we can do is move forward with the same level of dedicated service to the public that the Monmouth Vicinage is known for. I have every confidence that Judge Marc Lemieux will live up to that noble aim,” Rabner added.
Lemieux was nominated by Gov. Chris Christie and joined the bench in August 2017. He began his judicial career in the civil division in the Monmouth Vicinage and moved in July 2019 to the criminal division, where he was named the presiding judge in September 2021.
Judge Jill O’Malley will serve as the new presiding judge of the criminal division.
Prior to joining the bench, Lemieux worked for the Monmouth County Prosecutor’s Office, beginning as a trial prosecutor in the family division and moving up to several positions of leadership, including first assistant prosecutor for two years.
Lemieux earned his undergraduate degree from Trenton State College and his law degree from Widener University School of Law.

Ex-Wall teacher freed from jail to face charges of sex with students
FREEHOLD A judge Tuesday ordered the release from jail of a former Wall High School teacher accused of carrying on affairs with two students.
In ordering the release of Julie Rizzitello from the Monmouth County Jail, Superior Court Judge Marc C. Lemieux told the defendant he will send her back behind bars if she has any contact whatsoever with either of the two victims.
Lemieux, who is Monmouth County's assignment judge, barred Rizzitello from having contact or working with any minors while she is awaiting trial.
Rizzitello, 36, of Brick, faces sexual assault charges related to two separate victims, one she is alleged to have engaged in a sexual relationship with from May to June, and the other she engaged in sex with from late 2017 to early 2018. Both victims were Rizzitello's students when the sexual activity took place, the state alleges.
"As a teacher at Wall Township High School, she was in a position of power, trust and authority over young students,'' Keri-Leigh Schaefer, an assistant Monmouth County prosecutor, told the judge.
"She abused that position of power, trust and authority by preying upon schoolchildren for her own sexual gratification,'' Schaefer said. "This defendant has exhibited a pattern of predatory behavior.''
In the most recent case, Rizzitello is alleged to have engaged in sex with the victim weekly, Schaefer said. In the earlier case, she his alleged to have had sex with the victim almost every other day, she said.
The sex occurred at various locations, including at a local business where the victims worked, while customers were in the shop, and at the victim's home, Schaefer said.
Rizzitello was "sneaking these students into her house while her husband was at work,'' Schaefer said.
Schaefer urged the judge to keep Rizzitello behind bars, but defense attorney Charles Uliano argued for her release, saying her ties to the community are strong, as she has two children, ages 4 and 3.
"She is certainly not a risk to the community at all,'' Uliano argued.
Rizzitello is also charged with witness tampering, related to both victims. Schaefer alleged Rizzitello, as an investigation was underway, contacted both victims and told them to delete sexual communications and photographs from their phones.
Rizzitello, who taught at Wall High School for 10 years, was arrested July 3. She submitted her resignation to the school just prior to her arrest.

Monmouth County Assignment Judge, Called 'Inspiring Trailblazer,' Dies at 59
“Lisa Thornton was more than a gifted judge, inspiring trailblazer, and natural leader," New Jersey Supreme Court Justice Stuart Rabner said. "She was brilliant and plainspoken, insightful and honest, direct and witty, and a selfless friend. Judge Thornton also cared deeply about making this a better world through her words and deeds. Her sudden passing is a loss to the judiciary and to humanity.”

Monmouth County Judge Lisa P. Thornton, the first Black female assignment judge in New Jersey, has died at 59 years old.
Thornton, who was named to the bench by former Gov. Jon Corzine in 2008, officially took the helm of Monmouth County courts in September 2014. She previously served as the presiding family part judge and in the civil and criminal divisions. Her death was announced by the Monmouth County Board of Commissioners on the county website and by New Jersey judiciary .

County Courthouse Hall To Be Named For Late Judge
FREEHOLD – The Monmouth County Board of Commissioners announced that the west entrance of the Monmouth County Courthouse will be dedicated and named the “Honorable Lisa P. Thornton Memorial Hall,” to honor the late judge.
“Judge Thornton was a remarkable public servant,” Commissioner Director Thomas A. Arnone said. “Not only did she reshape the Monmouth Vicinage but her willingness to partner with the county to create programs to assist those in need showed her incredible level of compassion.”
After 15 years on the bench, Thornton unexpectedly passed away on May 26, 2023, at age 59. She spent the last nine of those years as assignment judge for Monmouth County. She was the first Black woman in New Jersey named to that role, Governor Phil Murphy said in a statement.
Monmouth County Superior Court Judge Marc C. Lemieux shared his remarks about his friend and colleague.
“We are grateful to the Monmouth County Board of Commissioners and all of our county partners for honoring our beloved Assignment Judge Lisa Thornton by dedicating the entrance of our Monmouth County Courthouse to her memory and her remarkable heart and soul,” Lemieux said. “Every day I am reminded of my friend Judge Thornton and how she greeted her colleagues, attorneys and members of the community with her signature joy and warmth and made all feel welcome. Now and forevermore, as court users enter our courthouse seeking justice, they too will be reminded of how much she cared about them and the community that we serve.”
New Jersey Judiciary Acting Administrative Director of the Courts, Glenn A. Grant, J.A.D. spoke about the life and legacy of the Honorable Lisa P. Thornton.
“The Judiciary would like to acknowledge the outstanding support and cooperation of the Monmouth County Board of Commissioners for their decision to bestow this honor on Assignment Judge Lisa Thornton,” Grant said. “The Judge was an extraordinary jurist and more importantly a wonderful person. The county government must be commended for recognizing this native daughter of Monmouth County in this special way.”
In partnership with the Monmouth Vicinage and the Monmouth Bar Association, the entrance hall dedication is scheduled for early spring.

Judge Lisa Thornton died unexpectedly
Thornton died suddenly while traveling back to New Jersey from Florida.
She was highly intelligent
Thornton was a Long Branch, N.J. native, who carved her path in excellence at an early age.
After graduating from Long Branch High School in 1982, Thornton attended Douglass College at Rutgers University , where she earned a Bachelors degree in political science.
She then obtained a juris doctorate from Rutgers-Newark Law School while working for Prudential Financial. Upon graduation, she became a trial attorney for the company.
Lisa Thornton was a revered jurist
She was an astute legal professional, who rose through the legal ranks making history and building an incredible legacy.
Thornton began her career as a jurist in 1999, as a municipal court judge in Neptune Township, after being appointed by then-Mayor Michael Beson.
She made history in 2014 after being elected the first Black woman to serve as an assignment judge in Monmouth County. Former New Jersey Gov. Jon Corzine nominated her to serve on the bench in 2008.
Thornton had served as an associate counsel to Corzine and then as chief of staff to two attorneys general, Stuart Rabner, now the chief justice of the New Jersey Supreme Court, and Anne Milgram, now the U.S. Drug Enforcement Administration administrator.
She also served in the administration of former N.J. Gov. James E. McGreevey as the special deputy commissioner of the Department of Banking and Insurance.
Lisa Thornton was a beloved community member
Aside from being a respected judge, Thornton was a beloved community member, whose family and friends loved immensely.
Her service to the community, mentorship, and the impact she made, will never be forgotten.
She will be sorely missed.

Goines passed away June 10 at a hospital in Virginia . The cause was a heart attack, said his wife, Marie Goines.
William Goines was a NAVY SEALs
In 1962, William “Bill” Goines became the first African American Navy SEAL.
Navy SEALs are the United States Navy’s elite special operations force. SEAL is an acronym for Sea, Air, and Land, which exemplifys all the environments in which SEALs are trained to operate.
Early beginnings
Goines was born in Dayton, Ohio, on September 10, 1936. He attended all-Black Lockland Wayne High School where his affinity for the Navy began while watching the movie The Frogmen , which focused on the US Navy’s UDT or Underwater Demolition Teams, the precursors to SEALs.
Due to segregation, Blacks were not allowed in Dayton’s public swimming pools.
“We were never allowed to swim in that pool,” Goines told the Enquirer. “When integration came to the area, the way I understand it, they filled the pool in with rocks and gravel so nobody could swim in it.”
Yet, Goines did not let that stop him and taught himself how to swim in a nearby creek, the Little Miami River, and a pool in Hartwell, Ohio.
Upon graduating from high school in 1955, Giones joined the Navy and underwent grueling training for two years.

After an 11-month tour in Malta, Goines was among the first group chosen to serve on the newly established SEAL teams. Of the 80 men selected upon the official 1962 inception of the teams, Goines was the only Black man.
While Fred “Tiz” Morrison is often credited with being the nation’s first Black Navy SEAL, Morrison served in the Navy’s underwater demolition teams during WWII and Korea. Goines has the distinction of being the first Black Navy SEAL as the SEAL teams are known today.
Goines went on to serve three tours in Vietnam with SEAL teams before serving five years with the Chuting Stars, a Navy Parachute Demonstration Team.
Life after Navy SEALs
After 32 years of service, Goines retired in 1987 as a master chief petty officer.
He received many commendations such as the Bronze Star, the Navy Commendation Medal, the Meritorious Service Medal, a Combat Action Ribbon, and the Presidential Unit Citation.
Following his retirement, Goines became a police chief in the Portsmouth, Virginia, school system for more than a decade. He later volunteered to help recruit people of color into the SEALs, according to Cincinnati.com .
Goines is survived by his wife.

“Today, with incredible grief for our loss yet deep gratitude for the life she shared with us, we announce the passing of United States Representative Sheila Jackson Lee of the 18th Congressional District of Texas,” her family said in a statement.
“A local, national, and international humanitarian, she was acknowledged worldwide for her courageous fights for racial justice, criminal justice, and human rights, with a special emphasis on women and children,” the statement said.
In June, Jackson Lee announced that she had been diagnosed with pancreatic cancer and was undergoing treatment.

The Democrat congresswoman of Texas served in the House since 1995 and leaves behind a legacy of pushing for legislation related to civil and women’s rights.
Jackson Lee was the lead sponsor of the Juneteenth National Independence Day Act, Violence Against Woman Act, and she pushed for the Sentencing Reform Act of 2015, as well as the George Floyd Law Enforcement Trust and Integrity Act.
A native of Queens, New York, who was born on Jan. 12, 1950, Jackson Lee graduated from Yale and earned her law degree at the University of Virginia.
She was a judge in Houston before she was elected to Houston City Council in 1989, then ran for Congress in 1994.
After being diagnosed with cancer, the 74-year-old said in a statement that as a member of Congress, she has been honored to be a leader in the fight for justice and equality and will approach this more personal fight with “faith and courage.”

Bill Cobbs, an actor with over 50 years of experience in Hollywood, has died. He was 90.

Cobbs passed away Tuesday night at his home in Riverside, CA, his publicist, Chuck I. Jones, confirmed to TMZ . The cause of death was not revealed.
Acting career
Born and raised in Cleveland, Ohio, Cobbs served in the Air Force for 8 years and worked at IBM and as a car salesman before relocating to New York to start a career as an actor.
With a career spanning to the 1970s, Cobbs has appeared in nearly 200 movies and TV shows.
Some notable roles Cobbs played were Devaney in “The Bodyguard,” Louisiana Slim in 1979’s “The Hitter,” Walter in 1984’s “The Brother from Another Planet,” and had an iconic role in “New Jack City”.
Bill Cobbs received several accolades including a Daytime Emmy Award for Outstanding Limited Performance in a Daytime Program for his work on the kids show “Dino Dana.”

Decision to toss Kennedy from ballot belongs to Secretary of State, judge says

A bid to toss independent presidential candidate Robert F. Kennedy, Jr. from the New Jersey Ballot remains alive – just not in Superior Court.
Mercer County Assignment Judge Robert Lougy today ruled that petition challenges for a presidential candidate must begin with the New Jersey Secretary of State, and a challenge would then be handled by an administrative law judge.
“The Court makes no conclusions regarding the merits of Plaintiff’s claims for relief or Kennedy’s arguments to the contrary,” Lougy wrote in his opinion. “No facts are in dispute.”
The Secretary of State, Tahesha Way, took no position on the merits of a lawsuit filed by prominent election lawyer Scott Salmon arguing that Kennedy’s independent candidacy would violate New Jersey’s Sore Loser Law, since he previously sought the Democratic nomination for president.
The deadline for independent presidential candidates to file to be on the New Jersey ballot is 4 PM today; the deadline to challenge those petitions is August 2 at 4 PM.
Salmon told the New Jersey Globe that he will file an objection with Way and the Division of Elections.
