3.3 English Settlements in America

At the start of the seventeenth century, the English had not established a permanent settlement in the Americas. Over the next century, however, they outpaced their rivals. The English encouraged emigration far more than the Spanish, French, or Dutch. They established nearly a dozen colonies, sending swarms of immigrants to populate the land. England had experienced a dramatic rise in population in the sixteenth century, and the colonies appeared a welcoming place for those who faced overcrowding and grinding poverty at home. Thousands of English migrants arrived in the Chesapeake Bay colonies of Virginia and Maryland to work in the tobacco fields. Another stream, this one of pious Puritan families, sought to live as they believed scripture demanded and established the Plymouth, Massachusetts Bay, New Haven, Connecticut, and Rhode Island colonies of New England ( Figure 3.8 ).

THE DIVERGING CULTURES OF THE NEW ENGLAND AND CHESAPEAKE COLONIES

Promoters of English colonization in North America, many of whom never ventured across the Atlantic, wrote about the bounty the English would find there. These boosters of colonization hoped to turn a profit—whether by importing raw resources or providing new markets for English goods—and spread Protestantism. The English migrants who actually made the journey, however, had different goals. In Chesapeake Bay, English migrants established Virginia and Maryland with a decidedly commercial orientation. Though the early Virginians at Jamestown hoped to find gold, they and the settlers in Maryland quickly discovered that growing tobacco was the only sure means of making money. Thousands of unmarried, unemployed, and impatient young Englishmen, along with a few Englishwomen, pinned their hopes for a better life on the tobacco fields of these two colonies.

A very different group of English men and women flocked to the cold climate and rocky soil of New England, spurred by religious motives. Many of the Puritans crossing the Atlantic were people who brought families and children. Often they were following their ministers in a migration “beyond the seas,” envisioning a new English Israel where reformed Protestantism would grow and thrive, providing a model for the rest of the Christian world and a counter to what they saw as the Catholic menace. While the English in Virginia and Maryland worked on expanding their profitable tobacco fields, the English in New England built towns focused on the church, where each congregation decided what was best for itself. The Congregational Church is the result of the Puritan enterprise in America. Many historians believe the fault lines separating what later became the North and South in the United States originated in the profound differences between the Chesapeake and New England colonies.

The source of those differences lay in England’s domestic problems. Increasingly in the early 1600s, the English state church—the Church of England, established in the 1530s—demanded conformity, or compliance with its practices, but Puritans pushed for greater reforms. By the 1620s, the Church of England began to see leading Puritan ministers and their followers as outlaws, a national security threat because of their opposition to its power. As the noose of conformity tightened around them, many Puritans decided to remove to New England. By 1640, New England had a population of twenty-five thousand. Meanwhile, many loyal members of the Church of England, who ridiculed and mocked Puritans both at home and in New England, flocked to Virginia for economic opportunity.

The troubles in England escalated in the 1640s when civil war broke out, pitting Royalist supporters of King Charles I and the Church of England against Parliamentarians, the Puritan reformers and their supporters in Parliament. In 1649, the Parliamentarians gained the upper hand and, in an unprecedented move, executed Charles I. In the 1650s, therefore, England became a republic, a state without a king. English colonists in America closely followed these events. Indeed, many Puritans left New England and returned home to take part in the struggle against the king and the national church. Other English men and women in the Chesapeake colonies and elsewhere in the English Atlantic World looked on in horror at the mayhem the Parliamentarians, led by the Puritan insurgents, appeared to unleash in England. The turmoil in England made the administration and imperial oversight of the Chesapeake and New England colonies difficult, and the two regions developed divergent cultures.

THE CHESAPEAKE COLONIES: VIRGINIA AND MARYLAND

The Chesapeake colonies of Virginia and Maryland served a vital purpose in the developing seventeenth-century English empire by providing tobacco, a cash crop. However, the early history of Jamestown did not suggest the English outpost would survive. From the outset, its settlers struggled both with each other and with the Native inhabitants, the powerful Powhatan, who controlled the area. Jealousies and infighting among the English destabilized the colony. One member, John Smith, whose famous map begins this chapter, took control and exercised near-dictatorial powers, which furthered aggravated the squabbling. The settlers’ inability to grow their own food compounded this unstable situation. They were essentially employees of the Virginia Company of London, an English joint-stock company, in which investors provided the capital and assumed the risk in order to reap the profit, and they had to make a profit for their shareholders as well as for themselves. Most initially devoted themselves to finding gold and silver instead of finding ways to grow their own food.

Early Struggles and the Development of the Tobacco Economy

Poor health, lack of food, and fighting with Native peoples took the lives of many of the original Jamestown settlers. The winter of 1609–1610, which became known as “the starving time,” came close to annihilating the colony. By June 1610, the few remaining settlers had decided to abandon the area; only the last-minute arrival of a supply ship from England prevented another failed colonization effort. The supply ship brought new settlers, but only twelve hundred of the seventy-five hundred who came to Virginia between 1607 and 1624 survived.

Then having fed upon horses and other beasts as long as they lasted, we were glad to make shift with vermin as dogs, cats, rats, and mice. All was fish that came to net to satisfy cruel hunger as to eat boots, shoes, or any other leather some could come by, and, those being spent and devoured, some were enforced to search the woods and to feed upon serpents and snakes and to dig the earth for wild and unknown roots, where many of our men were cut off of and slain by the savages. And now famine beginning to look ghastly and pale in every face that nothing was spared to maintain life and to do those things which seem incredible as to dig up dead corpses out of graves and to eat them, and some have licked up the blood which has fallen from their weak fellows. George Percy, the youngest son of an English nobleman, was in the first group of settlers at the Jamestown Colony. By the 1620s, Virginia had weathered the worst and gained a degree of permanence. Political stability came slowly, but by 1619, the fledgling colony was operating under the leadership of a governor, a council, and a House of Burgesses. Economic stability came from the lucrative cultivation of tobacco. Smoking tobacco was a long-standing practice among native peoples, and English and other European consumers soon adopted it. In 1614, the Virginia colony began exporting tobacco back to England, which earned it a sizable profit and saved the colony from ruin. A second tobacco colony, Maryland, was formed in 1634, when King Charles I granted its charter to the Calvert family for their loyal service to England. Cecilius Calvert, the second Lord Baltimore, conceived of Maryland as a refuge for English Catholics.

Growing tobacco proved very labor-intensive ( Figure 3.9 ), and the Chesapeake colonists needed a steady workforce to do the hard work of clearing the land and caring for the tender young plants. The mature leaf of the plant then had to be cured (dried), which necessitated the construction of drying barns. Once cured, the tobacco had to be packaged in hogsheads (large wooden barrels) and loaded aboard ship, which also required considerable labor.

To meet these labor demands, early Virginians relied on indentured servants. An indenture is a labor contract that young, impoverished, and often illiterate Englishmen and occasionally Englishwomen signed in England, pledging to work for a number of years (usually between five and seven) growing tobacco in the Chesapeake colonies. In return, indentured servants received paid passage to America and food, clothing, and lodging. At the end of their indenture, servants received “freedom dues,” usually food and other provisions, including, in some cases, land provided by the colony. The promise of a new life in America was a strong attraction for members of England’s underclass, who had few if any options at home. In the 1600s, some 100,000 indentured servants traveled to the Chesapeake Bay. Most were poor young men in their early twenties.

Life in the colonies proved harsh, however. Indentured servants could not marry, and they were subject to the will of the tobacco planters who bought their labor contracts. Treated much like property, the contracted servants could be essentially sold or traded among those with means to purchase them. Some contract holders did not feed or house their servants well. If an indentured servant committed a crime or disobeyed those who held their contracts, they found their terms of service lengthened, often by several years. Female indentured servants faced special dangers in what was essentially a bachelor colony. Many were exploited by unscrupulous tobacco planters who seduced them with promises of marriage. If the women became pregnant, the planters would then sell them to other tobacco planters to avoid the costs of raising a child.

Nonetheless, those indentured servants who completed their term of service often began new lives as tobacco planters. To entice even more migrants to the New World, the Virginia Company also implemented the headright system , in which those who paid their own passage to Virginia received fifty acres plus an additional fifty for each servant or family member they brought with them. The headright system and the promise of a new life for servants acted as powerful incentives for English migrants to hazard the journey to the New World.

The Anglo-Powhatan Wars

By choosing to settle along the rivers on the banks of the Chesapeake, the English unknowingly placed themselves at the center of the Powhatan Empire, a powerful Algonquian confederacy of thirty native groups with perhaps as many as twenty-two thousand people. The territory of the equally impressive Susquehannock people also bordered English settlements at the north end of the Chesapeake Bay.

Tensions ran high between the English and the Powhatan, and near-constant war prevailed. The First Anglo-Powhatan War (1609–1614) resulted not only from the English colonists’ intrusion onto Powhatan land, but also from their refusal to follow cultural protocol by giving gifts. English actions infuriated and insulted the Powhatan. In 1613, the settlers captured Pocahontas (also called Matoaka), the daughter of a Powhatan headman named Wahunsonacook, and gave her in marriage to Englishman John Rolfe. Their union, and her choice to remain with the English, helped quell the war in 1614. Pocahontas converted to Christianity, changing her name to Rebecca, and sailed with her husband and several other Powhatan to England where she was introduced to King James I ( Figure 3.10 ). Promoters of colonization publicized Pocahontas as an example of the good work of converting the Powhatan to Christianity.

Peace in Virginia did not last long. The Second Anglo-Powhatan War (1620s) broke out because of the expansion of the English settlement nearly one hundred miles into the interior, and because of the continued insults and friction caused by English activities. The Powhatan attacked in 1622 and succeeded in killing almost 350 English, about a third of the settlers. The English responded by annihilating every Powhatan village around Jamestown and from then on became even more intolerant. The Third Anglo-Powhatan War (1644–1646) began with a surprise attack in which the Powhatan killed around five hundred English colonists. However, their ultimate defeat in this conflict forced the Powhatan to acknowledge King Charles I as their sovereign. The Anglo-Powhatan Wars, spanning nearly forty years, illustrate the degree of native resistance that resulted from English intrusion into the Powhatan confederacy.

The Rise of Slavery in the Chesapeake Bay Colonies

The transition from indentured servitude to slavery as the main labor source for some English colonies happened first in the West Indies. On the small island of Barbados, colonized in the 1620s, English planters first grew tobacco as their main export crop, but in the 1640s, they converted to sugarcane and began increasingly to rely on African enslaved people. In 1655, England wrestled control of Jamaica from the Spanish and quickly turned it into a lucrative sugar island, run on forced labor, for its expanding empire. While slavery was slower to take hold in the Chesapeake colonies, by the end of the seventeenth century, both Virginia and Maryland had also adopted chattel slavery—which legally defined Africans as property and not people—as the dominant form of labor to grow tobacco. Chesapeake colonists also enslaved Native people.

When the first Africans arrived in Virginia in 1619, slavery—which did not exist in England—had not yet become an institution in colonial America. Many Africans worked as servants and, like their White counterparts, could acquire land of their own. Some Africans who converted to Christianity became free landowners with White servants. The change in the status of Africans in the Chesapeake to that of enslaved people occurred in the last decades of the seventeenth century.

Bacon’s Rebellion, an uprising of both White people and Black people who believed that the Virginia government was impeding their access to land and wealth and seemed to do little to clear the land of Native Americans, hastened the transition to African slavery in the Chesapeake colonies. The rebellion takes its name from Nathaniel Bacon, a wealthy young Englishman who arrived in Virginia in 1674. Despite an early friendship with Virginia’s royal governor, William Berkeley, Bacon found himself excluded from the governor’s circle of influential friends and councilors. He wanted land on the Virginia frontier, but the governor, fearing war with neighboring tribes, forbade further expansion. Bacon marshaled others, especially former indentured servants who believed the governor was limiting their economic opportunities and denying them the right to own tobacco farms. Bacon’s followers believed Berkeley’s frontier policy didn’t protect English settlers enough. Worse still in their eyes, Governor Berkeley tried to keep peace in Virginia by signing treaties with various local Native peoples. Bacon and his followers, who saw all Native peoples as an obstacle to their access to land, pursued a policy of extermination.

Tensions between the English and the Native peoples in the Chesapeake colonies led to open conflict. In 1675, war broke out when Susquehannock warriors attacked settlements on Virginia’s frontier, killing English planters and destroying English plantations, including one owned by Bacon. In 1676, Bacon and other Virginians attacked the Susquehannock without the governor’s approval. When Berkeley ordered Bacon’s arrest, Bacon led his followers to Jamestown, forced the governor to flee to the safety of Virginia’s eastern shore, and then burned the city. The civil war known as Bacon’s Rebellion, a vicious struggle between supporters of the governor and those who supported Bacon, ensued. Reports of the rebellion traveled back to England, leading Charles II to dispatch both royal troops and English commissioners to restore order in the tobacco colonies. By the end of 1676, Virginians loyal to the governor gained the upper hand, executing several leaders of the rebellion. Bacon escaped the hangman’s noose, instead dying of dysentery. The rebellion fizzled in 1676, but Virginians remained divided as supporters of Bacon continued to harbor grievances over access to Native land.

Bacon’s Rebellion helped to catalyze the creation of a system of racial slavery in the Chesapeake colonies. At the time of the rebellion, indentured servants made up the majority of laborers in the region. Wealthy White people worried over the presence of this large class of laborers and the relative freedom they enjoyed, as well as the alliance that Black and White servants had forged in the course of the rebellion. Replacing indentured servitude with Black slavery diminished these risks, alleviating the reliance on White indentured servants, who were often dissatisfied and troublesome, and creating a caste of racially defined laborers whose movements were strictly controlled. It also lessened the possibility of further alliances between Black and White workers. Racial slavery even served to heal some of the divisions between wealthy and poor White people, who could now unite as members of a “superior” racial group.

While colonial laws in the tobacco colonies had made slavery a legal institution before Bacon’s Rebellion, new laws passed in the wake of the rebellion severely curtailed Black freedom and laid the foundation for racial slavery. Virginia passed a law in 1680 prohibiting free Black people and enslaved people from bearing arms, banning Black people from congregating in large numbers, and establishing harsh punishments for enslaved people who assaulted Christians or sought freedom. Two years later, another Virginia law stipulated that all Africans brought to the colony would be enslaved for life. Thus, the increasing reliance on enslaved people in the tobacco colonies—and the draconian laws instituted to control them—not only helped planters meet labor demands, but also served to assuage English fears of further uprisings and alleviate class tensions between rich and poor White people.

Robert Beverley was a wealthy Jamestown planter and enslaver. This excerpt from his History and Present State of Virginia , published in 1705, clearly illustrates the contrast between White servants and enslaved Black people.

Their Servants, they distinguish by the Names of Slaves for Life, and Servants for a time. Slaves are the Negroes, and their Posterity, following the condition of the Mother, according to the Maxim, partus sequitur ventrem [status follows the womb]. They are call’d Slaves, in respect of the time of their Servitude, because it is for Life. Servants, are those which serve only for a few years, according to the time of their Indenture, or the Custom of the Country. The Custom of the Country takes place upon such as have no Indentures. The Law in this case is, that if such Servants be under Nineteen years of Age, they must be brought into Court, to have their Age adjudged; and from the Age they are judg’d to be of, they must serve until they reach four and twenty: But if they be adjudged upwards of Nineteen, they are then only to be Servants for the term of five Years. The Male-Servants, and Slaves of both Sexes, are employed together in Tilling and Manuring the Ground, in Sowing and Planting Tobacco, Corn, &c. Some Distinction indeed is made between them in their Cloaths, and Food; but the Work of both, is no other than what the Overseers, the Freemen, and the Planters themselves do. Sufficient Distinction is also made between the Female-Servants, and Slaves; for a White Woman is rarely or never put to work in the Ground, if she be good for any thing else: And to Discourage all Planters from using any Women so, their Law imposes the heaviest Taxes upon Female Servants working in the Ground, while it suffers all other White Women to be absolutely exempted: Whereas on the other hand, it is a common thing to work a Woman Slave out of Doors; nor does the Law make any Distinction in her Taxes, whether her Work be Abroad, or at Home.

PURITAN NEW ENGLAND

The second major area to be colonized by the English in the first half of the seventeenth century, New England, differed markedly in its founding principles from the commercially oriented Chesapeake tobacco colonies. Settled largely by waves of Puritan families in the 1630s, New England had a religious orientation from the start. In England, reform-minded men and women had been calling for greater changes to the English national church since the 1580s. These reformers, who followed the teachings of John Calvin and other Protestant reformers, were called Puritans because of their insistence on “purifying” the Church of England of what they believed to be un-scriptural, especially Catholic elements that lingered in its institutions and practices.

Many who provided leadership in early New England were learned ministers who had studied at Cambridge or Oxford but who, because they had questioned the practices of the Church of England, had been deprived of careers by the king and his officials in an effort to silence all dissenting voices. Other Puritan leaders, such as the first governor of the Massachusetts Bay Colony, John Winthrop, came from the privileged class of English gentry. These well-to-do Puritans and many thousands more left their English homes not to establish a land of religious freedom, but to practice their own religion without persecution. Puritan New England offered them the opportunity to live as they believed the Bible demanded. In their “New” England, they set out to create a model of reformed Protestantism, a new English Israel.

The conflict generated by Puritanism had divided English society, because the Puritans demanded reforms that undermined the traditional festive culture. For example, they denounced popular pastimes like bear-baiting—letting dogs attack a chained bear—which were often conducted on Sundays when people had a few leisure hours. In the culture where William Shakespeare had produced his masterpieces, Puritans called for an end to the theater, censuring playhouses as places of decadence. Indeed, the Bible itself became part of the struggle between Puritans and James I, who headed the Church of England. Soon after ascending the throne, James commissioned a new version of the Bible in an effort to stifle Puritan reliance on the Geneva Bible, which followed the teachings of John Calvin and placed God’s authority above the monarch’s. The King James Version, published in 1611, instead emphasized the majesty of kings.

During the 1620s and 1630s, the conflict escalated to the point where the state church prohibited Puritan ministers from preaching. In the Church’s view, Puritans represented a national security threat, because their demands for cultural, social, and religious reforms undermined the king’s authority. Unwilling to conform to the Church of England, many Puritans found refuge in the New World. Yet those who emigrated to the Americas were not united. Some called for a complete break with the Church of England, while others remained committed to reforming the national church.

Plymouth: The First Puritan Colony

The first group of Puritans to make their way across the Atlantic was a small contingent known as the Pilgrims. Unlike other Puritans, they insisted on a complete separation from the Church of England and had first migrated to the Dutch Republic in Europe seeking religious freedom. Although they found they could worship without hindrance there, they grew concerned that they were losing their Englishness as they saw their children begin to learn the Dutch language and adopt Dutch ways. In addition, the English Pilgrims (and others in Europe) feared another attack on the Dutch Republic by Spain. Therefore, in 1620, they moved on to found the Plymouth Colony in present-day Massachusetts. The governor of Plymouth, William Bradford, was a Separatist, a proponent of complete separation from the English state church. Bradford and the other Pilgrim Separatists represented a major challenge to the prevailing vision of a unified English national church and empire. On board the Mayflower , which was bound for Virginia but landed on the tip of Cape Cod, Bradford and forty other adult men signed the Mayflower Compact ( Figure 3.11 ), which presented a religious (rather than an economic) rationale for colonization. The compact expressed a community ideal of working together. When a larger exodus of Puritans established the Massachusetts Bay Colony in the 1630s, the Pilgrims at Plymouth welcomed them and the two colonies cooperated with each other.

The Mayflower Compact and Its Religious Rationale

The Mayflower Compact, which forty-one Pilgrim men signed on board the Mayflower in Plymouth Harbor, has been called the first American governing document, predating the U.S. Constitution by over 150 years. But was the Mayflower Compact a constitution? How much authority did it convey, and to whom?

We, whose names are underwritten, the loyal subjects of our dread Sovereign Lord King James, by the Grace of God, of Great Britain, France, and Ireland, King, defender of the Faith, etc. Having undertaken, for the Glory of God, and advancements of the Christian faith and honor of our King and Country, a voyage to plant the first colony in the Northern parts of Virginia, do by these presents, solemnly and mutually, in the presence of God, and one another, covenant and combine ourselves together into a civil body politic; for our better ordering, and preservation and furtherance of the ends aforesaid; and by virtue hereof to enact, constitute, and frame, such just and equal laws, ordinances, acts, constitutions, and offices, from time to time, as shall be thought most meet and convenient for the general good of the colony; unto which we promise all due submission and obedience. In witness whereof we have hereunto subscribed our names at Cape Cod the 11th of November, in the year of the reign of our Sovereign Lord King James, of England, France, and Ireland, the eighteenth, and of Scotland the fifty-fourth, 1620

Different labor systems also distinguished early Puritan New England from the Chesapeake colonies. Puritans expected young people to work diligently at their calling, and all members of their large families, including children, did the bulk of the work necessary to run homes, farms, and businesses. Very few migrants came to New England as laborers; in fact, New England towns protected their disciplined homegrown workforce by refusing to allow outsiders in, assuring their sons and daughters of steady employment. New England’s labor system produced remarkable results, notably a powerful maritime-based economy with scores of oceangoing ships and the crews necessary to sail them. New England mariners sailing New England–made ships transported Virginian tobacco and West Indian sugar throughout the Atlantic World.

“A City upon a Hill”

A much larger group of English Puritans left England in the 1630s, establishing the Massachusetts Bay Colony, the New Haven Colony, the Connecticut Colony, and Rhode Island. Unlike the exodus of young males to the Chesapeake colonies, these migrants were families with young children and their university-trained ministers. Their aim, according to John Winthrop ( Figure 3.12 ), the first governor of Massachusetts Bay, was to create a model of reformed Protestantism—a “city upon a hill,” a new English Israel. The idea of a “city upon a hill” made clear the religious orientation of the New England settlement, and the charter of the Massachusetts Bay Colony stated as a goal that the colony’s people “may be soe religiously, peaceablie, and civilly governed, as their good Life and orderlie Conversacon, maie wynn and incite the Natives of Country, to the Knowledg and Obedience of the onlie true God and Saulor of Mankinde, and the Christian Fayth.” To illustrate this, the seal of the Massachusetts Bay Company ( Figure 3.12 ) shows a Native American who entreats more of the English to “come over and help us.”

Puritan New England differed in many ways from both England and the rest of Europe. Protestants emphasized literacy so that everyone could read the Bible. This attitude was in stark contrast to that of Catholics, who refused to tolerate private ownership of Bibles in the vernacular. The Puritans, for their part, placed a special emphasis on reading scripture, and their commitment to literacy led to the establishment of the first printing press in English America in 1636. Four years later, in 1640, they published the first book in North America, the Bay Psalm Book. As Calvinists, Puritans adhered to the doctrine of predestination, whereby a few “elect” would be saved and all others damned. No one could be sure whether they were predestined for salvation, but through introspection, guided by scripture, Puritans hoped to find a glimmer of redemptive grace. Church membership was restricted to those Puritans who were willing to provide a conversion narrative telling how they came to understand their spiritual estate by hearing sermons and studying the Bible.

Although many people assume Puritans escaped England to establish religious freedom, they proved to be just as intolerant as the English state church. When dissenters, including Puritan minister Roger Williams and Anne Hutchinson, challenged Governor Winthrop in Massachusetts Bay in the 1630s, they were banished. Roger Williams questioned the Puritans’ taking of Native land. Williams also argued for a complete separation from the Church of England, a position other Puritans in Massachusetts rejected, as well as the idea that the state could not punish individuals for their beliefs. Although he did accept that nonbelievers were destined for eternal damnation, Williams did not think the state could compel true orthodoxy. Puritan authorities found him guilty of spreading dangerous ideas, but he went on to found Rhode Island as a colony that sheltered dissenting Puritans from their brethren in Massachusetts. In Rhode Island, Williams wrote favorably about native peoples, contrasting their virtues with Puritan New England’s intolerance.

Anne Hutchinson also ran afoul of Puritan authorities for her criticism of the evolving religious practices in the Massachusetts Bay Colony. In particular, she held that Puritan ministers in New England taught a shallow version of Protestantism emphasizing hierarchy and actions—a “covenant of works” rather than a “covenant of grace.” Literate Puritan women like Hutchinson presented a challenge to the male ministers’ authority. Indeed, her major offense was her claim of direct religious revelation, a type of spiritual experience that negated the role of ministers. Because of Hutchinson’s beliefs and her defiance of authority in the colony, especially that of Governor Winthrop, Puritan authorities tried and convicted her of holding false beliefs. In 1638, she was excommunicated and banished from the colony. She went to Rhode Island and later, in 1642, sought safety among the Dutch in New Netherland. The following year, Algonquian warriors killed Hutchinson and her family. In Massachusetts, Governor Winthrop noted her death as the righteous judgment of God against a heretic.

Like many other Europeans, the Puritans believed in the supernatural. Every event appeared to be a sign of God’s mercy or judgment, and people believed that witches allied themselves with the Devil to carry out evil deeds and deliberate harm such as the sickness or death of children, the loss of cattle, and other catastrophes. Hundreds were accused of witchcraft in Puritan New England, including townspeople whose habits or appearance bothered their neighbors or who appeared threatening for any reason. Women, seen as more susceptible to the Devil because of their supposedly weaker constitutions, made up the vast majority of suspects and those who were executed. The most notorious cases occurred in Salem Village in 1692. Many of the accusers who prosecuted the suspected witches had been traumatized by the Native wars on the frontier and by unprecedented political and cultural changes in New England. Relying on their belief in witchcraft to help make sense of their changing world, Puritan authorities executed nineteen people and caused the deaths of several others.

Puritan Relationships with Native Peoples

Like their Spanish and French Catholic rivals, English Puritans in America took steps to convert native peoples to their version of Christianity. John Eliot, the leading Puritan missionary in New England, urged natives in Massachusetts to live in “praying towns” established by English authorities for converted Native Americans, and to adopt the Puritan emphasis on the centrality of the Bible. In keeping with the Protestant emphasis on reading scripture, he translated the Bible into the local Algonquian language and published his work in 1663. Eliot hoped that as a result of his efforts, some of New England’s native inhabitants would become preachers.

Tensions had existed from the beginning between the Puritans and the native people who controlled southern New England ( Figure 3.13 ). Relationships deteriorated as the Puritans continued to expand their settlements aggressively and as European ways increasingly disrupted native life. These strains led to King Philip’s War (1675–1676), a massive regional conflict that was nearly successful in pushing the English out of New England.

When the Puritans began to arrive in the 1620s and 1630s, local Algonquian peoples had viewed them as potential allies in the conflicts already simmering between rival Native groups. In 1621, the Wampanoag, led by Massasoit, concluded a peace treaty with the Pilgrims at Plymouth. In the 1630s, the Puritans in Massachusetts and Plymouth allied themselves with the Narragansett and Mohegan people against the Pequot, who had recently expanded their claims into southern New England. In May 1637, the Puritans attacked a large group of several hundred Pequot along the Mystic River in Connecticut. To the horror of their Native allies, the Puritans massacred all but a handful of the men, women, and children they found.

By the mid-seventeenth century, the Puritans had pushed their way further into the interior of New England, establishing outposts along the Connecticut River Valley. There seemed no end to their expansion. Wampanoag leader Metacom or Metacomet, also known as King Philip among the English, was determined to stop the encroachment. The Wampanoag, along with the Nipmuck, Pocumtuck, and Narragansett, took up arms to drive the English from the land. In the ensuing conflict, called King Philip’s War, Native forces succeeded in destroying half of the frontier Puritan towns; however, in the end, the English (aided by Mohegans and Christian Native Americans) prevailed and sold many captives into slavery in the West Indies. (The severed head of King Philip was publicly displayed in Plymouth.) The war also forever changed the English perception of Native peoples; from then on, Puritan writers took great pains to vilify the Native people as bloodthirsty savages. A new type of racial hatred became a defining feature of Native-English relationships in the Northeast.

Mary Rowlandson’s Captivity Narrative

Mary Rowlandson was a Puritan woman whom Native tribes captured and imprisoned for several weeks during King Philip’s War. After her release, she wrote The Narrative of the Captivity and the Restoration of Mrs. Mary Rowlandson , which was published in 1682 ( Figure 3.14 ). The book was an immediate sensation that was reissued in multiple editions for over a century.

But now, the next morning, I must turn my back upon the town, and travel with them into the vast and desolate wilderness, I knew not whither. It is not my tongue, or pen, can express the sorrows of my heart, and bitterness of my spirit that I had at this departure: but God was with me in a wonderful manner, carrying me along, and bearing up my spirit, that it did not quite fail. One of the Indians carried my poor wounded babe upon a horse; it went moaning all along, “I shall die, I shall die.” I went on foot after it, with sorrow that cannot be expressed. At length I took it off the horse, and carried it in my arms till my strength failed, and I fell down with it. Then they set me upon a horse with my wounded child in my lap, and there being no furniture upon the horse’s back, as we were going down a steep hill we both fell over the horse’s head, at which they, like inhumane creatures, laughed, and rejoiced to see it, though I thought we should there have ended our days, as overcome with so many difficulties. But the Lord renewed my strength still, and carried me along, that I might see more of His power; yea, so much that I could never have thought of, had I not experienced it.

A Brief History of the Idea of Critical Thinking

The intellectual roots of critical thinking are as ancient as its etymology, traceable, ultimately, to the teaching practice and vision of Socrates 2,500 years ago who discovered by a method of probing questioning that people could not rationally justify their confident claims to knowledge. Confused meanings, inadequate evidence, or self-contradictory beliefs often lurked beneath smooth but largely empty rhetoric. Socrates established the fact that one cannot depend upon those in "authority" to have sound knowledge and insight. He demonstrated that persons may have power and high position and yet be deeply confused and irrational. He established the importance of asking deep questions that probe profoundly into thinking before we accept ideas as worthy of belief.

He established the importance of seeking evidence, closely examining reasoning and assumptions, analyzing basic concepts, and tracing out implications not only of what is said but of what is done as well. His method of questioning is now known as "Socratic Questioning" and is the best known critical thinking teaching strategy. In his mode of questioning, Socrates highlighted the need in thinking for clarity and logical consistency.

 

 

Socrates set the agenda for the tradition of critical thinking, namely, to reflectively question common beliefs and explanations, carefully distinguishing those beliefs that are reasonable and logical from those which — however appealing they may be to our native egocentrism, however much they serve our vested interests, however comfortable or comforting they may be — lack adequate evidence or rational foundation to warrant our belief.

Socrates’ practice was followed by the critical thinking of Plato (who recorded Socrates’ thought), Aristotle, and the Greek skeptics, all of whom emphasized that things are often very different from what they appear to be and that only the trained mind is prepared to see through the way things look to us on the surface (delusive appearances) to the way they really are beneath the surface (the deeper realities of life). From this ancient Greek tradition emerged the need, for anyone who aspired to understand the deeper realities, to think systematically, to trace implications broadly and deeply, for only thinking that is comprehensive, well-reasoned, and responsive to objections can take us beyond the surface.

In the Middle Ages, the tradition of systematic critical thinking was embodied in the writings and teachings of such thinkers as Thomas Aquinas ( ) who to ensure his thinking met the test of critical thought, always systematically stated, considered, and answered all criticisms of his ideas as a necessary stage in developing them. Aquinas heightened our awareness not only of the potential power of reasoning but also of the need for reasoning to be systematically cultivated and "cross-examined." Of course, Aquinas’ thinking also illustrates that those who think critically do not always reject established beliefs, only those beliefs that lack reasonable foundations.

In the Renaissance (15th and 16th Centuries), a flood of scholars in Europe began to think critically about religion, art, society, human nature, law, and freedom. They proceeded with the assumption that most of the domains of human life were in need of searching analysis and critique. Among these scholars were Colet, Erasmus, and Moore in England. They followed up on the insight of the ancients.

Francis Bacon, in England, was explicitly concerned with the way we misuse our minds in seeking knowledge. He recognized explicitly that the mind cannot safely be left to its natural tendencies. In his book , he argued for the importance of studying the world empirically. He laid the foundation for modern science with his emphasis on the information-gathering processes. He also called attention to the fact that most people, if left to their own devices, develop bad habits of thought (which he called "idols") that lead them to believe what is false or misleading. He called attention to "Idols of the tribe" (the ways our mind naturally tends to trick itself), "Idols of the market-place" (the ways we misuse words), "Idols of the theater" (our tendency to become trapped in conventional systems of thought), and "Idols of the schools" (the problems in thinking when based on blind rules and poor instruction). His book could be considered one of the earliest texts in critical thinking, for his agenda was very much the traditional agenda of critical thinking.

Some fifty years later in France, Descartes wrote what might be called the second text in critical thinking, . In it, Descartes argued for the need for a special systematic disciplining of the mind to guide it in thinking. He articulated and defended the need in thinking for clarity and precision. He developed a method of critical thought based on the . He emphasized the need to base thinking on well-thought through foundational assumptions. Every part of thinking, he argued, should be questioned, doubted, and tested.

In the same time period, Sir Thomas Moore developed a model of a new social order, , in which every domain of the present world was subject to critique. His implicit thesis was that established social systems are in need of radical analysis and critique. The critical thinking of these Renaissance and post-Renaissance scholars opened the way for the emergence of science and for the development of democracy, human rights, and freedom for thought.

In the Italian Renaissance, Machiavelli’s critically assessed the politics of the day, and laid the foundation for modern critical political thought. He refused to assume that government functioned as those in power said it did. Rather, he critically analyzed how it did function and laid the foundation for political thinking that exposes both, on the one hand, the real agendas of politicians and, on the other hand, the many contradictions and inconsistencies of the hard, cruel, world of the politics of his day

Hobbes and Locke (in 16th and 17th Century England) displayed the same confidence in the critical mind of the thinker that we find in Machiavelli. Neither accepted the traditional picture of things dominant in the thinking of their day. Neither accepted as necessarily rational that which was considered "normal" in their culture. Both looked to the critical mind to open up new vistas of learning. Hobbes adopted a naturalistic view of the world in which everything was to be explained by evidence and reasoning. Locke defended a common sense analysis of everyday life and thought. He laid the theoretical foundation for critical thinking about basic human rights and the responsibilities of all governments to submit to the reasoned criticism of thoughtful citizens.

It was in this spirit of intellectual freedom and critical thought that people such as Robert Boyle (in the 17th Century) and Sir Isaac Newton (in the 17th and 18th Century) did their work. In his , Boyle severely criticized the chemical theory that had preceded him. Newton, in turn, developed a far-reaching framework of thought which roundly criticized the traditionally accepted world view. He extended the critical thought of such minds as Copernicus, Galileo, and Kepler. After Boyle and Newton, it was recognized by those who reflected seriously on the natural world that egocentric views of world must be abandoned in favor of views based entirely on carefully gathered evidence and sound reasoning.

Another significant contribution to critical thinking was made by the thinkers of the French Enlightenment: Bayle, Montesquieu, Voltaire, and Diderot. They all began with the premise that the human mind, when disciplined by reason, is better able to figure out the nature of the social and political world. What is more, for these thinkers, reason must turn inward upon itself, in order to determine weaknesses and strengths of thought. They valued disciplined intellectual exchange, in which all views had to be submitted to serious analysis and critique. They believed that all authority must submit in one way or another to the scrutiny of reasonable critical questioning.

Eighteenth Century thinkers extended our conception of critical thought even further, developing our sense of the power of critical thought and of its tools. Applied to the problem of economics, it produced Adam Smith’s In the same year, applied to the traditional concept of loyalty to the king, it produced the . Applied to reason itself, it produced Kant’s

In the 19th Century, critical thought was extended even further into the domain of human social life by Comte and Spencer. Applied to the problems of capitalism, it produced the searching social and economic critique of Karl Marx. Applied to the history of human culture and the basis of biological life, it led to Darwin’s . Applied to the unconscious mind, it is reflected in the works of Sigmund Freud. Applied to cultures, it led to the establishment of the field of Anthropological studies. Applied to language, it led to the field of Linguistics and to many deep probings of the functions of symbols and language in human life.

In the 20th Century, our understanding of the power and nature of critical thinking has emerged in increasingly more explicit formulations. In 1906, William Graham Sumner published a land-breaking study of the foundations of sociology and anthropology, , in which he documented the tendency of the human mind to think sociocentrically and the parallel tendency for schools to serve the (uncritical) function of social indoctrination :

"Schools make persons all on one pattern, orthodoxy. School education, unless it is regulated by the best knowledge and good sense, will produce men and women who are all of one pattern, as if turned in a lathe. An orthodoxy is produced in regard to all the great doctrines of life. It consists of the most worn and commonplace opinions which are common in the masses. The popular opinions always contain broad fallacies, half-truths, and glib generalizations (p. 630).

At the same time, Sumner recognized the deep need for critical thinking in life and in education:

"Criticism is the examination and test of propositions of any kind which are offered for acceptance, in order to find out whether they correspond to reality or not. The critical faculty is a product of education and training. It is a mental habit and power. It is a prime condition of human welfare that men and women should be trained in it. It is our only guarantee against delusion, deception, superstition, and misapprehension of ourselves and our earthly circumstances. Education is good just so far as it produces well-developed critical faculty. A teacher of any subject who insists on accuracy and a rational control of all processes and methods, and who holds everything open to unlimited verification and revision, is cultivating that method as a habit in the pupils. Men educated in it cannot be stampeded. They are slow to believe. They can hold things as possible or probable in all degrees, without certainty and without pain. They can wait for evidence and weigh evidence. They can resist appeals to their dearest prejudices. Education in the critical faculty is the only education of which it can be truly said that it makes good citizens” (pp. 632, 633).

John Dewey agreed. From his work, we have increased our sense of the pragmatic basis of human thought (its instrumental nature), and especially its grounding in actual human purposes, goals, and objectives. From the work of Ludwig Wittgenstein we have increased our awareness not only of the importance of concepts in human thought, but also of the need to analyze concepts and assess their power and limitations. From the work of Piaget, we have increased our awareness of the egocentric and sociocentric tendencies of human thought and of the special need to develop critical thought which is able to reason within multiple standpoints, and to be raised to the level of "conscious realization." From the massive contribution of all the "hard" sciences, we have learned the power of information and the importance of gathering information with great care and precision, and with sensitivity to its potential inaccuracy, distortion, or misuse. From the contribution of depth-psychology, we have learned how easily the human mind is self-deceived, how easily it unconsciously constructs illusions and delusions, how easily it rationalizes and stereotypes, projects and scapegoats.

To sum up, the tools and resources of the critical thinker have been vastly increased in virtue of the history of critical thought. Hundreds of thinkers have contributed to its development. Each major discipline has made some contribution to critical thought. Yet for most educational purposes, it is the summing up of base-line common denominators for critical thinking that is most important. Let us consider now that summation.

We now recognize that critical thinking, by its very nature, requires, for example, the systematic monitoring of thought; that thinking, to be critical, must not be accepted at face value but must be analyzed and assessed for its clarity, accuracy, relevance, depth, breadth, and logicalness. We now recognize that critical thinking, by its very nature, requires, for example, the recognition that all reasoning occurs within points of view and frames of reference; that all reasoning proceeds from some goals and objectives, has an informational base; that all data when used in reasoning must be interpreted, that interpretation involves concepts; that concepts entail assumptions, and that all basic inferences in thought have implications. We now recognize that each of these dimensions of thinking need to be monitored and that problems of thinking can occur in any of them.

The result of the collective contribution of the history of critical thought is that the basic questions of Socrates can now be much more powerfully and focally framed and used. In every domain of human thought, and within every use of reasoning within any domain, it is now possible to question:

In other words, questioning that focuses on these fundamentals of thought and reasoning are now baseline in critical thinking. It is beyond question that intellectual errors or mistakes can occur in any of these dimensions, and that students need to be fluent in talking about these structures and standards.

Independent of the subject studied, students need to be able to articulate thinking about thinking that reflects basic command of the intellectual dimensions of thought:  "Let’s see, what is the most fundamental issue here? From what point of view should I approach this problem? Does it make sense for me to assume this? From these data may I infer this? What is implied in this graph? What is the fundamental concept here? Is this consistent with that? What makes this question complex? How could I check the accuracy of these data? If this is so, what else is implied? Is this a credible source of information? Etc." (For more information on the basic elements of thought and basic intellectual criteria and standards, see Appendices C and D).

With intellectual language such as this in the foreground, students can now be taught at least minimal critical thinking moves within any subject field. What is more, there is no reason in principle that students cannot take the basic tools of critical thought which they learn in one domain of study and extend it (with appropriate adjustments) to all the other domains and subjects which they study. For example, having questioned the wording of a problem in math, I am more likely to question the wording of a problem in the other subjects I study.

As a result of the fact that students can learn these generalizable critical thinking moves, they need not be taught history simply as a body of facts to memorize; they can now be taught history as historical reasoning. Classes can be designed so that students learn to think historically and develop skills and abilities essential to historical thought. Math can be taught so that the emphasis is on mathematical reasoning. Students can learn to think geographically, economically, biologically, chemically, in courses within these disciplines. In principle, then, all students can be taught so that they learn how to bring the basic tools of disciplined reasoning into every subject they study. Unfortunately, it is apparent, given the results of this study, that we are very far from this ideal state of affairs. We now turn to the fundamental concepts and principles tested in standardized critical thinking tests.

The twenty-first century has seen a rapid growth of curriculum initiatives that consider the development of cross-curriculum competencies as a core issue, and significant for every discipline area. Both because of such cross-curriculum developments and because of the nature of STEM itself, the integration of the particular core competencies of ‘creativity’ and ‘critical thinking’ across the STEM disciplines has also grown rapidly in educational importance. Creativity and critical thinking in education are best viewed from the perspectives of both learner development and teacher expertise, with the attributes specific to each concept appropriately seen as increasing in sophistication or complexity over time. A broad examination of each of the two concepts and their interrelatedness, and the consequent implications for educational practice concerned with developing them, creates a lens through which to view the application of creativity and critical thinking across the complexity and diversity of the STEM disciplines and their integrated forms.

The State of Critical Thinking 2020

November 2020, introduction.

In 2018, the Reboot Foundation released a first-of-its-kind survey looking at the public’s attitudes toward critical thinking and critical thinking education. The report found that critical thinking skills are highly valued, but not taught or practiced as much as might be hoped for in schools or in public life. 

The survey suggested that, despite recognizing the importance of critical thinking, when it came to critical thinking practices—like seeking out multiple sources of information and engaging others with opposing views—many people’s habits were lacking. Significant numbers of respondents reported relying on inadequate sources of information, making decisions without doing enough research, and avoiding those with conflicting viewpoints.

In late 2019, the Foundation conducted a follow up survey in order to see how the landscape may have shifted. Without question, the stakes surrounding better reasoning have increased. The COVID-19 pandemic requires deeper interpretive and analytical skills. For instance, when it comes to news about a possible vaccine, people need to assess how it was developed in order to judge whether it will actually work. 

Misinformation, from both foreign and domestic sources, continues to proliferate online and, perhaps most disturbingly, surrounding the COVID-19 health crisis. Meanwhile, political polarization has deepened and become more personal . At the same time, there’s both a growing awareness and divide over issues of racism and inequality. If that wasn’t enough, changes to the journalism industry have weakened local civic life and incentivized clickbait, and sensationalized and siloed content.

Part of the problem is that much of our public discourse takes place online, where cognitive biases can become amplified, and where groupthink and filter bubbles proliferate. Meanwhile, face-to-face conversations—which can dissolve misunderstandings and help us recognize the shared humanity of those we disagree with—go missing. 

Critical thinking is, of course, not a cure-all, but a lack of critical thinking skills across the population exacerbates all these problems. More than ever, we need skills and practice in managing our emotions, stepping back from quick-trigger evaluations and decisions, and over-relying on biased or false sources of information. 

To keep apprised of the public’s view of critical thinking, the Reboot Foundation conducted its second annual survey in late 2019. Unfortunately, the COVID-19 pandemic forced a delay in the release of the results. Nevertheless, this most recent survey dug deeper than our 2018 poll, and looked especially into how the public understands the state of critical thinking education. For the first time, our team also surveyed teachers on their views on teaching critical thinking.

General Findings

Support for critical thinking skills remains high, but there is also clearly skepticism that individuals are getting the help they need to acquire improved reasoning skills. A very high majority of people surveyed (94 percent) believe that critical thinking is “extremely” or “very important.” But they generally (86 percent) find those skills lacking in the public at large. Indeed, 60 percent of the respondents reported not having studied critical thinking in school. And only about 55 percent reported that their critical thinking skills had improved since high school, with almost a quarter reporting that those skills had deteriorated. 

There is also broad support among the public and teachers for critical thinking education, both at the K-12 and collegiate levels. For example, 90 percent think courses covering critical thinking should be required in K-12. 

Many respondents (43 percent) also encouragingly identified early childhood as the best age to develop critical thinking skills. This was a big increase from our previous survey (just 20 percent) and is consistent with the general consensus among social scientists and psychologists. 

There are worrisome trends—and promising signs—in critical thinking habits and daily practices. In particular, individuals still don’t do enough to engage people with whom they disagree. 

Given the deficits in critical thinking acquisition during school, we would hope that respondents’ critical thinking skills continued to improve after they’ve left school. But only about 55 percent reported that their critical thinking skills had improved since high school, with almost a quarter reporting that their skills had actually deteriorated since then. 

Questions about respondents’ critical thinking habits brought out some encouraging information. People reported using more than one source of information when making a decision at a high rate (around 77 percent said they did this “always” or “often”) and giving reasons for their opinions (85 percent). These numbers were, in general, higher than in our previous survey (see “Comparing Survey Results” below).

In other areas of critical thinking, responses were more mixed. Almost half of respondents, for example, reported only “sometimes,” “rarely,” or “never” seeking out people with different opinions to engage in discussion. Many also reported only “sometimes,” “rarely,” or “never” planning where (35 percent) or how (36 percent) to get information on a given topic.

These factors are tied closely together. Critical thinking skills have been challenged and devalued at many different levels of society. There is, therefore, no simple fix. Simply cleansing the internet of misinformation, for example, would not suddenly make us better thinkers. Improving critical thinking across society will take a many-pronged effort.

Comparing Survey Results  

Several interesting details emerged in the comparison of results from this survey to our 2018 poll. First, a word of caution: there were some demographic differences in the respondents between the two surveys. This survey skewed a bit older: the average age was 47, as opposed to 36.5. In addition, more females responded this time: 57 percent versus 46 percent.

That said, there was a great deal of consistency between the surveys on participants’ general views of critical thinking. Belief in the importance of critical thinking remains high (94 percent versus 96 percent), as does belief that these skills are generally lacking in society at large. Blame, moreover, was spread to many of the same culprits. Slightly more participants blamed technology this time (29 versus 27 percent), while slightly fewer blamed the education system (22 versus 26 percent). 

Respondents were also generally agreed on the importance of teaching critical thinking at all levels. Ninety-five percent thought critical thinking courses should be required at the K-12 level (slightly up from 92 percent); and 91 percent thought they should be required in college (slightly up from 90 percent). (These questions were framed slightly differently from year to year, which could have contributed to the small increases.)

One significant change came over the question of when it is appropriate to start developing critical thinking skills. In our first survey, less than 20 percent of respondents said that early childhood was the ideal time to develop critical thinking skills. This time, 43 percent of respondents did so. As discussed below, this is an encouraging development since research indicates that children become capable of learning how to think critically at a young age. 

In one potentially discouraging difference between the two surveys, our most recent survey saw more respondents indicate that they did less critical thinking since high school (18 percent versus just 4 percent). But similar numbers of respondents indicated their critical thinking skills had deteriorated since high school (23 percent versus 21 percent).

Finally, encouraging points of comparison emerged in responses to questions about particular critical thinking activities. Our most recent survey saw a slight uptick in the number of respondents reporting engagement in activities like collaborating with others, planning on where to get information, seeking out the opinions of those they disagree with, keeping an open mind, and verifying information. (See Appendix 1: Data Tables.)

These results could reflect genuine differences from 2018, in either actual activity or respondents’ sense of the importance of these activities. But demographic differences in age and gender could also be responsible. 

There is reason to believe, however, that demographic differences are not the main factor, since there is no evident correlation between gender and responses in either survey. Meanwhile, in our most recent survey older respondents reported doing these activities less frequently . Since this survey skewed older, it might have been anticipated that respondents would report doing these activities less. But the opposite is the case.

Findings From Teacher Survey

Teachers generally agree with general survey respondents about the importance of critical thinking. Ninety-four percent regard critical thinking as “extremely” or “very important.” 

Teachers, like general survey participants, also share concerns that young people aren’t acquiring the critical thinking skills they need. They worry, in particular, about the impact of technology on their students’ critical thinking skills. In response to a question about how their school’s administration can help them teach critical thinking education more effectively, some teachers said updated technology (along with new textbooks and other materials) would help, but others thought laptops, tablets, and smartphones were inhibiting students’ critical thinking development.

This is an important point to clarify if we are to better integrate critical thinking into K-12 education. Research strongly suggests that critical thinking skills are best acquired in combination with basic facts in a particular subject area. The idea that critical thinking is a skill that can be effectively taught in isolation from basic facts is mistaken. 

Another common misconception reflected in the teacher survey involves critical thinking and achievement. Although a majority of teachers (52 percent) thought all students benefited from critical thinking instruction, a significant percentage (35) said it primarily benefited high-ability students. 

At Reboot, we believe that all students are capable of critical thinking and will benefit from critical thinking instruction. Critical thinking is, after all, just a refinement of everyday thinking, decision-making, and problem-solving. These are skills all students must have. The key is instilling in our young people both the habits and subject-area knowledge needed to facilitate the improvement and refinement of these skills.

Teachers need more support when it comes to critical thinking instruction. In the survey, educators repeatedly mentioned a lack of resources and updated professional development. In response to a question about how administrators could help teachers teach critical thinking more effectively, one teacher asked for “better tools and materials for teaching us how to teach these things.” 

Others wanted more training, asking directly for additional support in terms of resources and professional training. One educator put it bluntly: “Provide extra professional development to give resources and training on how to do this in multiple disciplines.” 

Media literacy is still not being taught as widely as it should be. Forty-four percent of teachers reported that media literacy courses are not offered at their schools, with just 31 percent reporting required media literacy courses. 

This is despite the fact that teachers, in their open responses, recognized the importance of media literacy, with some suggesting it should be a graduation requirement. Many organizations and some governments, notably   Finland’s , have recognized the media literacy deficit and taken action to address it, but the U.S. education system has been slow to act.

Thinking skills have been valuable in all places and at all times. But with the recent upheavals in communication, information, and media, particularly around the COVID-19 crisis, such skills are perhaps more important than ever. 

Part of the issue is that the production of information has been democratized—no longer vetted by gatekeepers but generated by anyone who has an internet connection and something to say. This has undoubtedly had positive effects, as events and voices come to light that might have previously not emerged. The recording of George Floyd’s killing is one such example. But, at the same time, finding and verifying good information has become much more difficult. 

Technological changes have also put financial pressures on so-called “legacy media” like newspapers and television stations, leading to sometimes precipitous drops in quality, less rigorous fact-checking (in the original sense of the term), and the blending of news reports and opinion pieces. The success of internet articles and videos is too often measured by clicks instead of quality. A stable business model for high-quality public interest journalism remains lacking. And, as biased information and propaganda fills gaps left by shrinking newsrooms, polarization worsens. (1)

Traditional and social media both play into our biases and needs for in-group approval. Online platforms have proven ideal venues for misinformation and manipulation. And distractions abound, damaging attention spans and the quality of debate.

Many hold this digital upheaval at least partially responsible for recent political upheavals around the world. Our media consumption habits increasingly reinforce biases and previously held beliefs, and expose us to only the worst and most inflammatory views from the other side. Demagogues and the simple, emotion-driven ideas they advance thrive in this environment of confusion, isolation, and sensationalism.

It’s not only our public discourse that suffers. Some studies have suggested that digital media may be partially responsible for rising rates of depression and other mood disorders among the young. (2)

Coping with this fast-paced, distraction-filled world in a healthy and productive manner requires better thinking and better habits of mind, but the online world itself tends to encourage the opposite. This is not to suggest our collective thinking skills were pristine before the internet came along, only that the internet presents challenges to our thinking that we have not seen before and have not yet proven able to meet. 

There are some positive signs, with more attention and resources being devoted to neglected areas of education like civics and media literacy ; organizations trying to address internet-fueled polarization and extremism; and online tools being developed to counter fake news and flawed information. 

But we also need to support the development of more general reasoning skills and habits: in other words, “critical thinking.” 

Critical thinking has long been a staple of K-12 and college education, theoretically, at least, if not always in practice. But the concept can easily appear vague and merely rhetorical without definite ideas and practices attached to it. 

When, for example, is the best age to teach critical thinking? What activities are appropriate? Should basic knowledge be acquired at the same time as critical thinking skills, or separately? Some of these questions remain difficult to answer, but research and practice have gone far in addressing others.

Part of the goal of our survey was to compare general attitudes about critical thinking education—both in the teaching profession and the general public—to what the best and most recent research suggests. If there is to be progress in the development of critical thinking skills across society, it requires not just learning how best to teach critical thinking but diffusing that knowledge widely, especially to parents and educators. 

The surveys were distributed through Amazon’s MTurk Prime service. 

For the general survey, respondents answered a series of questions about critical thinking, followed by a section that asked respondents to estimate how often they do certain things, such as consult more than one source when searching for information. The questions in the “personal habit” section appeared in a randomized order to reduce question ordering effects. Demographic questions appeared at the end of the survey.

For the teacher survey, respondents were all part of a teacher panel created by MTurk Prime. They also answered a series of questions on critical thinking, especially focused on the role of critical thinking in their classrooms. After that, respondents answered a series of questions about how they teach—these questions were also randomized to reduce question ordering effects. Finally, we asked questions related to the role of media literacy in their classrooms.

To maintain consistency with the prior survey and to explore relationships across time, many of the questions remained the same from 2018. In some cases, following best practices in questionnaire design , we revamped questions to improve clarity and increase the validity and reliability of the responses.

For all surveys, only completed responses coming from IP addresses located in the U.S. were analyzed. 1152 respondents completed the general survey; 499 teachers completed the teacher survey.

Detailed Findings and Discussion

As summarized above, the survey produced a number of noteworthy findings. One central theme that emerged was a general pessimism about the state of critical thinking and uncertainty about how to improve it. That is, despite the near-universal acknowledgment of the importance of critical thinking, respondents generally think society at large is doing a bad job of cultivating critical thinking skills. Respondents were, moreover, divided about what needs to be done.

Almost all the people surveyed (94 percent) believe that critical thinking is “extremely” or “very important.” But they generally (86 percent) find those skills lacking in the public at large. These numbers don’t come as a huge surprise—and they echo the 2018 results—but they do suggest broad public support for initiatives that advance critical thinking skills, both inside and outside of schools.

Respondents also reported deficits in their own critical thinking training and practices. They tended not to think critical thinking had been a point of emphasis in their own education, with a substantial majority of over 63 percent reporting that they had not studied critical thinking in school. Around 20 percent said their schools had provided no background in critical thinking at all, and another 20 percent said the background in critical thinking they gained from school was only slight.

There were significant differences among age groups in these self-reports. Around half of respondents in both the 0-19 and 20-39 age groups reported having studied critical thinking in school. Those numbers dwindled among older groups, bottoming out at 11 percent among 80 to 100-year-olds.

This result is likely in part due to the increased popularity of the phrase “critical thinking”: prior generations may have spent a substantial amount of time on reasoning skills without it coming under the same vocabulary. The young are also closer to school-age, of course, so may simply have sharper memories of critical thinking activities. But the differences in responses might also reflect genuine differences in education. 

In any case it’s clear that, even recently, many—if not most—students come out of school feeling as if they have not learned how to think critically, despite the fact that there is broad consensus on the importance of these skills. Only around 25 percent of respondents reported receiving an “extremely” or “very” strong background in critical thinking from their schools. 

There are a number of potential causes—technology, social norms, misguided educational priorities—but perhaps the most salient is that, as cognitive scientist Tim van Gelder puts it, “critical thinking is hard.” As van Gelder emphasizes, we don’t naturally think reasonably and rationally; instead we tend to rely on narrative, emotion, and intuition—what feels right. (3)   Teaching students to think critically requires much more guidance and practice, throughout the curriculum, than is currently being provided. 

There is broad support among the public and among teachers for critical thinking education, both at the K-12 and collegiate levels. 

Around 90 percent of respondents in the general public said that courses covering critical thinking should be required at the K-12 level, while 94 percent of teachers said critical thinking is important.

And schools usually echo this sentiment as well, citing the phrase “critical thinking” frequently in curricula and other materials. But it remains unclear if, in practice, critical thinking is really the priority it’s made out to be rhetorically.

One problem is a tendency to think critical thinking and reasoning are too complex for younger students to tackle. But research has shown that children start reasoning logically at a very young age. (4)   Critical thinking through activities like open-ended dialogue, weighing opposing perspectives, and backing up opinions with reasoning can have a positive effect even at the K-5 level. For example, philosophy for kids courses have shown some  positive effects on students’ reading and math skills (gains were even more substantial for disadvantaged students). (5)

Our survey respondents generally agreed that critical thinking skills should be taught from an early age. Forty-three percent favored beginning critical thinking instruction during early childhood (another 27 percent favored beginning at ages 6-12). This was more than a twofold increase over the results from 2018’s survey, in which just 20 percent thought it was best to begin instruction in critical thinking before the age of 6. This increase is encouraging since it’s consistent with recent research that understands critical thinking as part of general cognitive development that starts even before children enter school. (6)

Many teachers likewise support critical thinking instruction beginning at a young age. In the open response, for example, one wrote, “Critical thinking should be explicitly taught in earlier grades than late middle school and high school.”

Another wrote: “By the time students get to high school they should have this skill [critical thinking] well tuned. The pressure to meet standards earlier and earlier makes it harder to teach basic skills like critical thinking.” 

Many teachers (55 percent) also thought the emphasis on standardized testing has made it more difficult to incorporate critical thinking instruction in the classroom. For example, one wrote, “Standardized testing has created an environment of quantitative results that don’t always represent qualitative gains.” 

Moreover, a plurality of teachers (25 percent) believe that state standardized tests do not assess critical thinking skills well at all, while just 13 percent believe they assess critical thinking skills extremely well. Teachers generally (52 percent) believe that their own tests do a better job of measuring critical thinking skills.

The survey also found some worrisome trends—as well as some promising signs—in how people evaluated their own critical thinking skills and daily practices. In particular, individuals don’t do enough to engage people with whom they disagree. 

Given the deficits in critical thinking acquisition during school, it might be hoped that respondents’ critical thinking skills continued to improve after they’ve left school. But only about 55 percent reported that their critical thinking skills had improved since high school, with almost a quarter reporting that their skills had actually deteriorated since then. 

This is especially alarming because thinking critically, unlike say learning about calculus or the Russian Revolution, is generally thought to be a lifelong endeavour. We are supposed to become better with age and experience. Research into adult education suggests that it’s never too late to make gains in critical thinking.  (7)

Questions about respondents’ critical thinking habits brought out more detailed information. Some of these responses were encouraging. People reported using more than one source of information when making a decision at a high rate (around 77 percent said they did this “always” or “often”), giving reason for their opinions (85 percent), supporting their decisions with information (84 percent), and listening to the ideas of those they disagree with (81 percent). Participants generally reported engaging in more critical thinking activities this time than in our initial survey. (See “Comparing Survey Results” above.)

It’s difficult to totally identify the drivers of these figures. After all, all humans are prone to overestimating the amount and quality of reasoning we do when we come to decisions, solve problems, or research information. But, at the very least, these numbers indicate that people acknowledge that these various critical thinking habits are admirable goals to shoot for. 

At the same time and unsurprisingly, these results suggest a reluctance to engage in the more demanding aspects of critical thinking: difficult or unpleasant tasks like seriously considering the possibility that our opponents might be right or thinking carefully about how to approach information-gathering before we engage in it.

Weaknesses in these areas of critical thinking can be especially easily exploited by emotionalized, oversimplified, and sensationalistic news and rhetoric. If people jump in to information-gathering without even a rough plan or method in mind they’re more likely to get swept up by clickbait or worse. 

The current media environment requires a mindful and deliberate approach if it is to be navigated successfully. And one’s own opinions will remain under-nuanced, reactive, and prone to groupthink if they’re influenced by the extreme opinions and caricatures that are often found online and on television instead of by engagement with well-reasoned and well-intentioned perspectives.

Poor media consumption habits can have a distorting effect on our political perceptions, especially. Recent research, for example, has identified wildly inaccurate stereotypes among the general public about the composition of political parties. One study found that “people think that 32% of Democrats are LGBT (versus 6% in reality) and 38% of Republicans earn over $250,000 per year (vs. 2% in reality).” (8) The study also suggested, alarmingly, that “those who pay the most attention to political media may […] also [be] the likeliest to possess the most misinformation about party composition.” (9)

The public is worried about the impact of technology on the acquisition of critical thinking skills. They also blamed deficits in critical thinking on changing societal norms and the education system.

Modern technology was the most cited reason for a lack of critical thinking skills among the general public, with “changing societal norms” coming in a close second. Over 200 respondents also cited the educational system (see chart below).

A number of the teachers also mentioned potential drawbacks of technology in the classroom environment. For example, in the open response portion of the survey, which allowed teachers to voice general concerns, one teacher wrote: “Get rid of the laptops and tablets and bring back pencil and paper because the students aren’t learning anything using technology.” Another said: “Personal Electronic devices need to be banned in schools.”

In our own work at the Reboot Foundation, the research team found evidence of negative correlations between technology use at schools and achievement. For example, an analysis of data from the National Assessment of Education Progress (NAEP) showed that fourth graders using tablets “in all or almost all” classes performed significantly worse (the equivalent of a full grade level) than their peers who didn’t use them. 

Another recent study the foundation supported also suggested students benefited from using pencil and paper as opposed to technology to do math homework. The Organization for Economic Cooperation and Development found similar results a few years ago in their international study of 15-year-olds and computer usage. (10)

There is a great deal the field still doesn’t know about the effects of different kinds of technology on different kinds of learning. But a growing stock of research suggests that schools should be cautious about introducing technology into classrooms and the lives of students in general, especially young students. (11)

It would also be a mistake to slip into simple Luddism though. Technology, obviously, provides benefits as well—making education more accessible, reducing costs, helping teachers to fine-tune instruction to student needs, to name a few. During the coronavirus crisis, moreover, educators have had no choice but to rely and hopefully help improve these tools.

Still, too often in the past schools have turn ed to technology without properly weighing the costs against the benefits, and without determining whether technology is truly needed or effective. A recent RAND Corporation paper, for example, discussed programs “seeking to implement personalized learning” but without “clearly defined evidence-based models to adopt.” (12)

The Reboot survey suggests that members of the public as well as teachers generally share these concerns, both about educational technology specifically and about the general impact of technology on student learning.

While teachers support critical thinking instruction, they are divided about how to teach it, and some educators have beliefs about critical thinking instruction that conflict with established research.

One central question in the research about how to best instill critical thinking skills in students is whether critical thinking should be taught in conjunction with basic facts and knowledge or separated from it. 

Teachers were split on this question, with 41 percent thinking students should engage in critical thinking practice while learning basic facts, while 42 percent thought students should learn basic facts first then engage in critical thinking practice. A further 16 percent believe that basic facts and critical thinking should be taught separately. (However, only about 13 percent of teachers surveyed say that content knowledge either doesn’t matter at all or only matters slightly for critical thinking skills.)

The view that knowledge and critical thinking skills can and should be taught separately is mistaken. There is a common view that since information is so widely accessible today, learning basic facts is no longer important. According to this view, it’s only cognitive skills that matter. But the two cannot be so neatly divorced as is often assumed. (13)

Research in cognitive science strongly suggests that critical thinking is not the type of skill that can be divorced from content and applied generically to all kinds of different contexts. As cognitive scientist Daniel T. Willingham argues, “The ability to think critically […] depends on domain knowledge and practice.” (14)

This means students need to practice critical thinking in many different kinds of contexts throughout the curriculum as they acquire the background knowledge needed to reason in a given context. There are of course general skills and habits that can be extrapolated from these various kinds of practice, but it is very unlikely that critical thinking can be taught as a skill divorced from content. “It […] makes no sense,” Willingham writes, “to try to teach critical thinking devoid of factual content.”

This doesn’t necessarily mean standalone critical thinking courses should be rejected. Students can still gain a lot from learning about formal logic, for example, and from learning about metacognition and the best research practices. But these standalone courses or programs should include acquisition of basic factual knowledge as well, and the skills and habits learned in them must be applied and reinforced in other courses and contexts.

Students, moreover, should be reminded that being “critical” is an empty slogan unless they have the requisite factual knowledge to make a cogent argument in a given domain. They need background knowledge to be able to seek out evidence from relevant sources, to develop reliable and nuanced interpretations of information, and to back the arguments they want to make with evidence.

Reboot also asked teachers about which students they thought benefited from critical thinking instruction. A majority (52 percent) thought it benefits all students, but 35 percent said (with the remaining 13 percent thinking it primarily benefits lower-ability students). 

The view that critical thinking instruction is only effective for higher achieving students is another common misconception. Everyone is capable of critical thinking, and even, to a certain extent, engages in critical thinking on their own. The key is for students to develop metacognitive habits and subject-area knowledge so that they can apply critical thought in the right contexts and in the right way. Educators should not assume that lower-achieving students will not benefit from critical thinking instruction. 

Teachers need more support when it comes to critical thinking instruction, though at least some teacher training and professional development programs do seem to help.

In the survey, educators repeatedly mentioned a lack of resources and updated professional development. In response to a question about how administrators could help teachers teach critical thinking more effectively, one teacher asked for “better tools and materials for teaching us how to teach these things.” 

Another said, “Provide opportunities for teachers to collaborate and cross train across subject areas, as well as providing professional development that is not dry or outdated.” Another characteristic comment: “Provide extra professional development to give resources and training on how to do this in multiple disciplines.”

Overall teachers were relatively satisfied that teacher training and professional development programs were helping them teach critical thinking. Forty-six percent said that their teacher training helped them a lot or a great deal, while 50 percent said professional development programs help them a lot or a great deal.

But other teachers reported burdensome administrative tasks and guidelines were getting in the way of teacher autonomy and critical thinking instruction. For example, one teacher wrote, “Earlier in my career I had much more freedom to incorporate instruction of critical thinking into my lessons.”

Media literacy is still not being taught as widely as it should be. 

In our survey, teachers rightly recognized that media literacy is closely bound up with critical thinking. One said, “I believe that media literacy goes hand in hand with critical thinking skills and should be a requirement […] especially due to the increase in use of technology among our youth.” Another offered that “media literacy should be a graduation requirement like economics or government.”

But schools, at least judging by teachers’ responses in the survey, have been slow in prioritizing media literacy. More than 44 percent reported that media literacy courses are not offered at their schools, and just around 30 percent reported that media literacy courses are required. That said, the majority of teachers did report teaching typical media literacy skills occasionally in their classes. 

For example, over 60 percent said that, in at least one class, they “teach students how to distinguish legitimate from illegitimate sources,” and over two-thirds said they “teach students how to find reliable sources.” (15)

Despite the assumption sometimes made that young people (“digital natives”) must be adept navigators of the internet, recent studies have found that students have trouble evaluating the information they consume online. They have problems recognizing bias and misinformation, distinguishing between advertising and legitimate journalism, and verifying information using credible sources. 

Our age is one in which unreliable information proliferates; nefarious interests use the internet to influence public opinion; and social media encourages groupthink, emotional thinking, and pile-on. New skills and training are required to navigate this environment. Our schools must adapt. 

This means generating and implementing specific interventions that help students learn to identify markers of misinformation and develop healthy information-gathering habits. The Reboot Foundation’s own research suggests that even quick and immediate interventions can have a positive impact. But it also means instilling students with life-long critical thinking habits and skills which they’ll be able to apply to an ever-changing media landscape. 

Despite its importance, which is widely acknowledged by the general public, critical thinking remains a somewhat vague and poorly understood concept. Most people realize that it is of vital importance to individual success and educational attainment, as well as to civic life in a liberal democracy. And most seem to realize that 21st-century challenges and changes make acquiring critical thinking skills of even more urgent importance. But when it comes to instilling them in children and developing them in adults, we are, in many ways, still at square one. 

Over the course of the last few decades, K-12 educators have been urged to teach critical thinking, but they have been given conflicting and inconsistent advice on how to do it. There remains a lack of proven resources for them to rely on, a lack of administrative support—and sometimes even a lack of a clear sense of what exactly critical thinking is. Perhaps most importantly, teachers lack the time and freedom within the curriculum to teach these skills.

But there have been a number of insights from cognitive science and other disciplines that suggest a way forward. Perhaps the most important is that critical thinking cannot be understood as a skill on par with learning a musical instrument or a foreign language. It is more complicated than those kinds of skills, involving cognitive development in a number of different areas and integrated with general knowledge learned in other subject areas. Critical thinking courses and interventions that ignore this basic fact may produce some gains, but they will not give students the tools to develop their thinking more broadly and apply critical thought to the world outside of school.

College and continuing education deserve attention too. It should be considered a red flag that only 55 percent of respondents didn’t think they’d made any strides in critical thinking skills since high school. Colleges have long been moving away from a traditional liberal arts curriculum . The critical thinking skills acquired across those disciplines have likely suffered as a result. 

In recent years, we’ve seen smart people who should know better time and again exhibit poor judgment online. It is important to remind each other of the importance of stepping back, managing emotions, engaging with others charitably, and seriously considering the possibility that we are wrong. This is especially important when we are searching for information online, an environment that can easily discourage these intellectual virtues. Ramping up media literacy—for both adults and young people—will be a vital part of the solution.

But, ultimately, critical thinking, which touches on so many different aspects of personal and civic life, must be fostered in a multitude of different ways and different domains. A secure, prosperous, and civil future may, quite literally, depend on it.
