Course Overview

National Centre for Disability Studies was established to undertake plethora of academic, research, extension and awareness activities for empowering the persons with disabilities and create a society that is friendly for them. The Post Graduate Professional Diploma in Special Education (PGPDSE) Programmes are being offered by the National Centre for Disability Studies (NCDS), IGNOU in collaboration with Rehabilitation  Council of India (RCI). MoU has been signed between IGNOU and RCI in September, 2007. NCDS has received the approval of Academic Council, IGNOU to start the programes related to Disability Studies. 

The inclusion in general education schools of all levels has led to more children with disabilities in General School Classrooms, the need for teachers to keep up to speed on how to best teach their increasingly-diverse students has grown. With distance learning, these general education teachers get a convenient and valuable opportunity to earn a special education 192 IGNOU Common Prospectus Diploma. The programme aims to develop a broad perspective of the role of specially trained professionals and to develop professional competencies to educate the Children with Disabilities in inclusive classroom. This also introduces the understanding about various  methods and approaches of organizing learningexperiences of Children with Disabilities in an inclusive/ integrated/special education set up. The programmes involve both theory and practical courses. The PGPDSE programmes are available in following disability areas:  Selection Procedure: Regional Centre wise/Special Study Centre wise Selection is done on the basis of merit as per % of B.Ed. Contact Programme: There will be two contact programmes during the academic session and 75% of the total attendance is a pre-requisite for Term end examination. Term End Examination: The first TEE will be held in June of subsequent year for learners enrolled in July session. Learners can appear in subsequent TEE held twice a year in June and December.

Course Overview

GNOU, NCDS in collaboration with Rehabilitation Council of India (RCI) is going to launch B.Ed (Special Education) programme from July 2009 session. The programme is of two years duration and being offered in 3 areas of disabilities viz. Mental Retardation, Hearing Impairment and Visual Impairment. This programme will prepare special teacher for teaching up to secondary level. Approximately 1500 special teachers will be produced every year through this programme.

Course Overview

The Certificate Programme will equip you with the knowledge, attitudes, strategies and skills to foster the all round development of young children with Cerebral Palsy and have a positive influence on their lives. This Certificate Programme will enable you to work as a member of an interdisciplinary team providing early intervention and education to children with disabilities up to the age of 6 years, in a variety of settings, such, as inclusive set-ups, integrated set-ups and special schools. The aim is to involve you in the creation of an inclusive society that facilitates the full participation of children with disabilities and their families through networks and appropriate supports in a barrier-free environment. As a parent/family member of a person with disability or as a teacher/community worker working with persons with disabilities, you have a crucial role in facilitating their all round development. As a first step in your preparation for this role as a ‘facilitator’, you yourself need to be convinced about their potential and acknowledge that disability is not barrier to living a fulfilling and enriched life. Your convictions will help you in spreading awareness and carrying out advocacy to remove prejudices and negative attitudes. Mere awareness is not enough. You need to play a proactive role in fostering the development of children with disabilities. For doing so, you need to be equipped with information regarding the nature, early identification and prevention of disabilities; strategies and methods of stimulating physical, motor, language, mental and social development during early childhood and later years; teaching principles and methodologies; aids and appliances; and the various education options available, so that children with disabilities can be an integral part of community life.

Objectives of the Programmes of Study

  • The Certificate Programme will equip you to provide inputs to children with cerebral palsy for early intervention and education. The specific objectives of the Programme are:
  • To develop an understanding about disability and an attitude of empathy and sensitivity towards persons with disabilities.
  • To be aware of the importance of prevention and early detection of disabilities and to be able to screen children for disabilities and provide referral;
  • To develop the conviction that a child with disability can learn and benefit from early intervention and education;
  • To learn the strategies, methods and skills of providing early intervention, training and education to children so as to foster children’s all round development including development of physical, motor, cognitive, language, socio-emotional and personal care abilities;
  • To develop the skills of creating networks and partnerships with families of children with disabilities and professionals working for them;
  • To know the various educational options and facilitate the inclusion of the children in the home, school and community; and
  • To adapt the physical, social and teaching-learning environment so as to provide the required support to the children to develop their potential, acquire concepts and develop abilities.
  • This Certificate Programme Study is in response to two significant trends in the world today:
  • Nations across the worl are constantly attempting to bring about positive changes changes and put systems in place that will ensure that all persons enjoy all human rights and privileges; and
  • Information technology is being increasingly used to enable people to access information and build their capacities to remain meaningfully active in their professional and personal lives. Distance Education employs IT towards this end.

Teleconferencing

Teleconferencing is a one-way video and two-way audio facility. Teleconferencing will be held every month. During teleconferencing session, you will get an opportunity to interact by phone in facility or fax with the resource persons/experts who participate in teleconferencing session and clear your doubts immediately.

The teleconferencing facility will be available at the Regional Centre and Selected Study Centres. The teleconferencing schedule will be sent to the Programme In-charge and Regional Director who would inform the students. Teleconferencing is done through Gyan Darshan Channel. Students must regularly attend these sessions. These will help them clarify doubts and interact with other learners all over the country.

Radio Counselling

Radio counselling will be held through FM and students can ask questions free of cost with phone in facilities right from their homes. A toll free telephone number 110012345 has been provided for this purpose.

The Programme will also be telecast through DD Metro channel and schedule will be informed to students in advance.

Audio-video Programme

Audio and video programmes for each course have been prepared to support learning for the students. These Audio-video programmes in the form of cassettes are available at all Programme Study Centres. These Audio and video cassettes will be provided for viewing and listening. They can also hire the cassettes for viewing and listening.

Students will be required to complete seventy-five percent attendance in theory counselling to become eligible for appearing in Term-end Examination. Similarly, they will be required to complete ninety percent attendance in practical contact sessions to become eligible for appearing in practical examination.

Continuous Evaluation of Theory Component

Assignments

Assignment is a means of continuing assessment of theory and practical. Assignments will help you to recapitulate the theory and go back to the text again in case students are unable to answer a particular question. Thus assignments also help to reinforce learning in distance learning system of education. These assignments consist of a set of questions and activities that you will answer at your own place by referring your blocks.

The assignments will cover all types of questions (long answer type, short answer type, objective type, multiple choice questions and case studies). The assignments will carry thirty percent weightage. Students will be required to obtain fifty percent marks as pass percentage in each assignment separately. Each assignment will carry 100 marks. In the final result assignments will carry thirty percent weightage.

Term-end Examination

As stated earlier, term-end examination is the major component of the evaluation system and if carries seventy percent weightage in the Final result. The University conducts term-end examination twice a year i.e., in June and December. They can take the examination only after completion of the course, failing which students can take the same in December or June of subsequent years years within the total span of the programme.

In case any student fail to get a pass score in the Tern-end Examination, the person will be eligible to reappear at the next Term-end Examination for that course as and when if is held, within the total span of the Programme.

Screening and educational assessment of persons with mental retardation.

Apply principles from psychology to develop, implement and evaluate educational programmes for persons with mental retardation at pre-school, primary, secondary and pre-vocational levels in homebound, school, hostel or any other setting offering special educational programmes.

Analyse and manage, under supervision from appropriate expert, behaviour problems in the classroom setting.

Inform the family regarding available services and promote integration of the person with mental retardation in the family and the community under guidance from concerned experts.

Initiate, under supervision from appropriate experts, prescribed therapy programmes in Speech Therapy, Occupational Therapy and Physiotherapy.

Why Teachers of English Learners With Disabilities Need Specialized Training

English learners who are also identified as students with disabilities experience unique needs in K-12 schools—and their teachers need specialized, interdisciplinary training, experts say.

This dual-identified student cohort accounted for 15.8 percent of the total English-learner population in fall 2021, according to the updated federal data . Students with disabilities, in general, represented 14.7 percent of total public school enrollment that same year.

At Education Week’s June 20 K-12 Essentials Forum focusing on innovative approaches to special education , Lizdelia Piñón, an emergent bilingual education associate for the Texas-based advocacy nonprofit Intercultural Development Research Association, or IDRA, shared insights on what kind of teacher training best serves dual-identified students.

Integrated teacher training is needed for English learners with disabilities

When working with English learners with disabilities, teachers need to understand how students acquire language and how that works concerning their special education needs, Piñón said.

For teachers to do this effectively, they need comprehensive training that goes beyond standardized training focused either on bilingual education or special education.

“It has to be this cohesive idea,” Piñón said. “It’s an integrated training that equips our teachers with the skills and the knowledge that they need to effectively support our dual-identified English learners with disabilities.”

Such training requires a specialized curriculum that combines coursework. It should address how teachers can simultaneously work with students at different language-level proficiencies and those with different disabilities. For instance, what does instruction look like for an English learner with cerebral palsy that comes from a Mexican-American home? How is that similar or unique from another student in class?

This training must also be rooted in cultural competency allowing for students’ cultural backgrounds to be celebrated and included in the classroom, Piñón added.

Interdisciplinary teacher training programs need to be scaled up

Even as Piñón spoke of how specialized, comprehensive training can better support the multi-faceted needs of English learners with disabilities, she acknowledged a major barrier for teachers seeking to access such training: a scarcity of these programs.

Certification programs exist for bilingual education, and separately special education, but programs don’t often intersect.

Piñón, who is based in Texas, noted that Texas Christian University implemented a teacher-training program in the past two years where all graduates have to be certified in both special education and bilingual or English-as-a-second-language education, though such requirements are rare.

Legislators in the Lone Star state did pass House Bill 2256 in 2021 promoting a bilingual special education certificate for the state of Texas, but implementation is still in the works, Piñón said.

Even as higher education institutions scale up any programming that prepares teachers working with such this intersectional student population, Piñón hopes such programming is made affordable and geographically accessible to teachers.

Current teachers can collaborate across departments

Educators don’t need to wait on specialized training to offer comprehensive support for English learners with disabilities.

Existing special education, English-as-a-second-language teachers, and general education teachers alike can strategically collaborate to ensure students’ needs are being met across the school day. Whether that’s through monthly or quarterly meetings, Piñón said districts need to invest in giving teachers time to come together and share insights.

Specialized teacher training for working with English learners with disabilities also needs to prepare teachers on how to work with various team players, including speech pathologists, English-as-a-second-language experts, and special education teachers, Piñón said. That includes working together in discussing how to best use emerging technologies, such as artificial intelligence tools , with students.

Masters in Social Work(MSW) is a postgraduate course that uses social sciences, sociology, psychology, political science, public health, community development, law, and economics to solve problems at individual and community levels. It encompasses 14 subjects for which there are annual exams.

The University follows the credit system for its Master’s Degree Programme. Each credit amounts to 30 hours of study comprising all learning activities. Thus, a 4 credit course involves 120 study hours, a 6 credit course involves 180 study hours and 10 credit course involves 300 study hours. To successfully complete the MSW program, you will have to earn 66 credits over a period of 2 to 5 years depending on your convenience.

The Master’s Degree Programme in MSW has three major components: 1. Compulsory Papers 38 Credits 2. Optional Papers 8 Credits 3. Field Work 20 Credits Total 66 Credits

Field Work Components

The third component of the MSW program is the Field Work Practicum. The University has prepared two Field Work Journals for the 1st and 2nd year separately. Each year you are expected to successfully complete 10 credits of Field Work Practicum under the guidance of a professionally qualified Social Worker.

Therefore ensure from the coordinator at the study center that your supervisor has formal qualifications in social work at the post-graduation level. Completion of Field Work in MSW Ist year is mandatory for starting the social work practicum of the second year.

Assignments constitute continuous evaluation. The marks that you secure in the assignments will be counted in your final result. As mentioned earlier, an assignment of a course carries 30% weightage. You are therefore advised to take your assignment seriously. 

Non Submission of Assignment

The TMA for each semester can be downloaded from the Student Zone of the University website. You have to complete the assignment within the due dates specified in the assignment booklet. You will not be allowed to appear for the term-end examination for any course if you do not submit the assignment in time for that course. If you appear in the term-end examination, without submitting the assignments, the result of the term-end examination is liable to be canceled.
