Here’s how to register for public school in Tampa Bay

Are you moving to Tampa Bay from another area or enrolling in your local public school system for the first time? If registering a child for the 2021-22 academic year is still on your to-do list, below is a county-by-county look at what is required in each of the area’s school districts:

Hillsborough County

When registering, each student must be accompanied by a parent or guardian. The required documents vary depending on where a new student is coming from.

For those those entering a Hillsborough school from another Florida county, the district requires:

  • a report card or a copy of transcript from the last school attended;
  • at least two documents verifying a parent or guardian’s address. This may include a property tax receipt or proof of a homestead exemption; a current electric bill; a contract for purchase of a home; a warranty deed or a lease agreement.
  • proof of the student’s birth date;
  • records showing proof of proper immunization .

For those entering a Hillsborough school from a private school or a public school outside Florida, the district requires:

  • proof of physical examination by a licensed health care provider or the county’s health department within the last 12 months;
  • a report card or transcript from the last school attended;
  • at least two documents verifying a parent or guardian’s address. This may include a property tax receipt or proof of a homestead exemption, a current electric bill, a contract for purchase of a home, a warranty deed or a lease agreement.
  • proof of the student’s birth date from one of the following sources: a birth certificate; a baptismal certificate or Bible record accompanied by parents’ sworn affidavit; an insurance policy on the child that has been in force at least two years; a passport or certificate of arrival in the United States; a school record from at four years ago showing date of birth; or a parent’s sworn affidavit accompanied by a certificate of examination by a health officer or doctor.

The requirements for immunization are based on a child’s grade. For a detailed list of required and recommended immunizations, visit hillsboroughschools.org/immunizations .

The district also reminds parents that its health services department is required under state law to conduct certain health screenings at various times during a child’s time in public schools. The screenings are to identify any problems that might interfere with learning. They are for vision, hearing, scoliosis and body mass index, to measure a child’s development.

All students must live with at least one parent or legal guardian. Guardians will need a copy of the court order appointing guardianship. Under extenuating circumstances, a notarized statement may be accepted if proof of residence can be validated.

All students must attend the school in the district where their parents or guardians live or have a Homeless Affidavit, unless they have changed their assignment through Hillsborough Choice Options.

Any student receiving special education services is encouraged to bring a copy of their most recent Individual Educational Plan, or IEP.

New students in kindergarten, sixth or ninth grade who enroll in Pinellas County Schools will be assigned to a zoned school. All other new students will be assigned to their zoned school on a space-available basis.

To register for kindergarten, children must be 5 years old on or before Sept. 1, show proof of residency, have Florida Certificate of Immunization, and have a physical examination certificate.

Families can contact their zoned school for a complete listing of the school’s kindergarten open houses and events. For more information on kindergarten, including a video on how to prepare a child for kindergarten, visit pcsb.org/kindergarten .

Here is the process for registering any new student:

First, find your zoned school by using the district’s school zone locator or calling the Student Assignment office at 727-588-6210. The locator can be found at pcsb.org/registration .

Next, reserve a seat by using the Student Reservation System, also found at pcsb.org/registration . Those without computer access can use a computer at any Pinellas public school. You will need a Pinellas County Schools Portal User ID and password.

If you already have a User ID and password for another child, you do not have to obtain new ones. If not, you can get a User ID and password by visiting any Pinellas school and bringing a valid ID such as a driver’s license, passport, military ID or green card.

The final step is to register by visiting your assigned school. You’ll be asked to show the following documents:

  • the child’s birth certificate or other proof of identity and age. Call your assigned school for a list of other documents that can be used to show a birth date.
  • proof of residency in the form of a recent utility bill, rental agreement or lease, a closing document, a Pinellas County tax statement with homestead exemption. You must show any two of these items and they must contain the name and address of the child’s parent or guardian. Those who cannot show two of these items must complete a notarized Affidavit of Residency .
  • the child’s Social Security number, which the school system is required to ask for but students are not required to have one.
  • the child’s most recent report card, if entering grades 1 through 12. If available, the report card should include the school’s address and phone number.
  • a Florida Certificate of Immunization with up-to-date shot records appropriate to the child’s grade level. Click here for details on what shots are required and locations where you can get free immunizations from the county health department.
  • a physical examination certificate signed by a licensed examiner with the last 12 months.
  • a recent Individual Education Plan, known as an IEP, if the student participates in exceptional student education.

Pasco County

Pasco school officials are urging families to “beat the back-to-school rush” by registering their new students as soon as they can before the start of classes. The message applies to families with students entering kindergarten or those in other grades who are just entering, or re-entering, the Pasco school system.

All students must attend the school to which they are assigned based on their home address, unless they have an approved assignment to another school or program, for example through the school choice process.

So for most families the first step is to find out what school your child is zoned for by visiting the district’s school boundaries page at pasco.k12.fl.us/planning/page/boundaries . You can search by entering your address.

Next, it’s time to register by contacting your zoned school for information on hours and days for registration. You will need to bring some documentation, which varies depending on each student’s situation.

For students entering kindergarten or coming into the Pasco system from any school in another state or country, parents or guardians will need:

  • Proof of a parent or guardian’s residence, supported by three types of documents. The first is a deed or property tax assessment record if you are a home owner, or a lease or rental agreement or a notarized letter from a landlord if you are a renter. The second is a current utility bill or an initial order for service from a utility. The third is an auto registration, a Florida driver’s license, a Florida ID card or voter registration card.
  • An original birth certificate or other evidence of age. State law also allows the use of a baptism certificate or other bona fide religious record accompanied by a parent’s sworn affidavit, an insurance policy on the child’s life that has been in force for at least two years, a passport of certificate of arrival in the United States showing the child’s age, a transcript from a school previously attended by the child, or a physician’s affidavit attesting to the child’s age.
  • Evidence of a physical exam of the child from the past year.
  • A State of Florida Immunization Form filled out by a health professional. For detailed information which immunizations are required at different ages, click here .
  • The child’s Social Security number, if available. State law requires the district to ask for a number, but families aren’t required to provide one.
  • If applicable, any documents concerning custody of a child, such as a judgment of divorce or custody order.

The list of required documents is a little different if the student being registered was previously enrolled in Pasco County Schools or in a public or private school in another Florida county. The requirements for residency, immunization and custody documents are the same as above. There is no requirement for a birth record or a new physical exam, and no request for a Social Security number.

For students who live with a guardian, a copy of a court order appointing guardianship must be provided. Under extenuating circumstances, a notarized Affidavit of Residence may be accepted if proof of residence can be validated.

Hernando County

The Hernando County School District directs the families of new students to start by identifying their zoned school at hernandoschools.org/schools/student-registration . Families are asked to complete an online form with their name, email address, street address and whether the student will be in elementary, middle or high school.

After submitting the form, the district will send a return email with the name of the student’s zoned school. At that point, registration is handled through the school. Go to hernandoschools.org , use the drop-down menu to find your child’s zoned school, find the “Information” tab and then drop down again to “Registration.”

New enrollees will be asked to fill out several forms. The first and most important one is a detailed student registration form, which can be completed online.

During the registration process, families will need to supply several documents depending on the student’s situation.

The following is required for new students in all grades who are new to Florida:

  • an official birth certificate.
  • A physical exam completed by a licensed physician dated no later than Aug. 1 of the prior school year.
  • an immunization record. The district’s registration page contains a link with details on what immunizations are required for specific grades.
  • proof of residency, which can be in the form of a rent receipt, a home contract, a utility bill addressed to a parent or guardian, or a notarized statement from the family member with which they reside.
  • a copy of the student’s last report card if the child previously attended school, or the name and phone number of the previous school.

For students transferring to the Hernando district from another school in Florida, fewer documents are required — just the birth certificate, immunization record and proof of residency, as outlined above.

The 2021-22 school year is just around the corner, and Patch has put together the information every parent with a school-age child needs to know.

PINELLAS COUNTY, FL — The 2021-22 school year is just around the corner, and Patch has put together the information every parent with a school-age child needs to know.

According to the Pinellas County School District, 101,427 Pinellas County students will either return to the classroom Wednesday, Aug. 11, or opt to take classes online through Pinellas Virtual School. The school district will no longer offer simultaneous MyPCS Online instruction to students.

Pinellas County Schools is the seventh-largest district in Florida with 150 schools including magnets, career academies, adult education centers and traditional elementary, middle and high schools.

Coronavirus Protocols

Students will find things a lot more relaxed this school year as the district restores some normalcy to the school day after last year's strict coronavirus protocols.

Florida Gov. Ron DeSantis has issued an executive order preventing Florida's school districts from mandating that students wear face masks. Schools that don't adhere to his order risk losing state funding.

In light of this, the Pinellas County School District is making masks optional this school year, be strongly recommends the use of masks for both staff and students when indoors, especially in elementary schools with students age 11 and under who are not eligible to receive the coronavirus vaccine. The school district will provide free masks to students, staff and visitors.

  • The schools will no longer routinely use plexiglass barriers, saying they are no longer viewed by the medical community as a priority strategy" and "the use of plexiglass has a negative impact on a collaborative learning environment." However, plexiglass barriers can be used sparingly.
  • Social distancing practices, to the extent possible, will continue, but students will be able to share materials in classrooms and equipment in physical education while being encouraged to wash their hands frequently and use hand sanitizer.
  • Additionally, the school district has lifted restrictions on extracurricular activities, sports programs and school concerts and theater productions, and is permitting full-capacity crowds at sporting events and school functions.
  • Volunteers and visitors will be permitted back on school campuses.
  • Water fountains in all district buildings will remain closed.
  • At this time seating charts for classrooms, lunchrooms and buses will not be required in but may be requested if there is a positive case of the coronavirus at a school site to help with contact tracing.
  • Sudents and staff who are fully vaccinated will not need to quarantine if they're exposed to a positive COVID case unless they begin to experience symptoms.
  • Every school will be assigned a nurse.
  • Schools will maintain a separate space for students exhibiting symptoms of COVID-19. Students sent home through the isolation room will be allowed to return to school using the same protocols that were used during the 2020-21 school year (i.e. a negative test or alternative diagnosis for symptoms or 10 days absent from school).
  • The district will maintain the COVID-19 team to ensure staff and student cases are addressed quickly.
  • The district dashboard of confirmed COVID-19 cases will be updated on a weekly basis.
  • Daily declarations of wellness will no longer be needed for students, staff or visitors.
  • In-person staff meetings, professional development and trainings will resume, but schools may still offer virtual opportunities.

Registering New Students

To register for kindergarten, children must:

  • Be 5 years old on or before Sept.1
  • Be able to show proof of residency (home address)
  • Have a Florida Certificate of Immunization (shots record). Find out the 2020-21 state of Florida school entry immunization requirements .
  • Have a physical examination certificate: List of locations offering free or low cost school physicals for uninsured residents .

Required Documents:

  • Birth certificate or other proof of identity/age:
  • Students must be 5 years old on or before Sept. 1 to attend kindergarten. Students must be 6 years old on or before Sept. 1 and have completed kindergarten to attend grade 1. All students new to Pinellas County Schools must present proof of identity/age. For other items that may be accepted as legal evidence of birth, call your child’s assigned school
  • Proof of residency: Present two of the following items: utility bill for power, water, cable, sewer or land based telephone (not cellular); rental agreement or lease; closing document; Pinellas County tax statement with homestead exemption. The items must be recent and contain the name of the parent/guardian and service address on them. If you do not have two of these items in the name of the parent or guardian, you must complete an Affidavit of Residency
  • It must be completed, notarized on both sides and submitted with two of the items listed in the name of the person with whom you reside and who is listed on the affidavit
  • Child’s Social Security number:
  • School system personnel are required to ask for this, but students are not required to have them
  • Child’s most recent report card:
  • This is for students entering grades 1-12. If available, the report card should include the school’s address and phone number.
  • Florida Certificate of Immunization
  • Physical examination certificate:
  • All new students entering school in Florida for the first time must have a school health examination certificate signed by a licensed examiner (certificate must have been issued within 12 months prior to enrollment/registration)
  • A recent Individual Education Plan (IEP): If the student participates in exceptional student education, he or she must have an IEP. Exceptional Student Education .

New students in kindergarten, sixth or ninth grade who enroll in Pinellas County Schools will be assigned to a zoned school. All other new students will be assigned to their zoned school on a space-available basis. Pinellas County Schools New Student Information

If the zoned school does not have capacity, students will be assigned to a nearby school with available seats and be provided school bus transportation. Students at all other grades will be assigned to their zoned school on a space-available basis.

Parents will first need to find their child’s zoned school by using the School Zone Locator or calling Student Assignment, 727-588-6210.

To reserve a seat at a zoned school, use the online Student Reservation System located on the district website .

To use the Student Reservation System, you will need a PCS Portal User ID and password. To get a new PCS Portal User ID and password, visit any school. Make sure to bring a valid ID (Driver's License, State ID card, Passport/Visa, Military ID or Green Card). If you already have a User ID and password for another child, you do not have to obtain new ones. Learn how to change or reset your passwords at www.pcsb.org/passwords .

The final step is to visit the assigned school in the fall and deliver the list of required documents.

The hours for the district's Student Assignment office are 8 a.m. to 4:30 pm. Monday-Friday. There will be extended hours on two days:

  • 9 a.m. to 11:30 a.m. on Saturday, Aug. 7
  • 4:30 p.m. to 7 p.m. on Monday, Aug. 9

The Student Assignment office is located in the district's Administration Building, 301 4th St. SW, Largo. Families can receive assistance by calling the office at 727-588-6210.

Make sure Pinellas County Schools has up-to-date contact information including emergency contacts for the student.

Access all the forms that families need to start the school year including the Media Release Form, the Clinic Card and the Code of Conduct Parent and Student Acknowledge Letter.

Special Assignments

Special assignments allow families the option to apply for a non-zoned school based on space availability.

Bus transportation is not provided for Special Assignment Requests. Parents must arrange to get their child to and from school safely and on time.

There are three opportunities to apply for a special assignment. Parents can make reservations to apply here.

Preferential treatment is given to dependent children of active-duty military personnel whose move resulted from military orders: students who have relocated due to foster care placement in another school zone; and students who move to another school zone due to a separation or divorce or serious illness or death of a parent.

Charter Schools And Home Education

Charter Schools in Florida are fully recognized as public schools and are funded by the Florida Department of Education in the same manner as all other public schools in the state. They operate under a performance contract, or a "charter," between the charter school governing board and the school district.

Parents who do not wish to send their student to their zoned school can opt to send the student to a charter school free of charge. There are 20 charter schools operating in Pinellas County. Find out about charter schools .

Home Education is a parent-directed program. By opening a home education program, the parent agrees to become responsible for the student's education.

Transportation

If your child is a bus rider, you will receive information in the mail from the district's Transportation Office detailing your child's bus stop, route number and pick-up and drop-off times for the 2021-22 school year.

School Lunches

Pinellas County Schools have 85 schools that offer free or reduced-price lunches to eligible students. Click here for a list of schools. Apply online here.

Paid and reduced-price school lunches can be prepaid by cash or check only, and put into your child's account in the cafeteria. Checks should be made payable to (name of school) Food Service (i.e.: Largo High School Food Service ). The money remains in the student's account, and rolls over from year to year.Your student's account may be replenished at any time during the school year to avoid a negative balance.

My School Bucks is an online payment portal specially designed to allow parents to make convenient, anytime payments to their children's school meal accounts. Create a new account with My School Bucks using the student's 10 digit local ID number. You can find this number in Focus, which is located in the district's Home Page drop down menu ; once in Focus, search under "Local Student ID." Each student will need his/her own account.

Back-to-school tips for Pinellas County families

Does the school district have your up-to-date contact information?

Pinellas County Schools needs accurate contact information to call and email parents with information about:

  • Emergencies, health updates or severe weather
  • School or district events
  • Special application opportunities

To update your phone and email address:

  • Visit https://reservation.pcsb.org and log in with your parent username and password. If you do not have a parent ID or forgot yours, you can get help by contacting the Student Assignment office or any public school. Make sure to present a valid photo ID.
  • Select the option: “Change Phone and Email Address Only”
  • Enter your child’s name and date of birth or student ID number, and update your phone number and email address.

Remember: Updating the emergency contact card or clinic card at your child’s school does not update your contact information in the system used for automated phone calls and emails.

Text message notifications

Pinellas uses School Messenger text messages to share critical updates and emergency information. Employees, parents and guardians of students who attend Pinellas County Schools can opt in to receive text messages by sending “Y” or “Yes” to the number 67587 .

If you opted in before, you don’t need to do it again. Please note: The mobile number used to opt in must already be on file with the school district. Learn more at www.pcsb.org/textmessages .

Have you moved?

If you have recently moved and your child previously attended a district school, please make sure Pinellas County Schools has your current address. Log into the district’s Student Reservation System at https://reservation.pcsb.org using your PCS parent username and password.

If you don’t have an account or forgot your login information, you can get help by contacting the Student Assignment office or any public school.

Follow the prompts to change your address. Your child may be assigned to a different school based on your new address. However, parents can elect to have their children remain at the same school for the 2020-2021 school year if they provide transportation themselves. Contact Student Assignment at 727-588-6210 if you have any questions.

Bus information

If your child is currently registered and eligible to ride a bus, you should receive a postcard with your child’s bus information by early August. If you did not receive a postcard or if you have additional transportation questions, please call the Transportation Call Center at 727-587-2020.

Bus notification system

The Bus Bulletin notification system notifies parents, students and schools when there are bus delays, substitute drivers or bus changes. If you would like to receive instant notifications when something is affecting your child’s bus, please register with Bus Bulletin.

You can choose how you want to be notified: text messages, phones calls, and/or emails. For more information, or to sign up, visit www.busbulletin.com/parents . If you need help with registration, call Pinellas County Schools Transportation Department at 727-587-2020.

New students

If you are new to the school district or have a child entering school for the first time and you have questions about the registration process, please visit www.pcsb.org/new . There are three key steps to register your child for school:

Step 1: Find your Zoned School:

Before you begin the registration process, it is important to know your child’s zoned school. It is the best place to go if you need to register your child for school. To find your child’s zoned school, visit www.pcsb.org/new . You will find a link to the district’s School Zone Locator. Enter your house number and the first few characters of your street. The locator will find your complete address and show you your zoned school.

Step 2: Reserve a seat:

Visit the Student Reservation System at https://reservation.pcsb.org to reserve a seat in your child’s zoned school. You can reserve a seat using any computer, including ones in school offices. To use the system, you will need a parent username and password, which can be acquired by visiting any district school with valid ID. If you already have a parent account for another child, you do not have to obtain a new one.

Step 3: Register:

The final step is to visit your child’s assigned school with your valid ID and required documents. Required documents include a birth certificate, Florida Certificate of Immunization, physical examination certificate, and two documents that prove where you live. Pasco and Pinellas are introducing new cellphone restrictions for students

School districts in the Tampa Bay area are continuing to regulate cellphone use. New policies in Pasco and Pinellas schools will largely bar students from using their phones during class.

Students in Pasco and Pinellas County will have to follow new cellphone rules in the upcoming school year.

Both school boards unanimously approved policies on Tuesday that largely bar students from using their devices during classroom instruction. It's part of an effort to comply with a Florida law passed last year.

The legislation requires school boards to adopt policy that prohibits the use of wireless devices — including cellphones, tablets and smartwatches — during class time and teach students the effects of social media on social, emotional and physical well-being.

Another provision of the bill also bans students from accessing social media through internet provided by the school district.

In Pasco County, students of all grade levels will have to silence their phones during the school day, unless teachers give permission to use them for educational purposes.

The rules apply to extracurricular and co-curricular activities that occur before or after the school day.

High school students, however, will be allowed to use their phones during their lunch period.

In Pinellas County, middle and elementary school students will be required to turn their phones completely off during school hours, unless given teacher permission.

Elementary school students can use their device at the end of the day to coordinate transportation. Middle school students are permitted to use devices before and after the school day, according to the revised student code of conduct .

High school students have a little bit more flexibility. Phones or other wireless devices can be left silent or turned off, and can be used during lunch and passing periods.

Both districts provide exceptions for using phones in the case of an emergency, or if the device is needed in a students' individualized education plan (IEP) , which is developed for students with disabilities.

During their Tuesday board meeting, Pasco school board member Colleen Beaudoin pointed out the need to make sure schools could carry out these new restrictions.

"I am concerned about students' mental health and the distraction of phones during instructional time," said Beaudoin. "We have to balance that concern with the very real challenge of enforcement during passing time and lunch."

Pasco Superintendent Kurt Browning assured the board that the district has provided additional staff to help with the enforcement of the new policy. He also alluded to limitations introduced last year, which, according to Browning, received "little pushback."

"We have added allocations to our schools. We're calling them student services instructional assistants, they are there to allow our principals and assistant principals and coaches to be the instructional leaders that they are called to be," said Browning.

Pinellas school leaders said they plan to start a digital citizenship curriculum this fall that will teach students how to use their technology responsibly.

The Hillsborough County School Board is expected to make decisions on cellphone regulations this summer as well.

School districts across the country are adopting stricter policies on phone use.

Florida was the first state to require public schools ban phones during class time, according to a report by Education Week, an education news website. And other states are considering similar measures that limit cellphone use.
