An international applicant is anyone who is not a US citizen or permanent resident of the United States at the time of application to the Chicago Booth School of Business. Here’s what you need to know about our requirements for international applicants seeking admission into the Stevens Doctoral Program.

When to Apply

The application for Fall 2025 will open in September. For more information about applying, see Application Process . Applicants to Stevens Doctoral Program, regardless of citizenship, must either meet one of our waiver criteria (below) or submit proof of English language proficiency. Only the TOEFL iBT or IELTS Academic tests are accepted as proof of proficiency. Please find more information related to fluency determination here.

Academic Requirements

To be considered for admission, you must have the equivalent of a bachelor’s degree from an accredited university (or expect to receive one by the time you enter the program).

Chicago Booth reserves the right to review the academic records of all international applicants to determine whether their academic credentials from a non-US institution are comparable to a US bachelor’s degree.

Applicants holding only professional diplomas or higher certificates or members of professional associations such as the Institute of Chartered Accountants are not qualified to apply for admission unless they also hold recognized university degrees.

Academic Records

You must submit academic records (transcripts or mark sheets) with grading scales for each year of college or university education completed or in progress, as well as copies of degrees awarded. Records must provide information on the content and quality of your performance, courses taken each year, and grades received. Class rank should be noted whenever possible.

You must submit both original language records and official English translations . All translations must be literal and complete versions of the original records, and must be prepared or verified by someone whose position requires a knowledge of both English and the original language. All supporting materials must also be in English.

Please upload all required academic records to the online application system. If you are admitted, you will be required to submit official academic records and official copies of degrees awarded (and official English translations where applicable). Photocopies and facsimiles of the documents are not acceptable.

Proof of English Proficiency

Applicants to Stevens Doctoral Program, regardless of citizenship, must either meet one of our waiver criteria (below) or submit proof of English language proficiency. Only the TOEFL iBT or IELTS Academic tests are accepted as proof of proficiency.

Waiver Criteria

There are two ways to receive a waiver from the proof of proficiency requirement:

Primary Language Waiver: If English has been a primary language of communication and schooling for you since childhood, you may attest to this on the application. We cannot assist you in determining if this is the case for you. Falsifying this information, as with any other information on the application, may lead to revocation of an offer of admission.
Antigua and Barbuda, Australia, Bahamas, Barbados, Canada, Dominica, Grenada, Guyana, Hong Kong, Ireland, Jamaica, New Zealand, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Singapore, South Africa, Trinidad and Tobago, the United Kingdom, the United States.
Education in English-medium institutions in any countries or territories not listed here does not qualify for the exemption.
Only full-time coursework in a degree program at a college or university in one of these countries or territories qualifies. Remote study, lab or research work, non-degree programs, intensive English language courses, or high school/secondary school do not qualify. The qualifying academic year must be completed – i.e., if you are now in a program and are planning to have completed a year by the time you enroll, it will not meet the requirement.

Please do not email us regarding your qualifications for a waiver. If you meet the criteria, we will process the waiver after you have submitted your application.

Acceptable Test Scores

Acceptable Tests In order to meet the proof of proficiency requirement, students may submit either:

Test of English as a Foreign Language (TOEFL) internet-based test (iBT), including tests taken online at-home, or in a testing center.
We do not accept any other proficiency tests, exams, equivalent coursework, certificate/certifications, endorsement from faculty, and/or other measurement other than the TOEFL iBT or IELTS Academic. This includes the IELTS “Indicator” test and the TOEFL ITP Plus as well as Duolingo.
TOEFL or IELTS score reports are valid for two years; scores will be considered expired if the test was taken more than two years prior to the application deadline. If you send us a score and it expires prior to the deadline you are applying under, you will need to send a more recent score. For example, a score from a test taken prior to December 15, 2022 would no longer be valid for Fall 2025 admission.
Photocopies or PDFs of TOEFL or IELTS Score Reports will not be considered valid or accepted in lieu of an official score report from the agency. An offer admission cannot be made without an official score report on file.

Minimum Test Score Requirement

TOEFL Internet-based (iBT): 100 overall score, no subsection requirements

IELTS Overall score of at least 7, with sub scores of at least 7 each

Sending Your Scores

Please have your TOEFL scores sent directly from the testing agency to the Chicago Booth Stevens Doctoral Program. The TOEFL code for our program is 1819.

Student Visas

Visa eligibility forms are issued upon admittance to the program. Depending on your nationality and particular circumstances, you will receive either the I-20 or the DS-2019 form. These forms enable you to obtain an F-1 or a J-1 visa, respectively, when presented to a US consul. You will need to verify financial support before a visa eligibility form can be issued. A financial resource statement will be sent upon admittance.

All of our doctoral programs are designed to develop outstanding educational researchers who have a deep understanding of the scientific, practical and policy issues they study. All require full-time study, and we promise five years of full-time financial support for every student we admit. Our doctoral programs are small, typically ranging from about 25 to 35 new students a year. The small size of our doctoral cohorts creates big educational advantages for students: the classes are almost always small, students receive individualized attention from their advisors, and they have many opportunities to develop close collegial relationships with fellow students.

It is extremely important to demonstrate in your statement of purpose that your interests converge closely with the current research of faculty who work in the program to which you are applying. Other doctoral applicants will certainly do this, and if you don't, you will forfeit an important competitive advantage to them.

Statement of Purpose

A Statement of Purpose is required. Your statement should be typed, single-spaced and should be between one to two pages . Describe succinctly your reasons for applying to the proposed program, your preparation for this field of study, and why our program is a good fit for you, your future career plans, and other aspects of your background as well as interests which may aid the admissions committee in evaluating your aptitude and motivation for graduate study. You may indicate potential faculty mentors as part of your study and research interests. Be sure to keep a copy for your records. What's a Good Statement of Purpose?

A resume or CV is required of all applicants, depending on which document is most appropriate for your background. There is no page limit for resumes or CVs, though we typically see resumes of one page in length. Please upload your resume or CV in the online application.

Three (3) Letters of Recommendation

Applicants are required to submit three letters of recommendation . In the online application, you will be asked to identify your recommenders and their email addresses. Please notify your recommenders that they will receive an email prompt to submit their recommendation online. You can submit your request for letters of recommendation through the system without submitting the entire online application. Stanford GSE only accepts online recommendations through the application system ; Stanford GSE cannot accept mailed, emailed or faxed recommendations.

Recommendations should be written by people who have supervised you in an academic, employment, or community service setting. We very strongly recommend that at least one of these letters be from a university professor familiar with your academic work. Your recommendations should directly address your suitability for admission to a graduate program at Stanford GSE.

It is the applicant's responsibility to ensure that all three letters of recommendation are submitted through the system by the application deadline , so please work closely with your recommenders to remind them of the deadline.

College and University Transcripts

Transcripts are required from every college and university you have attended for at least one academic year as a full-time student. When submitting your online application, transcripts should be uploaded to the application as a scanned copy or PDF ; this is sufficient for the application review process. Please refrain from sending a secured PDF/transcript with a digital signature as our system cannot upload these properly. The best way to ensure we receive an upload-able document is for you to print out the secured transcript, scan it, and upload the scanned copy (not to exceed 10MB) as a PDF.

If you earned a degree at the institution from which you are submitting a transcript, please ensure that the degree conferral date and the degree conferred is clearly visible on the document. If you are currently enrolled in a degree program and will not have earned the respective degree by the time of submitting your GSE application, you should submit your most recent in-progress transcript from your institution.

Only if admitted will we contact you with instructions on sending two copies of your official transcripts to our office. We cannot accept mailed, emailed or faxed copies of your transcripts during the application process. Please note: the instructions for sending transcripts on the online application and on the general Stanford Graduate Admissions Office website differ from this Stanford GSE requirement.

Concerning course work completed in a study abroad program

If the coursework and grades are reflected on the transcript of your home institution, you do not need to submit original transcripts from the study abroad institution.

Concerning foreign institutions

If your institution provides a transcript in a language other than English, we require that you submit a translation of the transcript that is either provided by the institution or a certified translator. Translations must be literal and complete versions of the original records.

If your transcript does not include your degree conferral date and the degree conferred , please submit a scanned copy of your diploma, a conferral statement, or a conferral document in addition to your transcript . If you are currently enrolled in a degree program and will not have earned the respective degree by the time of submitting your GSE application, you should submit your most recent in-progress transcript from your institution.

Stanford University requires the Test of English as a Foreign Language (TOEFL) from all applicants whose native language is not English. The GSE requires a minimum TOEFL score of 250 for the computer-based test, 600 for the paper-based test or 100 for the internet-based test in order to be considered for admission. The Test of Written English (TWE) portion of the TOEFL is not required. Applicants who have completed a four-year bachelor's degree or a two-year master's program (or its equivalent) in the U.S. or at an institution where English is the main language of instruction are not required to take the TOEFL. For more information on TOEFL requirements, please refer to the Required Exams page on the main Stanford Graduate Admissions website. You may register for the TOEFL test directly at the ETS website .

TOEFL Dates and Deadlines

PhD applicants who are required to take the TOEFL should plan to take the internet-based TOEFL test and have official TOEFL scores sent electronically to Stanford at institution code 4704 (department code does not matter) no later than November 1 . This will give your official TOEFL scores time to be sent from ETS and be received by our system in time for the December 1 deadline. PhD applicants to Knight-Hennessy Scholars should plan to take the internet-based TOEFL test no later than October 16 so your scores can be received by our system in time for the November 16 KHS GSE deadline. Please note that the TOEFL may be taken no earlier than 18 months prior to the application deadline.

Does Stanford accept tests other than TOEFL?

No. We accept only TOEFL scores; we do not accept IELTS or other test scores.

Applying for a PhD in the USA

Applying to a PhD degree in the USA can be quite an extensive and competitive process. Universities want to make sure students end up on the right graduate programmes and therefore put a lot of time and effort into their admissions process. They expect you to do the same with your application.

This doesn't mean that it's harder to get a place on a US PhD degree. But you will need to provide more material and more detail about your existing qualifications than you might be asked for elsewhere.

How should I apply for a PhD in the USA?

Applications for US PhD programmes are made directly to graduate schools. But bear in mind that US graduate schools will often ask for a lot of supplementary material with your application. Most will also charge an admission fee (usually between $50 and $100 ).

Do I need a Masters to apply for a PhD in the USA?

You won’t necessarily need a Masters to apply for a PhD in the USA. American graduate programmes effectively combine Masters and PhD study. Some students actually receive a Masters at the end of their coursework stage.

If you do already have a Masters , you may be able to receive credit for it and spend less time on the coursework stage of your programme. This decision is made by your graduate school, who will decide how relevant your existing degree is.

To apply for a PhD at an American university, you’ll need to submit a list of documents which include:

academic transcripts;
personal statement ;
letters of recommendation;
research statements – A research statement is different from a research proposal (required if you’re applying for a PhD in most other countries). You’ll only need to give a general sense of your research interests and possible directions you might like to pursue. The specific details for your project will be developed later in your programme and put forward as part of your research prospectus;
graduate admission tests – They are a more common requirement in the US education system than they are in other countries. They allow your university to assess general skills such as abstract reasoning, problem solving and critical thinking. A number of tests are in use, but the two most common are the Graduate Record Examination (GRE) and the Graduate Management Admissions Test (GMAT) . Some PhD subjects may use other graduate entry tests in place of (or in addition to) the GRE such as the LSAT for Law programmes . You must check with your university to know which test it requires;
English academic language test - If English is not your first language you may need to submit a score from a recognised body such as TOEFL or IELTS. Your prospective university will be able to tell you which test it prefers (many will accept more than one), and the minimum score, or scores, it requires.

Decision on your PhD application

There are three potential outcomes for a US PhD application. You may be successful , waitlisted or unsuccessful . If you’re successful or unsuccessful, your university will let you know straight away. However, you may also be waitlisted as a second-choice candidate. If the first-choice candidate declines their offer or isn’t able to enrol on the programme, you’ll be offered their place.

From 2022, the university’s minimum total stipend has been US$34,000.

This makes the minimum monthly rate of at least US$3,778 for programmes that operate on a nine-month schedule and US$2,834 for those on a 12-month schedule.

There’s a “Provost Fellowship Top Off” valued at US$2,000, bringing a student’s stipend to at least US$36,000.

The university’s commitment extends to various scholarships, including the IRIX/David L. Coffen Fellowship and the Jerome D. Odom Fellowship, both in the field of chemistry.

The highest-qualified candidates are considered for Presidential Fellowships.

4. Rice University

Rice University stands out by offering departmental stipends for qualified PhD candidates — amounting up to US$40,000 per year .

Candidates earn this by working as a research/teaching assistant for an assigned faculty member while maintaining full-time student status and continue making satisfactory progress toward their PhD.

With an annual stipend of US$31,000 annually , the financial support provided at the University of Houston is substantial.

The Graduate Tuition Fellowship (GTF) further enhances the financial package for eligible students, covering tuition and fees, resulting in a net annual benefit of US$20,800.

Meeting a 3.00 grade point average and working as a graduate assistant are prerequisites for GTF eligibility, proving the university’s dedication to maintaining academic excellence among its doctoral candidates.

The fellowship covers nine semester credit hours (SCH) in the fall and spring semesters and six in the summers.

6. Ohio University

Ohio University’s financial support for PhD students is among the most generous in the country –surpassing over 1,000 other universities.

Here, s tipends come in different forms. Examples are teaching assistantships, research assistantships and graduate assistantships.

At the School of Communication Studies , for example, eight to 12 new students are offered graduate assistantships that provide a full tuition waiver and a stipend of approximately US$16,100 per academic year.

7. Boston University

At Boston University, all PhD students in good standing are guaranteed the following:

five years of stipend support
100% tuition scholarship
a health insurance credit

How much? That varies by PhD programmes but its website states a range from US$27,318 for eight months to US$40,977 for 12 months for the 2024/25 academic year.

8. Cornell University

For the 2023/24 academic year, Cornell graduate assistantship and fellowship stipends grew by 8% .

This made the minimum 12-month assistantship rate US$43,326 and increased the minimum nine-month academic year stipend to US$32,494.

Here, a graduate assistantship refers to “ an academic appointment requiring 15 to 20 hours a week , averaging no more than 15 hours per week for the base stipend as established by the Board of Trustees.” They receive full tuition credit and a stipend.

Meanwhile, a fellowship refers to an “arrangement in which financial support is given to a graduate student to pursue his or her degree without any obligation on the part of the student to engage in teaching and/or research in furtherance of the university’s academic mission.”

If you’re an international student looking for educational opportunities in the U.S., you’re not alone. International enrollment has surpassed pre-pandemic levels, with more than one million students from more than 210 countries joining American students at U.S.-based institutions in the 2022–2023 school year. And at Northeastern, you will be surrounded by others sharing a similar journey. Yet, between student visas, the application process, and cultural differences, some may second-guess their resolve to experience American university life. With our comprehensive guide on how to study in the USA, you’ll be well prepared and on your way to international student status.

Applying to an American university

Applying to universities in the U.S. can feel complicated for all students, even those already based in the U.S. Here are some steps you can take to make your educational journey abroad as seamless as possible.

Start developing your skills.

Since U.S. universities can be competitive, it’s important to develop your skill set as you begin the process of studying abroad. In addition to relevant language skills, you should also sharpen your critical thinking, communication (written and verbal), and time and resource management skills.

Research colleges.

Searching for the right program among American colleges is all about finding the right fit for you. Depending on your priorities, this might mean a college:

Offers a degree program that interests you.
Accepts international students with a variety of cultural backgrounds to create a global community.
Facilitates sports and other activities that interest you and permit international student participation.
Is located in an ideal climate and living environment.

To ensure a good fit and continued success, it’s important to research colleges before finalizing your list. If you don’t, you run the risk of attending a school that doesn’t align with your personal and professional interests.

Connect with institutions before applying.

One of the most helpful steps you can take in this process (that many applicants overlook) is reaching out to institutions before applying. Most universities have a dedicated admissions office that fields incoming queries from prospective international students. Consider reaching out and asking them about available resources, such as:

Career support
Scholarship opportunities
Mental health counseling
Global student services

Another way to get connected with institutions of interest is to reach out to faculty, alumni, or current students through your personal network or mutual connections. If you don’t have any, don’t fret.

“Reaching out to a relevant department, or even professors when possible, is a really good place to start,” says Tomo Yamamoto, director of international enrollment marketing at Northeastern University. Generally, universities are competing with each other for great candidates to apply to their programs—particularly international students with interesting backgrounds—so don’t hesitate to reach out and ask for more inside perspectives.

Consider the requirements.

In your research, you’ll come across different requirements for different universities in the application and enrollment process. Many of these requirements apply to all students, international and otherwise. For example, while most universities are now test-optional as a result of the pandemic, some colleges still require scores from a standardized test (e.g., SAT, ACT, or GRE) as part of the application process.

As an international student, here will likely be additional prerequisites, such as the TOEFL or IELTS exams. These tests, which are meant to demonstrate proficiency in English, are common application requirements for international students.

Obtain your student visa.

Securing your student visa can be a long process, but a good institution will have the resources to guide you. For example, Northeastern provides step-by-step instructions for those applying for an F-1 student visa and J-1 student visa , depending on whether you’re an incoming full-time international student or on an exchange program with a government, organization, or university sponsorship. Look into the first steps of obtaining your student visa; usually, it will be to submit visa-supporting documents, such as Form I-20, Form DS-2019, and a valid passport.

Maintaining your status

Joining a university in the U.S. is only the start of your journey. Once abroad, it’s essential to maintain your status of full-time, on-ground enrollment at your institution to ensure your visa remains valid and you can legally remain in the country. Remember, failure to do so can result in serious consequences.

The good news is that most institutions have a dedicated department to ensure their international students meet their visa requirements and maintain valid immigration status. As an international student, it’s important to reach out to the Office of Global Services or equivalent resource to make sure you’re doing everything needed to maintain your status.

The full-time credit conditions vary slightly by institution, but generally, they require a certain number of class hours or credits for the term, a certain level of performance in those classes, and a certain percentage of in-person course enrollment. For example, according to Northeastern’s Office of Global Services, guidelines on maintaining status for undergraduate students include a minimum of 12 credit hours per term and a maximum of one online course. However, because these requirements are different at each university, it’s critical that you reach out to your dedicated office.

Challenges of studying in the USA

Moving to and living in a new country can be challenging, especially when studying abroad. However, with proper preparation and the right tools, you can overcome these obstacles.

Cost of living

Prospective international students should be aware of the cost of living in the U.S. Cities like New York and San Francisco are infamous for their inflated housing prices and high cost of living. In addition to these costs, tuition for U.S. universities in these cities also runs high. International students who maintain F-1 visa status may be eligible for on-campus work, which can help you fund your education. Continually check on-campus job postings to see what’s available.

“The tuition and other related costs are public on the university website,” says Yamamoto. “Cost of living can vary depending on each student’s lifestyle and preferences.” However, both of these aspects add up to a total investment in your education abroad, so it’s important to research return-on-investment (ROI) prospects of your degree as a part of your preparation process. Look into potential job opportunities that support work visas, offer a rewarding average salary, and project positive job market predictions to ensure you’ll have ROI-positive options when you graduate.

Applying for a visa

Your individual situation can affect your visa application process in different ways. For instance, politics and global current events might impact how long it takes to get a visa. In extreme cases, this can even affect whether you are eligible to receive one. It’s important to apply for the relevant visa in a timely manner to prepare for any unexpected roadblocks.

“International students can check the U.S. embassy website to receive more up-to-date information from the U.S. government about student visas and the application process,” says Yamamoto. Resources like these can give you a better understanding of timelines, potential issues, and more.

Cultural differences

It can be difficult to adapt to cultural differences. People might speak differently than you’re used to, come off as rude or loud, or expect different social norms from you. In class, it could be difficult to speak up at the right time, or it may take a little longer to make friends than you’d like.

But as every immigrant, ex-pat, and international student will inevitably tell you, it always gets better. In fact, assimilating into and learning about a new culture is what makes living abroad so exciting and enriching. Celebrating cultural differences is an essential part of studying in a foreign country.

The program emphasizes both traditional theoretical knowledge of international relations and strategic planning and analysis. The program includes 21 semester hours of required core seminars in:

Science, Technology, and International Affairs I and II

Students are also required to complete the Institute-mandated 9-credit hour minor concentration outside of the field.

As part of the coursework, students are required to demonstrate foreign language familiarity through two years of coursework during undergraduate or graduate studies and passing a translation exercise. Students can either opt to have a third year of language or take a year of advanced methods. Students are required to pass two qualification exams and successfully defend a paper related to a science and technology topic before they can advance to candidacy.

Ph.D. students may also complete elective coursework through cross-registration at any of the nineteen public and private colleges, universities, and other higher learning institutions that comprise the Atlanta Regional Consortium for Higher Education (ARCHE). This opportunity provides considerable flexibility in tailoring individual studies to achieve specific career objectives.

Political Science and International Relations (PhD)

The Department of Political Science and International Relations currently offers a Ph.D. (Doctor of Philosophy) degree, which consists of coursework during the first six semesters followed by dissertation research and writing. Students earn an M.A. as part of their Ph.D. studies.

The program prepares students for occupations related to several aspects of political science, but primarily for joining the professoriate, as college and university professors.

Field Descriptions

American politics.

The American politics field broadly encompasses institutions (including Congress, the presidency, and the courts), mass behavior (including public opinion and political participation) and political organizations (like parties and interest groups). Our research program and courses are theoretically driven, but also offer opportunities for students and faculty alike to engage in applied politics. We have particular strengths in the study of political psychology, gender and politics, and race and ethnic politics.

Comparative Politics

Comparative Politics as a sub-field is a wide and diverse area of study that deals with politics beyond the U.S. It embraces a range of methodological and theoretical approaches. At the University of Delaware, our comparative politics faculty conduct research in gender and politics in Africa, governance in Africa, comparative political economy with a focus on Europe, populism in Latin America, regionalism in Asia, religion and politics in the Middle East, and ethnic conflict.

International Relations

International Relations (IR) is the study of international and transnational politics broadly understood. Work in the IR subfield is attentive to exchanges and processes among states, peoples, corporations and other economic activity, organizations, transnational actors and movements, as well among the global, regional, and local levels of politics. The IR faculty at the University of Delaware conduct research in areas of historical IR and the historical evolution of the international system; normative IR theory; conflict and peace-building; international security; security studies; political economy; gender and IR; human rights and human security; and global, regional, and transnational governance.

Political Theory and Law

The subfield of Political Theory consists of offerings in political theory and law. The political theory subfield focuses on the conceptual frameworks we use to understand, explain, and evaluate our political world. Our faculty includes specialists in both theory and law, many of whom overlap with other subfields in the discipline and who have interdisciplinary ties with fields including Legal Studies, Women and Gender Studies, Sexuality and Gender Studies, and Islamic Studies. Our department includes the study of both the history of ideas and contemporary political and social theory, with strengths in critical theory, modern and postmodern political theory, feminist and queer theory, democratic theory, and Islamic political thought.

Admission to Our Ph.D. Program

If you’re driven to discover new biomedical breakthroughs and engage in thorough research alongside some of the brightest minds in science, we encourage you to submit an application. While you should be eager to advance biomedical knowledge and pursue complex study and research, you don’t need prior graduate work to be considered. As long as you have a strong foundation in math and science and scientific research experience, we look forward to hearing from you. Whether you’re a NYMC M.S. graduate, or entering our school for the first time, we have an academic path for you.

You may apply online to only one GSBMS program at a time. If you’re not quite ready to apply and would like to learn more, you can contact us to request information.

Ph.D. Admission Paths

There are three ways to enter the Ph.D. program:

Integrated Ph.D. Program (IPP)

The Integrated Ph.D. path is open to graduates of colleges and universities who have not previously studied at NYMC. As an IPP student, you will complete the program in approximately five to six years. No GRE, advanced degree or prior coursework is required, but you should have significant research experience and a strong foundation in the sciences. As you’ll rotate through different labs early on in the program and explore your interests in biomedical science, you don’t need specialized knowledge in one specific discipline to be admitted as a Ph.D. candidate. Advanced Standing

If you have earned an M.S. degree in the GSBMS at NYMC, and found an advisor to continue your research, you can then pursue your Ph.D. By entering with advanced standing, you can finish the Ph.D. program in approximately four years. In order to be accepted into the program, you must submit a formal application with all of the same materials as the IPP program. With advanced standing, the majority of your didactic credits will already be fulfilled, you’ll be able to start dedicated lab research much sooner and you will earn your Ph.D. in a shorter time.

M.D.-Ph.D. Program

Application to this dual-degree program is only open to current NYMC School of Medicine (SOM) students. If you’re interested in this program, it’s best to begin discussions early on with the M.D.-Ph.D. program director and the program director in the academic departments you’re most interested in. Formal application takes place in the fall of the student’s second year of medical school in the SOM, with a complete application due in the GSBMS Office of Admissions office by November 1. Admissions Requirements

You will need a baccalaureate degree, or higher, from an accredited institution before the start of the term for which you are admitted. An advanced degree is not required to apply to our Ph.D. program, but we do expect you to have significant research experience. For some Ph.D. tracks there are specific prerequisites, which you can find on each individual track page. Evidence of appropriate motivation and character are also considered in the admissions decision.

Two personal statements

One must address your decision to pursue graduate study and your long-term career goals; a second describe the type of research you are most interested in pursuing as a graduate student at NYMC.

Three professional or academic letters of recommendation

Each PhD. application must be supported by three (3) letters of recommendation from individuals who can attest to their research skills and/or commitment to research.

The letters must be signed, dated, and written (in English) on the letterhead of the writer’s institution. These letters must be sent directly by the writers to the GSBMS Office of Admissions in sealed envelopes, via Interfolio, or our online application system. The official recommendation form should be completed by each recommender. It includes a place for the applicant to waive his or her right to see the recommendation.

Two letters from outside New York Medical College are required. Additional letters, including those from NYMC faculty, will also be accepted. Letters from friends or relatives will not be reviewed.

Official transcripts from prior institutions

Official transcripts must be sent directly to GSBMS from the issuing college or university. They may be sent electronically to [email protected] or via postal mail . They must bear the official seal or stamp of the university, and must indicate the date and name of any degree(s) awarded. Official, but non-final, transcripts are acceptable during the application process, if the applicant is still enrolled in the undergraduate or graduate institution. A final transcript showing the degree awarded must be submitted to the GSBMS before the student’s initial enrollment. Failure to submit such a final transcript may prevent the student’s enrollment. If the student is allowed to enroll on a provisional basis pending the receipt of the required document(s), a registration hold will be placed on their account until these documents are received. Transcripts must be submitted from all post-secondary schools attended, even if the applicant was not a matriculated student or even if only a single course was taken.

Each transcript should be accompanied by an explanation of the credit hour and grading system. This is particularly true for foreign institutions or if a grading system other than the traditional American 4-point system (4.0) is used. Applicants should ask their Registrars to provide such an explanation if it is not already included on the official transcript. All submitted transcripts, diplomas and certificates of completion must be in English or must be accompanied by a complete, verified translation into English.

In the event that official transcripts cannot be provided by the applicant’s previously attended institutions – such as because of political prohibitions or the destruction of the institution’s records – the applicant should submit an official letter from an official of the institution or the country’s Ministry of Education that explains the situation. In these extreme cases, the GSBMS may allow the submission of authenticated copies of the required documents. Any and all such exceptions must be authorized by the GSBMS Office of Admissions, which retains final authority in this matter.

Standardized Test Scores (optional)

Standardized test scores are not required as part of your application. The GRE can be submitted as an optional supplement to your Ph.D. application.

Should you choose to submit test scores, they must be received by the GSBMS by the deadline date. GRE scores should be mailed directly to the GSBMS Office of Admissions by ETS. The ETS institution code is 2553. We accept GRE scores taken within the last 5 years.

Application Fee

The application should be submitted electronically with the $100.00 non-refundable application fee, which is paid by credit card. Application fee waivers will only be granted to those applicants using Touro’s Online Application System for the following situations (note - we are unable to offer fee waivers to international applicants) :

Applicants with a demonstrated financial hardship, supported by appropriate documentation.
McNair scholars.

How to Apply

You may apply to only one GSBMS program per application cycle . Apply online using Touro's Online Application System . If you have been denied admission, or have been placed on a wait list, you can declare interest in another program in writing. No additional application fee will be charged within a single academic year. Only one such change will be allowed per application cycle.

You must complete all sections of the application and the application must be ‘signed’ electronically. We expect that the applicant will reply truthfully to all information requested on the application. Any false statements or withholding of information that is requested may result in the College revoking any offer of admission or in the student’s subsequent dismissal from GSBMS.

An application is considered “complete” when the GSBMS Office of Admissions has received the application, personal statement(s), application fee, transcripts, standardized test scores (if required), and letters of recommendation. It is the applicant’s responsibility to ensure that transcripts, test scores, and letters of recommendation are submitted to GSBMS by the appropriate institutions or individuals in a timely manner.

Tuition Scholarships for Ph.D. Candidates

Incoming Ph.D. students (both U.S. and international) receive a scholarship package that includes a full waiver of tuition, an annual stipend, hospitalization and medical insurance, and a waiver of the Student Health Services fee. This offer is based on merit. Only students who plan to pursue the Ph.D. degree on a full-time basis are eligible for this scholarship. Be advised, due to funding limitations and budgetary restraints for international travel, the GSBMS will only accept applications to the PhD program from international students if they are currently undergraduate or graduate students in the U.S. with an F1 visa.

Applications for admission and all supporting documents must be received by the GSBMS by the deadline date listed below (11:59 p.m. EST). Since offers of admission are made on a rolling basis, it’s important to submit applications and support documentation as early as possible.

PhD deadline- Completed applications, including all supporting documents, must be received by January 1 for the Integrated Ph.D. Program.

Advanced Standing deadline- Completed applications, including all supporting documents, must be received by December 1 for the Advanced Standing Ph.D. Program.

MD/PhD deadline- Completed applications, including all supporting documents, must be received by November 1.

Timely receipt of application materials is particularly important for international applicants because of the extra time needed to obtain an entry visa.

Stipend Award Deadlines

Stipend awards, which are offered only to Ph.D. students, must be accepted by April 15 or two weeks after the date of the offer letter—whichever is later. After April 15, acceptance of Ph.D. admission offers with stipend and fellowship by applicants is considered binding. That is, an applicant should not accept any other offer without first obtaining release from the already accepted NYMC offer.

International Students

Due to funding limitations and budgetary restraints for international travel, the GSBMS will only accept applications to the PhD program from international students who are currently undergraduate or graduate students in the U.S. with an F1 visa. International applicants can speak with our international students advisors.

Welcome to the Ph.D. Program at the Jackson School of International Studies (JSIS), University of Washington.

This Student Handbook describes the structure and requirements of the JSIS Ph.D. Program. It is intended to be a general source of information for doctoral students progressing through the program and clarify the requirements that need to be met in order to be awarded a JSIS Ph.D. It is also intended to serve as a guide to potential applicants to the program. Students are responsible for knowing and adhering to the latest updated version of the Handbook.

In navigating their way through the program, Ph.D. students should always turn to their appointed Faculty Advisers (FA) for guidance on intellectual matters. They can then also seek the guidance of the Graduate Program Administrator (GPA), who can help orient and guide them generally through administrative matters, program requirements, curriculum, university policies, etc.

Broader questions or issues can also be brought to the Associate Director for Graduate Studies in the JSIS school who serves as the Director of the PhD program. The roles of the faculty and staff who work with Ph.D. students are explained in the administrative structure section of this Handbook.

The PhD program is a research doctorate designed to develop practitioners and scholars for work in governmental- and non-governmental institutions, the private sector and research and educational institutions in Cambodia. The PhD program offers specialized courses in the discipline of international relations and are adjusted to the research interests of participants. PhD students are mentored in their study by a multicultural academic team of faculty members, and visiting professors.

The PhD in International Relations program aims to:

Equip students with knowledge and understanding of most pressing regional and inter- national issues (with focus on Southeast Asia)
Engage students in debating complex issues of current world affairs through the prism of various theories and “Schools of Thought” in IR
