A new email about proposed federal student loan forgiveness heads to millions of borrowers

Federal student loan borrowers should start digging for a new email to be sent out beginning Wednesday by the U.S. Department of Education regarding the next step toward debt forgiveness.

It's what some call Plan B for the the Biden administration's ongoing student loan forgiveness battle to offer relief to millions of borrowers.

No one should bank on receiving student loan forgiveness soon, though, as more legal challenges could be ahead.

"The email does not guarantee specific borrowers will be eligible," according to the announcement planned for Wednesday morning.

The latest email alert will go out to all federal student loan borrowers with at least one outstanding federally held student loan. The borrowers will have until Aug. 30 to call their servicer and opt out if they do not want this relief from their federal student loan burden.

Borrowers who opt out will not be able to opt back in, according to the Education Department's statement. "And they will also be temporarily opted out of forgiveness due to enrollment in an (income-driven repayment) plan until the department is able to automatically assess their eligibility for that benefit in a few months."

More information will be at StudentAid.gov/debt-relief.

President Joe Biden said Wednesday in a statement that the emails will allow borrowers to be more prepared to benefit once the rules are final.

"Despite attempts led by Republican elected officials to block our efforts, we won’t stop fighting to provide relief to student loan borrowers, fix the broken student loan system, and help borrowers get out from under the burden of student debt," Biden said in his statement.

Borrowers would only be eligible for the proposed relief if they have entered repayment at the time that the department would be determining eligibility, after the proposed rules are finalized.

The Biden-Harris administration, which has faced significant legal setbacks regarding broad-sweeping student loan forgiveness, noted that the proposed rules have not been finalized yet but are expected to be finalized in the fall.

It's unclear exactly what the email will state but some experts say the latest email could give borrowers some indication of how much debt might be forgiven if the Biden administration one day prevails in the courts.

Earlier in July, Biden's well-publicized new income-driven repayment plan, the Saving on a Valuable Education or the SAVE plan, hit a serious roadblock after the 8th U.S. Circuit Court of Appeals temporarily blocked the Education Department from fully launching the program.

The SAVE plan, which was announced in August 2023 as a way to lower monthly payments for millions of borrowers, received much pushback from Republican-led states and GOP lawmakers who charged that Biden overstepped his authority to initiate a costly forgiveness program.

Nearly 8 million borrowers enrolled in the SAVE plan "will be placed in an interest-free forbearance while our administration continues to vigorously defend the SAVE plan in court," according to a statement made July 19 by U.S. Secretary of Education Miguel Cardona.

Mark Kantrowitz, a student loan expert who is the author of "How to Appeal for More College Financial Aid," said it's important to note that the "8th Circuit ruling is temporary. The Biden Administration might prevail in court."

The administration, he said, can also appeal to the U.S. Supreme Court, since rulings from the 8th and 10th U.S. Circuits conflict with one another on the student loan forgiveness issue.

The Education Department on July 19 said it would soon provide regular updates to borrowers. The administration highlighted its success in providing "an unprecedented $169 billion in relief for nearly 4.8 million Americans, including teachers, veterans, and other public servants, students who were cheated by their colleges, borrowers with disabilities, and more."

The Biden administration said it also has fixed Income-Driven Repayment plans "so borrowers get the relief they are entitled to under the law." And it has held "colleges accountable for taking advantage of students and families."

Now, if new rules are finalized as proposed , many could benefit, including:

Nearly 23 million borrowers hurt by "runaway interest." The borrowers in this group, many who received Pell Grants, might benefit, if they have a current balance on certain types of federal student loans that exceeds the balance of that loan when it entered repayment.

Borrowers who have faced the repayment of federal student loan debt for decades. This relief could apply to borrowers who have only undergraduate federal loans that have been in repayment for more than 20 years. The loans would have been received on or before July 1, 2005. Other borrowers could benefit if they had at least one graduate loan and have been in repayment for more than 25 years. These loans would have been received on or before July 1, 2000.

Borrowers who are otherwise eligible for loan forgiveness but have not yet applied. A borrower who hasn’t successfully enrolled in an income-driven repayment plan could be eligible for immediate forgiveness. The same's true for borrowers who haven't successfully applied for loan forgiveness for closed school discharge or other types of forgiveness opportunities.

Borrowers who enrolled in low-financial value programs. There's also relief on the table for borrowers who attended an institution that "failed to provide sufficient financial value, or that failed one of the Department’s accountability standards for institutions."

The Department of Education anticipates that no application or action would be needed from any of these borrowers.

Writing a letter to a government official can be a great way to weigh in on what's going on in your nation, state, or locality. Search online for the official mailing address of the leader that you wish to contact. The proper addressing etiquette varies from official to official, so make sure to look up the standard for the specific person to whom you are sending the letter!

Write a letter of recommendation to confirm that someone is of strong faith.

People often seek to take on greater roles in a church by assuming different positions in its ministry. Whether they want to help lead a church youth ministry or direct the church choir, they can make a great impact on a church and local community by leading a ministry. Those who wish to take on a new position in a church's ministry, however, may need to present a letter of recommendation from a church leader who can attest to their skill and value to the church community. If writing a letter of recommendation for someone to join a ministry, draw from your experience with that person to create the best letter possible.

Introduce yourself in the letter. Include your title, how long you have worked in your current position and how long you have known the person for whom you are writing the letter. Doing so will lend credibility to your recommendation.

Reflect on the position for which the person has applied. If it is a leadership position, you will need to consider what leadership skills you believe the person will bring to the position. If the person wants to work in a smaller capacity, you can also consider what personality traits or ethics he or she will bring to the position as well. Similarly, note that the person has been actively engaged in your church and is in good standing.

Share a personal story in the letter that reflects a positive characteristic about the applicant. You may share how you witnessed the person speak with a youth about problems he was having at school. Alternately, you may share a story of how the applicant has grown spiritually.

Write why you think the person would be a good fit for the particular ministry position. If he or she has characteristics like compassion, a strong knowledge of biblical principles and an ability to connect with others, highlight such personal attributes.

Conclude your letter by offering to answer any further questions.

Through a step-by-step process you can create an effective cover letter to enter into a church ministry. Your first goal is to communicate your aspirations as a minister and inform the church how you plan to be an asset to the congregation. A cover letter respectfully highlights your most valued achievements. Through this letter, you enable others to learn more about you and your ministry qualifications.

Write the date in the upper left-hand corner. Your page should be left justified, single spaced and double spaced in between paragraphs. This is a formal style called block format.

Write the recipient’s address. Place your full name in the upper-left hand corner of the page. Write your complete address including street, city, state and ZIP code. Include a valid contact number.

Write the church’s address. Include the name of the church, name of the church Pastor, city, state and ZIP code. Include a proper greeting such as: “Dear Pastor Smith," or "Dear Church Search Committee."

Write the opening paragraph. Choose at least five sentences that describe who you are, guiding principles and profess your knowledge of the congregation you are interested in joining. An example introduction statement might be “I am writing to show interest in joining your pastoral staff. I am familiar with the biblical principles at One City Church.” Inform the church how you heard about the opening. You could write, “I heard that One City Church was looking for a minister, through Bob Jones, a member of your church.”

Write the body. Use a soft friendly tone and include at least ten strong sentences. Focus on highlighting your skills and point to parts of your resume. For example, “At DEF Church, I was in charge of the children’s ministry department. My experience included spiritual development and religious education.” Include statements that highlight outstanding ministry achievements. You could write, “As you can see from my resume, I implemented a successful spiritual program for families experiencing grief.”

Write the closing. Write two to three sentences. Write your phone number and your availability. Thank the reader for his time. Inform the church that you will follow up and check on the status of your resume and cover letter in one week.

Write the closing signature. Choose an appropriate closing title, such as "Sincerely," "Respectfully submitted." Type your name underneath after a double space. Place your signature in the middle of the closing signature and closing title.

Proof read your cover letter for clarity. Spell check for errors. Include references to scripture within the letter.

Accreditation standards should adapt to the changing face of work, writes Edem Dorothy Ossai

Dear Minister,

First of all, thank you for your astounding public service to our great nation through the mandate of your office. This open letter is a call for the immediate overhaul of use of typewriters as a subject accreditation standard for secondary schools teaching Business Studies.

I am a Lawyer and founder of a non-governmental organization called Mentoring Assistance for Youths and Entrepreneurs Initiative (MAYEIN), based in Oyo State, which promotes equal opportunity education and positive youth development through a compendium of solid literacy and e-literacy projects, leadership training and practical civic education programmes for children, adolescents and youth across formal school and non-formal settings.

For over 15 years, I have led strategies in child rights awareness and protection, positive youth development and gender empowerment. Based on the impact of my work in community-based interventions, I have been selected into two prestigious global fellowship programmes—the Mandela Washington Fellowship organised by the United States State Department and recently the Obama Foundation Scholars Programme, leading to a Masters in International Development and Policy at the Harris School of Policy, University of Chicago, United States.

In a just-concluded education summit tagged ‘The Future of Education Summit’, which held in Ibadan, Oyo State, 20th – 21st September and where I was a speaker, school owners and representatives in attendance brought to the participants’ attention a distressing trend in our nation’s education curriculum and schools’ accreditation practice.

It was reported that, regarding the teaching of the subject of Business Studies for the fulfilment of the current NECO requirement, the decision of accreditation of schools by your ministry is premised on whether schools own typewriters for students’ use and practice rather than on whether there is an equipped functional information and communication technology (ICT) laboratory in the school.

Several schools in attendance at this summit alleged that they have been continuously denied accreditation to teach the subject of Business Studies because they do not maintain typewriters for students’ use, and it is irrelevant to the said accreditation exercise that many of these schools boast more modern ICT facilities and resources for their students learning experience.

As a formal actor in the education sector, as well as a parent and by virtue a concerned stakeholder, I am bringing this pressing matter for your urgent attention. The world over, business in the 21st century is entirely driven by ICT as well as the Internet of Things (IoT).

In its 2016 Global Education Monitoring Report, UNESCO mandates that “Education must keep up with the changing face of work and aim to produce more high skilled workers.” In the transition towards sustainable economies, particularly in sub-Saharan Africa, the report emphasises that the role of education in innovation primarily concerns the dissemination of new technologies for higher education systems and that countries must do more to promote high-value skills within secondary education.

It is essential for today’s learners to be empowered with 21st century relevant education that ensures actual future readiness. Typewriters no longer drive the world of business and ceased to do so a long time ago. On November 20, 2012, Gerry Holt, a writer for BBC News Magazine wrote: “The end of an era has been marked,” as he described the significance of the last typewriter built in the UK rolling off the production line at Brother’s North Wales factory. Notably, the said firm donated the last machine to London’s Science Museum. In most countries, typewriters have now been confined to history, featuring primarily as historical objects, movie props or antiques in private collections.

Typewriters were an indispensable tool in the 20th century, prior the massive wave of changes led by the invention of computers and the internet. It is impossible to find a work system within any modern economy that still relies on typewriters to drive its processes. On February 1, 1980, then Apple Computer President Mike Scott wrote an internal memo to all employees, declaring the end of typewriter use at the company.

Even the once-common sight of professional street typists forming beehive activities beside court houses and local government secretariats in many developing countries such as Nigeria and India have dwindled. Despite erratic electricity supply in Nigeria, the benefits of managing a mushroom business centre with a computer, a printer and a portable noisy generator, far outweigh the limited efficiency of typewriters. The questions, therefore, are: What formal work systems today are demanding the kind of future workers that our country’s education system is intent on producing? Who exactly is hiring anyone with knowledge of use of typewriters?

Schools should be required to be equipped with current operative tools in business and work systems. During the last national BECE examinations for junior secondary school students, scores of Nigerian parents recounted woes of tirelessly scouting for typewriters to rent for their children’s use in Business Studies exams. Not only are typewriters difficult to find, it is lamentable that after a whole year of training in the subject with typewriters, school children are unable to demonstrate more valuable skills such as creation of business information tables and graphs, flow charts, basic Excel documents or even Power Point presentations—all of which are essential in the modern place of work.

Therefore, it is imperative that accreditation standards by your ministry should adapt to the changing face of work. An insistence on typewriters as a precondition for business subject accreditation cannot yield future readiness amongst the current generation of school children. It would rather amount to social injustice.

As a policy prodder, a child advocate and an educationist, these are reasons why strong advocacy for the immediate overhaul of the use of typewriters as an accreditation standard for schools in the subject of Business Studies is germane.
